This property ~ill'be considered for light industrial zoning (M-l). .3 Discussion of awarding radio communication bid. The City Manager explained that at this time, there is only one radio working in the Water and Wastewater Department. We were awa-it1hg repairs' to see what Council wanted to do with the bids. We have applied for a new frequency so they will not have to be O. on the same channel as the Fire Department and SAFES ambulance. This has created problems at times when there were emergencies and the Water Department men could not use their radios. There will be a switch over in the dispatch o~~ice so that they can switch over to other frequencies when necessary. Three COJDpanies presented bids, with one of them submitting two bids. However their second bid was a mixed bid and was not considered. Mr. Bierschwale is recommending the bid from Communication Professionals be awarded, in the amount of $16,460.82. The payment for this equipment would come from radio maintenance and capitol improvements monies. Council asked for this item to be on the next agenda. 14 Discussion of setting public hearings for proposed annexation of 21.19 acres of land out of Guadalupe County. Mr. Gilmore said this is the property Council had requested to be annexed along FM 1518 and the Cibolo Creek surrounding but not including the Animal Shelter. Resolution setting public hearings to be on next agenda. .5 Discussion of a resolution requesting the Highway Department to declare existing drainage easement surplus. Mr. Gilmore explained that the Highway Department and Barshop are 0 running drainage under FM 3009 to provide for widening of road and drainage for Barshop property. The new drainage will change ,. We will also need an easement from Coy Simmons ~nd a release from the East entrance to Oak Forest commitment. Council discussed with Mr. Gilmore the engineering recommended by the Highway Department engineers. Mr. Gilmore said that both the ~ngineers for Barshop and Ford agreed with the Highway Department that this new route would take care of the drainage in that area. lnstead of the water going over FM 3009, it will be going under. the lower culvert should be corrected when the road is widened. I ~r. Coy Simmons also asked what the Council might approve for his ~rontage property on FM 3009. He said he had submitted plans for ~esidential, office and professional and apartments and they were all turned down. He would like to utilize that property but wanted some direction. Council instructed Mr. Gilmore to asked ~r. Simmons to resubmit his plans and they would take a look at them, especially as to office and professional. ~ayor Sawyer took a concensus of Council and they agreed to have ~he resolution on the next agenda. #6 EXECUTIVE SESSION: Mayor Sawyer said there were two things that needed to be discussed in Executive Session. First the on-going court case and second the City Manager's salary. He ~alled an Executive Session under Article 6252-17, Sections 2 (g) ~nd (e) at 7:45 p.m.. the Special Meeting was reconvened at 8:23 p.m. ~ayor Sawyer asked that the consideration of the City Manager's ~alary be placed on the next agenda. #7 CITY MANAGER'S REPORT: A. Mr. Gilmore advised that the ~ates for the workshop the last part of December fell on either Christmas or New Years. Council concensus was to not have a ~orkshop unless the City Manager deems necessary. ~. We are very close to having the Mobile Home park in tPeration. Our ordinance does not establish fees but leaves it .0 the City Manager with approval of Council. Mr. Gilmore fecommended license fees of $40 per year plus $1.50 for each pccupied space. Transfer fee would be $15 for transfer of ~icense except at the time of annual renewal when the regular fee ~ust be paid. <p. We have sold 36 alarm permits and began billing in October tor false alarms. We have collected $200 and have billed 8 iarties and 5 have already paid. We are going after the rest of hem. Since we have started billing, the false alarms have alIen off about 50%. , , 30 D. Wednesday December l8th at 1:00 p.m. there will be a street repair demonstration. E. Will be presenting an ordinance amending the traffic 0 ordinance by prohibiting parking on the I 35 frontage road between Wiederstein Road and FM 2252. After discussion, Council agreed to prohibit parking on either side of the frontage roads from city limits to city limits. F. Mr. Gilmore had copies of a letter from Department concerning recommended plans for I 35 interchange with the proposed Schertz parkway. fulfill our obligation with Joint Venture group. Mr. Gilmore said he met with New Braunfels last week and they are very upset about the proposed sewer plant