ccswks 11-13-1985 //~- I 9 r-- SPECIAL MEETING OF THE CITY COUNCIL NOVEMBER 13, 1985 tt'he Schertz City Council convened in Special Workshop Session, ~ednesday, November 13, 1985, at 7:00 p.m. in the Conference Room pf the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. ~he fOllowing members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhop&; Adolph ~guilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. I #1 BEARING OF RBSIDmr.rS: Mrs. Harden, representing the f,rexas Bluebonnets-, expressed- concern about their - contract with Ithe City for use of the Community Center. She- said they have [rented the Community Center since it opened for square dancing ~nd have been allowed to use the kitchen and closet off the ~itchen for their supplies. The previous week they were called land advised that they could not use the closet any further because SAFES personnel were going to use it for their medical ~upplies that needed to be under lock. ~r. Gilmore said this is only a temporary situation until the ~nnex can be built for the SAFES building in back of the ~unicipal Complex. It is being built right now and as soon as pompleted, SAFES will be able to store their supplies there. ,-- I Mr. Willman asked if there are any plans for the dedication of p'ack Hays Boulevard. Mr. Sharpe said that was part of the ~esquicentennia1 program but he did not have a date as yet. #2 Discussion of disposition of dilapidated buildings. Mayor Sawyer said this is an agenda item mainly because of the building on the corner of FM 78 and First Streets. Mr. Gilmore said it would cost the value of the land ($35,000 to $40,000) plus their legal fees and our legal fees to condemn the building. Another way of going about it would be to have the Health Inspector, Fire Inspector and Building .Inspectors all look at the building. Possibly it could be proven a health hazard, jetc. ~r. Sharpe and Mr. Baldwin both said we should consider ~verhauling of FM 78 when we talk about condemning or whatever of this building. ~ayor Sawyer suggested having Mr. Ehlers of the Texas Department of Highways and Public TransQortation come to a workshop and talk ~bout improving FM 78 - not oiscuss By-pass at all. ~ 10 .3 Discussion of street improvements. Mr. Stanhope said he asked for this to be on the agenda because in October of 1984 we 0' discussed bonding election for street repairs and apparently the subject just died. Mayor Sawyer said if we submit a bond issue to the public we will have to have the entire City Council backing it or it will not pass. Mr. Gilmore said it would have cost an eight to ten cent per hundred increase in taxes and the matter was just dropped. After discussion, Mayor Sawyer asked that Council considered everything they want to pass bonds for and discuss it at the next workshop. Mr. Gilmore reminded Council they have copies of the Street Improvement plan and parks, recreation plans already. Mr. Sharpe suggested getting some citizens involved and get input from them. Mr. Greenwald suggested first get in mind what the Council want to go for and then get citizens involved. .4 Discussion of Regional Texcel program opportunities. Mr. Sharpe said the Texcel program is Texas Cities for Economic Leadership. Some of the larger cities could qualify just by applying but smaller cities would have to go to a training program. This would be limited to 25 cities. The nearest workshop will be in Austin of December 10th from 9:30 to 12:30. D Mr. Sharpe said he could go but felt we should also include either Mr. Gilmore or Steve Simonson. Also Harry Richburg of the Economic Development Committee should go. Mr. Sharpe said he asked if we did not qualify could we form a regional entity to take part. Mayor Sawyer appointed Mr. Sharpe and Mr. Gilmore to attend. Mayor Sawyer then called for a short recess at 7:51 p.m. The Special Workshop Session was reconvened at 8:02 p.m. .5 Discussion of Schertz Parkway Agreements. Mr. Gilmore said the City has received a proposed agreement from four property owners that own approximately 71.5% of the total frontage on the entire proposed roadway between IH 35 and Live Oak Road. The proposal states they will dedicate a full 86 foot right of way and to build a portion of the road from 1H 35 to Maske Road. They listed five contingencies to their proposal: (1) that the city agrees to complete the remaining length of the road between Maske Road and the existing Live Oak Road no later than December 31, 1988. (Mr. Gilmore recommended extending this deadline until 1989) (2) that the city be responsible for and obtain a written commitment from the Highway Department to incorporate an overpass o ,'.-.:, l.iL.";' ";;"'~~".lR ~ 11 ~t the intersection of IH 35 and Schertz Parkway. (Mr. Gilmore ,...