REGULAR MEETING OF THE CITY COUNCIL

The Schertz City Council convened in Regular Session, Tuesday,
iNovember 5, 1985, at 7: 00 p.m. in the Council Chambers of the
IMunicipal Complex, 1400 Live Oak Road, Schertz, Texas. The
ifollowing members were present: Mayor Earl W. Sawyer, presiding;
iCharles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and
iKen Greenwald. Staff present were City Manager Jimmy G. Gilmore
land City Secretary June G. Krause.
iPUBLIC HEARING: After welcoming the citizens to the meeting,
iMayor Sawyer opened the public hearing. He said the purpose of
ithe hearing was to receive input from the public concerning the
Iproposed annexation of 34.5 acres of land out of Comal County.

IMr. Gilmore pointed out on the map the location of this parcel,
jwhich is on IH 35 along Hubertus Road.

#1 APPROVAL OF MINUTES: Mr. Sharpe requested that the
first sentence of D. of the minutes of October 10, 1985, page
288, be corrected to read: "Councilman Novack of Converse said
he did not have a resolution but did have information and
comments regarding extending VIA bus service to the area."

#2 HEARING OF RESIDENTS: None
#3 NORTHEAST 35 PRESENTATION: Mr. Charles Hatch said he is
a member of the group called NorthEast 35 Joint Venture which
includes Barshop Enterprises, Inc.; Naylor Realty, Inc.; Retama
Development Corporation; and Santex Investments as managing
members. Mr. Hatch said one of their aims is to let as many
people as possible know that the Corridor area is a very fast
growing area and has a lot of potential and growth. They started
with a six-month budget of $70,000 for advertising using the
Pitluck Group for this purpose. Mr. Hatch said the groups
objective is to make people aware of the IH 35 corridor as a
growing area for economic development. Mr. Hatch gave a short
slide presentation of their activities. Mr. Hatch said their
group is mainly interested in developing the portion of IH 35

from FM 1604 to FM 1103. They have utilities and for the most
part are already zoned commercial. They are bringing a divided
boulevard from FM 1604 to Evans - expanding Lookout Road.
#4 ORDINANCE: Mayor Sawyer introduced an ordinance and
read the caption as follows:

AN ORDINANCE PROVIDING FOR THE EXTENSION OF
THE BOUNDARY LINES OF THE CITY OF SCHERTZ,
TEXAS, BY THE ANNEXATION OF A TRACT OF LAND

MAPS IN ACCORDANCE WITH THE SCHERTZ ZONING

Mr. Greenwald moved to approve the final reading of an ordinance
amending the zoning ordinance by rezoning 105 acres of land to a
Planned Unit Development. Mr. Aguilar seconded the motion, which
carried with the following vote:

Greenwald.

#8 WRITE-OFFS: A. Consideration of SAFES write-offs.
Mr. Sharpe moved to approve the write-offs in the amount of $3426
~or SAFES for the period July through October 1984. Mr. Aguilar
iseconded the motion, which carried with the following vote:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None

Mr. Baldwin moved to write-off the Water and Sewer unpaid bills

19 RESOLUTION: Mayor Sawyer introduced a resolution and
read the caption as follows:
RESOLUTION NO. 85-R-15
A RESOLUTION BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, PLACING IN NOMINATION
RICHARD L. (DICK) HOWE, FOR THE DIRECTORSHIP
OF THE GUADALUPE COUNTY APPRAISAL DISTRICT.
Mr. Greenwald moved to approve the nomination of Richard L. Howe
for the Guadalupe County Appraisal District. Mr. Baldwin
seconded the motion, which carried as follows~
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
110 EXECUTIVE SESSION: None was needed.
III CITY MANAGER'S REPORT: A. There will be a meeting of
the utility Coordination Council at the Seguin Council Chambers
on Wednesday November 13th at 2:00 p.m.
B. Handed out copies of several newspaper articles that might be
of interest on water and open meetings laws.
C. Copy of a letter to the Humane Society setting out shelter
policies.
D. We have received a letter of resignation from Mr. Crugnale of
the Housing Authority Board. Will have it and recommendations at
the next workshop.
E. Also for the next workshop, will need to talk about the
machinery needed to maintain drainage ditches.
F. There is a meeting tomorrow with the Highway Department to
discuss drainage along FM 3009, with the Barshop Group. We will
also talk about the overpass requested for IH 35.

Mr. Greenwald: A. At the next workshop we need to discuss the
possibility of purchasing a dictionary for our wordprocessors.
Mr. Aguilar:
A. Regarding the letter to the Humane Society, did the Animal
Shelter people get a copy. Mr. Gilmore said yes.
B. There was a Library Board meeting yesterday and they
discussed having their annual function on February 22.
C. The Library Board also discussed that they want to payoff

aelapidated buildings and what can be done about them.
~ayor Sawyer asked the City attorney if we could condemn the
buildings. Mr. Harris said the City could if they constituted a
nuisance, health hazard and/or public safety.
,r. Baldwin said he also enjoyed the trip to San Antonio.
,r. Sharpe: A. At TML Governor White discussed an Economic
~evelopment Program - Texcel. Part of the program is to certify
Texas cities who are interested. The larger cities can be
certified just by applying. For other cities there are workshops
IDeing set up, one of which will be in Austin around December
10th. Mr. Sharpe asked, since there will only be 25 smaller
cities certified, if there could be a regional texcel program
whereby several cities could join together. Mr. Sharpe asked
that this be placed on the next workshop agenda.
B. Mr. Sharpe said he would be going to a meeting in Seguin the
next day to discuss the possibility of a rollback on the tax
tate.
