REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 21, 1986

IThe Schertz City Council convened in Regular Session, Tuesday,
IOctober 2l, 1986, at 7 :00 p.m. in the Council Chambers of the
IMunicipal Complex, 1400 Live Oak Road, Schertz, Texas. The
1following members were present: Mayor Earl W. Sawyer, presidinSi
!Charles B. Sharpe, Hal Baldwin; Adolph Aguilar and Ken Greenwald.
!Absent: Councilman Ray Stanhope. Staff present were City
IManager Jimmy G. Gilmore and City Secretary June G. Krause.

IMayor Sawyer welcomed the guest to the meeting and introduced Mr.
iPau1 Davis of the Herald Newspaper and Ms. Hazel Mondine, who is
!a candidate for County office.
!
iMayor Sa"fYer presented plaques to five members of the SAFES
jorganization, saying the City Council is very proud of these
ivolunteers. Five members of the SAFES EMS have just completed
Ithe course and have attained paramedic status, the highest level
lin the Emergency Medical Services Field. This is all the more
iimpressive when it is realized that all training was accomplished
on their own time and each pulled ambulance duty with SAFES in
jaddition. SAFES and the City are extremely proud of these
ivolunteers and their accomplishments and contribution to our EMS
I system. Mayor Sawyer then presented plaques to Mary Lou Malone,
:Bobbie Dilworth, Nancy Scott, Rodney Hubbard and James Davison.
il APPROVAL OF MINUTES: Mr. Aguilar moved to approve the
minutes of the Special Meeting of September 30th, Special Meeting
of October lst and Regular Meeting of October 7, 1986. Mr.
Greenwald seconded the motion, which carried with the following
vote:
AYES: Councilmen Sharpe, Baldwin, Aguilar and Greenwald
NAYS: None
#2 HEARING OF RESIDENTS: Mr. Ed Mazian of Deerhaven
subdivision addressed - Council' saying he has lived in the same
house for 20 'years and still has low water pressure even though
the main line goes through his yard. Mr. Mazian claimed it was
13 years ago that the City last checked his pressure. Mayor
Sawyer assured Mr. Mazian that the pressure on his property would
be checked to see that he had the proper amount of pressure.
Mr. Mazian also mentioned that he saw where the City bought two
pursuit cars to give to other departments when the police
department is still using old, broken down vehicles. Mayor
Sawyer advised that the City bought the two mustangs, used, from
the State and got them cheaply. Also we do not want the police
to have high powered pursuit cars because we do not want them in
high speed chases.
Mr. Gilmore assured Mr. Mazian that the police cars are in pretty
good shape.

2. Mr. Morley Brinkerhoff of Woodland Oaks asked if he could !]
have a copy of the minutes of the meeting of October I - Mayor I!
Sawyer gave him his copy. Mr. Gilmore said the City would make L-1
available to any citizen copies of any open records if they would )
just stop by and request the copies.
Mr. Gilmore said the traffic sign problem in Woodland Oaks is
being addressed now. We are going as fast as we can on these.
Mayor Sawyer said the City ran out of signs but will try to keep
some extra on hand. Mr. Gilmore said in other areas, we have
also had trouble with vandals and would appreciate calls if
anyone sees anything like this.
#3 MEMORANDUM OF UNDERSTANDING: Mayor Sawyer explained
that is item is to'consider'a'Memorandum of Understanding between
Randolph Air Force Base and the City of Schertz for EMS service.
After reading the memorandum, Mayor sawyer said that this will
give the SAFES personnel the authority to go on base as ambulance
service is very important to those who work on base.
Mr. Baldwin moved to authorize the Mayor to sign a Memorandum of
Understanding with Randolph Air Force Base for EMS service. Mr.
Sharpe seconded the motion, which carried with the following
vote:
AYES: Councilmen Sharpe, Baldwin, Aguilar and Greenwald
NAYS: None

#4 CITY MANAGER'S REPORT: A. Council, has received
invitations from the Greater Randolph Area Veterans Council to
view the Veterans Parade on Saturday, November 8th in Universal
City.
B. CCMA has notified us that they will only be having one
meeting in November on the 13th and one in December on the lIth.
C. Bexar County sent a letter to Mike DeLeon, who is our
building maintenance person and has assisted on the project in
the Rittimann addition. Mike has done a tremendous job in
working with the people in the area.
D. Received a letter from a citizen who said she was ready to
complain about animals running at large, when she discovered that
there were none. She complimented the Animal Control staff.
E. The Chief of Police and department received a letter from Dr.
Steele, Superintendent of Schools, thanking the police department
for working with them on the parking problems dur ing a meeting
that was held at the school.
F. Also have a letter from the Randolph Metrocom, saying they
are looking for people to participate on the Randolph Metrocom
Economic Development Team.

r-- G. At the request of one of the Councilmen, have compiled a
icomparison list of Coma1 and Guadalupe County Appraisal
Ioistricts.

~. Mr. Gilmore announced that for the third year the City has
'Ireceived the Certificate of Achievement: for Excellence in
Financial Reporting by the Government Finance Officers
IAssociation of the United States and Canada. This shows that our
!audit does have full disclosure. It is quite an honor to receive
Ithis certificate.

I #5 ITEMS BY COUNCIL: Mr. Sharp'e reported on an Austin-San
IAntonio Corridor meeting he attended. He said the highlight of
lthe meeting was a proposed new highway between Austin and Seguin
!to connect with IH 10 and East San Antonio. Both San Antonio and
IAustin support the proposal.

lB. There is a drainage problem in Lone Oak near the Bob
IPollentier property. Something keeps the water from draining
!across the easement. Something should be done about this.
c. The Guadalupe County United Fund is under way. Mr. Sharpe
said he would especially like to see something from the City
employees.
r- Mr. Baldwin announced that Friday would be the Home Coming game
for the Samuel Clemen Buffaloes. They will be playing Kerrville
and there will be a snake dance and bonfire - eyeryone is
invited.
Mr. Aguilar mentioned that the library sigh is still bent around
the pole on FM 78.
Mr. Greenwald - A. He said he was very upset with Mr. Morris and
the Guadalupe County Appraisal District Board. The figures show
mismanagement on their part.
Mr. Sharpe said that Mr. Morris inherited this and he was not
sure Mr. Morris was the problem.
Mayor Sawyer said he would assume that Mr. Morris is doing a good
job but that he does not agree with the Morris plan.
Mr. Baldwin said Council needs to go to the next meeting and see
what they are going to do about it. They meet the first Monday
of the month.
#6 ITEMS BY MAYOR: Mayor Sawy'er announced that Dr. Tull
will be coming to our city to conduct a course on Animal Control.

Mayor Sawyer also announced that there are several things in our
ci ty that are observing the 40th birthday - the Veterans of
Foreign Wars and the Daughter of Eas'ter Star are two.

Mayor Sawyer added some items to the Bell Ringer list.
Mr. Sawyer said some Councilmembers and staff would be going to
Alamo Area Council of Governments the next day to continue our
protest on their consideration of Green Valley Water Supply
Corporation's application for a loan. A letter in answer to
their revised request is being prepared. Mayor Sawyer asked for
and received authority to sign the letter to be delivered the
next day.
Mr. Sawyer announced that the City of Schertz was honored by the
Federal Government for their completion of a Urban Renew Block
Grant program. This is the only city in the area that was so
hono~ed.
.7' ADJOORNMBN'l': Mr. Greenwald made a motion that the
meeting be adjourned-at 7:54 p.m.. The motion was seconded by
Mr. Baldwin and unanimously carried.