-- Isaid he has discussed this with the Highway Department and they are favorable to it. 1(3) that the city development a platting fee program on the acreage on both sides of the new parkway and ,within 500 feet of ~he parkway to provide for priority distribution as follows: a. the recovery of the developer's initial cost. (Mr. Gilmore ~ecommended placing a 7 to 10 year time limit) 17 EXECUTIVE SESSION: none I f8 CITY KARAGER'S REPORT: A. Mr. Gilmore said we would ~. ike to expand the -utility yard 100 feet toward the Scout Hut. he money has been budgeted but he just brought it up in case ouncil gets calls from BVYA or the Scouts. ~. There will be a meeting at the McQueeney Lion's Club on ~ovember 20th at 7:30 p.m. for tax payers to discuss a possible ~ollback of County taxes. ~. San Antonio Shoe plans their opening for business for pecember 29th. ~ 12 D. Garden Ridge Pottery . is planning additional parking. If anyone was up 'that way this weekend, you know what a problem they are having. E. You received a copy of Mr. Crunagle's letter of resignation from the Housing Authority;' -Mayor Sawyer asked staff to contact the Housi'n'gAuthority Board and tell them he would like to have some recommendations in writing. F. Mr. Gilmore presented copies of the resolutions that' were passed atTML. Mayor Sawyer said to please contact them and tell them 'he would like to have signed copies, especially of the two resolutions we are most interested in. D .9 .ITBIIS BY: COUIICIL: Mr. Sharpe:, A. It might- be- time to look at:getting a commitment ftomthe'State for an overpass at FM 2252'and IH35 or where Wiederstein Road meets IB35. We need to get bids in and so does Cibolo. B. Has anything been found out about the pole on FM 3009 near Country Corner. Mr. Gilmore said he had sent them a letter and they have been given a citation. C. Noticed in the paper that Star Tile Company is going to have a public hearing because they are going to be emitting sand and dust. Mr. Gilmore said he had not heard anything on this but maybe, their' 'license. is up for renewal. Mayor Sawyer suggested 0 contacting our Health Inspector to check this out. D. At the last meeting of the Council of Mayors Mr. Sharpe said he mentioned the possibility of building a regional collllminity center and using a portion of the hotel/motel tax f~r this purpose. Mr. Baldwin said that he had been going over the correspondence between SAFES and the city. He said he has talked with the SAFES people about Randolph Air Force Base regarding a minimum agreement with the base. Mr. Baldwin said all he had to do now is get the Council to agree with the minill1m~ Everyone knows that RAFB has an ambulance service and all we need is backup service. SAFES did agree to $150 a run with no t~ansfers. Mr. Baldwin said he sees no reason to:place a minimum on them-if they agree to the' $150 per run. It would have to be a clinic sponsored call and absolutely no transfers. Randolph has said they have backup service with two ambulance services but upon contacting the two, we learn they both deny this. If we can finalize this agreement with Randolph then we will try to extend a similar one into Converse. Converse has used SAFES two times lately. Mr. Greenwald asked about the dictionary for the word processing. Mrs. Krause said TSSI quoted a price of $350 for the dictionary plus upgrading our system to use it. All CRTs would be able to use the dictionary. Also Ithe sign at Dr. Harborth's property needs modifying. I IMr. Aguilar extended his thanks for the street light at the Icorner of Live Oak Road and also the one at Maske Road. IMr. Sharpe announced that the Chamber of Commerce is having a fun Ibreakfast on Thursday at 6:30 a.m. at Boysville. Samuel Clemens lis playing Uva1de Friday night here. Also the Schertz Business iClub Christmas Party is December 14th and the Chamber of Commerce iChristmas Party is December 5th following the tree lighting. iMr. Aguilar said the Library has just about paid off their ibuilding. He suggested using the final payment money for ibricking the outside of the library building. Mayor Sawyer said ithey want to have a mortgage burning and the City can give them !back the money later. Mayor Sawyer said he has talked to Mr. IGilmore about bricking the Fire Department also. iMr. Gilmore said that last year the City supported the football 1teams of the area by participating in newspaper adds - Council iconcen$us was to participate again this year. iMr. Gilmore said he had been advised by the Guadalupe County iAppraisal District that Dick Howe and Tom Alexander were elected to the Appraisal Board. Mayor Sawyer suggested writing both men Ito congratulate them on being elected. .-- I I iMr. Sharpe said Mr. Tom Weaver was invited to attend the Economic IDevelopment meeting at Randolph because Cibolo had lost a bid for ia business. They located in New Braunfels because the sewer iservice and connection fees were much less. Mr. Sharpe said this ishould be a lesson for us so that we do not target high water lusers to come into this area. 110 ITBKS BY KAYOR: Mayor Sawyer said he has not gotten lenough response from people of the region to consider a regional ilibrary so he is not going to do anything about the article in ithe Herald. iMayor Sawyer said that Mrs. Fenner, representing the iSchirmerville people, was expected to be at this meeting. She is still working with San Antonio on the deannexation/annexation. iSan Antonio agreed to turn over FM 1518 to Grey town Road to us land we intend to hold them to it. Mayor Sawyer said he asked 'Mrs. Fenner to deal with Councilmen Thompson and Webb and refuse ito deal with their staff. r-- iMr. Sawyer asked if we are ready to take into our city limits the iarea on FM 1518 (north) to Universal City's ETJ and the east side of FM 30-09. Mr, Gilmore said he has the engineers working on it ~ 14 with instructions to keep the Animal Shelter outside the city limits.
