ccswks 10-29-1986 261 -- SPECIAL MEETtNG OF THE CITY COUNCIL OCTOBER 29, 1986 The Schertz City Council convened in Special Workshop Session, Wednesday, October 29, 1986 at 7:00 p.m. in the Conference Room of the Municipal Complex, l400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Ray Stanhope, Adolph Aguilar and Ken Greenwald. ,Absent were Councilmen Charles B. Sharpe and Hal Baldwin. Staff ipresent were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. PUBLIC BEARING: Mayor Sawyer opened the public hearing and explained the purpose was to receive citizen input on the proposed annexation of approximately 121.906 acres of land out of Com~l County. Said land is located north of the City limit line along the right of way of FM 482 and FM 2252 to a depth of 250 feet either side of the center line of said right of way to the existing city limits line of the City of Schertz, Texas. . There were no. citizens wishing to be heard on this proposed annexation. There were no comments from Councilmembers. -- Mayor Sawyer declared the public hearing closed at 7:01 p.m. #l BEARING OF RESIDENTS: None #2 Consideration and review of the proposed zoning ordinance. Mayor Sawyer explained that he had studied the proposed ordinance and could find nothing really wrong with it. MR. BALDWIN ARRIVED AT 7:03 P.M. Mr. Baldwin was the only Councilman who had a question concerning this ordinance. He asked if anything was done concerning Mr. Sharpe's suggestion for a non-alcoholic zoning. Mayor Sawyer explained that the majority of Councilmembers preferred that it not be included in the ordinance as a separate zoning. #3 Discussion of police communications. Mr. Gilmore advised that the State is changing their computers shortly, which willoutdate anything that we have on hand. There is an explanation in each packet, showing two or three ways we could go on this. In order to use the State system, it will cost approximately $20,520. l 262 '\ Mr. Aguilar felt this price was very high for this type IJ' equipment. Mr. Gilmore said this is what the State recommends l and it will interface with their equipment. Mr. Stanhope asked if this would serve us for te'n years. Mr. Gilmore said about eight yearst and Mr. Stanhope said he felt if we go with a cheaper type, we would have to replace it within two years. I Mr. Gilmore said these are just suggestions; that we would have to go out for bids. However, there are very few companies that make lO channel recorders. This was something that was dropped on us after the budget was prepared. We thought we had one to two years before going into this. Mayor Sawyer suggested having someone come to a workshop and explained exactly what the City has to have and how difficult it would be to obtain. Mr. Gilmore said he would ask Steve Simonson to brief Council. #4 Discussion of two appointments to the Housing Authority Board. Mayor Sawyer said he had not had time to talk with Bud Cyr, n Chairman of the Housing Authority Board. He asked staff to write Ll Mr. Freeman and say Council would like to have the Housing Authority Board's recommendations in writing before making any appointments. #5 Discussion of a proposed ordinance regulating coin- machines. Mr. Gilmore said staff is proposing this ordinance, which lists the type of machines that would be exempt; such as food, confection, beverage, merchandise, cigarette, stamp and "service coin-operated machines". From the number of machines currently in the City, it would bring in about $1500 to $2000 a year. The ordinance would create an annual license fee and another use fee that would help revenues of the City. It gives us some control over the machines, at least we would know where they are. Mayor Sawyer asked Council if they would like more time to study this ordinance before bringing it to a vote. Council suggested it be discussed further at another workshop. #6 City Manager's Report: A. At the request of one of the Councilmembers, Mr. Gilmore said he checked on the street 0 lighting project for FM 3009. There is a letter in Council packets from Mr. Hines, saying he has requested an investigation and would be getting back with us. {~~t~\tL":~;!:2,~ _' L b<l.""'1 . "- 263 ~. One of the men on the Bond Committee has addressed the E,condition of Wiederstein Road. We will start a repair project on I~ovember 3rd. The other side of the road belongs to Cibolo but ~ou really can't fix half a road. D. Have received a irequesting the Mayor to iNovember 16-22. letter from the school Superintendent proclaim "Proud to be SCUCISD Week" for 1 IE. Mr. ~ilmore reminded Council they have all received ballots from the Chamber of Commerce for five candidates for directors. lEach members should send in their ballots. i Mr. Aguilar mentioned a radio program he heard with a story about a speeder and scam going on in Schertz. The man had also written Austin complaining about our judge. He implied that all officer's radars are set for 32 miles per hour - he had received a ticket in Schertz. Mr. Gilmore said he had the records researched and from 1 January to October, we had 3:6 tickets written for 32 mph in a 20 mile zone - all in residential areas. Mr. Baldwin suggested sending the radio host a lette~ giving him the statistical information ,.-- F. Mr. Gilmore said a while back he mentioned about a canine patrol. He said he had not heard from Mr. Harris concerning the liability as yet but he did see a demonstration of the animal and it was amazing. #7 Items by Council: Mr. Aguilar said he was talking with one of the P&Z members who mentioned a traffic hazard. South bound traffic getting off 1-35 and turning around and going back to Garden Ridge pottery. Could we talk to Mr. White and see if he could change his signs to mention the exit to take, so that you would not have to turn back so sharply. Mr. Stanhope also mentioned that the people coming down the access road do not yield at the exit ramp. Mr. Aguilar suggested a flashing yield sign. Mayor Sawyer asked Mr. Gilmore to see if Mr. Ehlers would consider that. Also have the police chief research and see what we can do about both of these problems. Mr. Stanhope said he has noticed that there are no school zone signs around the high school. Mayor Sawyer said that if the school board wants signs, it would be okay but the Board has not asked for school zone signs. Mr. Stanhope said the Welcome Sign on FM 78 coming into Schertz r-- is in deplorable condition. We need to have the weeds cut, then we should just take the sign down, paint it and put it back. I ! I I l 26'4- ~~_. '\ , D Mayor Sawyer advised that this sign is a 50/50 sign with GVEC. We should check with them and if they don't want to bother with . it any longer, then we could do it ourselves or contact the Business Club. Mr. Stanhope says he has brought it up before and Mr. Gilmore said nothing could be done, but he went through lots of towns on his vacation and none looked as bad as Schertz with the high weeds and grass along FM 78. Mr. Greenwald said perhaps we could offer the Railroad and Highway Department a contract and that we would do it. Mr. Gilmore said he would check into that. Mr. Gilmore said there is a lot that would have to be checked, such as liability etc. Mr. Stanhope said he wanted an answer back. Mr. Baldwin said the city would be receiving a letter thanking them for the Fire Department help with their bonfire. It turned out real nice. Mr. Baldwin asked how the Bond election is coming. Mr. Gilmore said he had talked that day with Mr. Anderlitch, who is finishing up and should have the information for the brochure shortly. His firm will do the whole thing. Mr. Greenwald pointed out a traffic hazard - when coming down Oak Street to FM l5l8, the shrubs need trimming. Mr. Greenwald advised that one of Council should go to the Appraisal District Meeting the following Monday. Mr. Greenwald said he should be able to go ~nd Mr. Baldwin and Mr. Stanhope said they could also. .---, I j ~ #8 Items By Mayor: Mr. Sawyer said at TML, there was something said about a simple survey to find out how our people feel about what is going on and how they feel about it. Mr. Sawyer said he would like suggestions from Council of questions they would like to include in the survey. The Senior Citizen Bazaar will be the 8th of November at the Communi ty Center and they will be awarding prizes for the best booths. Mr. Gilmore said there have been several calls about deep holes in front of the Cafe and trailer park on FM 78. We contacted the State and they said if the people want a good entrance, then they will have to do it themselves as this is on private property. Mr. Sawyer had several changes to the Bell Ringer List.