that we are going to Austin for. GBRA is asking for certification also. CCMA and the Highway Department representatives were also at the meeting. They said New Braunfels is dumping more coliform into the Guadalupe river than this will dump on New Braunfels. The only time it will affect New Braunfels is in case of an extreme flood. Of course New Braunfels is still going to protest and put the pressure on. We are going to continue with our permit. The public hearing has to be held in the area affected sometime 0 probably in March. H. We have been invited to participate in the City of Cibolo's Sesquicentennial parade in May. I. Mr: Sharpe said he had talked with the City Manager of New Braunfels about closing the area between our two cities on 135. Mr. Gilmore said he, had also talked with them about it. Mr. Baldwin asked why not work out an ETJ agreement with New Braunfels. .8 ITEMS BY COUNCIL: Mr. Aguilar gave a comprehensive report on the AACOG meeting he had attended. Some of the things discussed were: (1) the Executive Director was given authority to dispose of surplus furniture, which may be of interest to us, (2) they budgeted money on law enforcement (Mr. Gilmore said we do take advantage of that) (3) an item concerning the Greater Randolph Area Service Program - $16,000 (4) also mentioned the Senior Advisory Committee for $60,000 and the appointments for the Census Committee with Mayor Jones and Judge Sagebiel as Chairman and Co-Chairman - members are Schertz City Manager Jim Gilmore, CCMA Manager Tom WeaverL Schertz Councilman Chuck Sharpe and School District Manager Hal ~aldwin. Mr. Aguilar said that during the AACOG meeting, the suburban !street program was mentioned and he thought of Rittimann ~ddition. Also they have a program on growth and flooding and he ~hought we might ask about dredging of the Cibolo Creek. ~e might also want to get word to local apartment managers that ~COG is going to have seminars on Apartment Crime Prevention. ~r. Aguilar also reported that Judge Sagebiel is now Chairman of ~he Executive Committee and San Antonio Councilwoman Helen Dutmer lis Assistant. Mr. Sharpe asked if we had heard anything new on the ~chirmerville deannexation. Mr. Gilmore said San Antonio staff ~ad met with him and he told them the Schertz Council said we do ~ot want to consider unless we get all the way to 110 on FM 1518. rrhey made two separate proposals but Mr. Gilmore told them to ~orget it unless they follow through with the word given by Mr. ~homas and Mr. Webb originally. Staff said they would take that message back. Mr. Gilmore said that our ETJ stops at Schaefer ~oad and he got San Antonio staff to agree to let us go to Lower ~eguin Road. Mr. Sharpe reported on the TEXCEL meeting he attended, saying !that about eight people from this area went and they had an !informal meeting after the TEXCEL meeting. I I ~r. Sharpe asked if we could include in our ordinances the irequirement that developers not to have illegal aliens working ~or them. Mr. Gilmore said he would check with our attorney. ~r. Baldwin asked if any contact had been made about excavating ithe ditch behind the school district offices. Mr. Gilmore would bheck. ~r. Baldwin asked if there are any new developments on the rash pf break-ins of businesses on FM 78. Mr. Gilmore said we have ~one to the Sonic and Dairy Queen (both have drive-up windows) ~nd told them what they could do to help us. Patrols have been ~oubled. We have caught several juveniles that have been turned pver to the Juvenile Authorities and then released. One of them ~as been caught several times and released. Mr. Gilmore said he ~ould get a report on just what has been done and get back with ~ouncil. ~r. Greenwald said P&Z were asking about restripping streets. ~hey are mostly concerned with Elbel and Live Oak Road. Mr. pilmore reported that our machine broke. Council suggested ~enting a machine. Mr. Greenwald said that also the red curb for ~o parking at Sippel's is almost impossible to see. 32 Mr. Greenwald asked about the sidewalks at Sebastian Apartments. Mr. Gilmore reported they are under construction now. Council discussed the Buffalo Valley Youth Association contract for 1986. There were minor changes to Section XI to include that BVYA's maintenance coordinator only was to turn in work orders; and Section V would be changed to include that the concession stand would also be used through December. .9 ITEMS BY MAYOR: Mayor Sawyer asked Mr. Baldwin to attend the Grand Opening of the Comfort Inn. He said he had received a letter from the people that own the 300 foot frontage on East Live Oak Road that was recently rezoned, saying that Council came up with an equitable solution. There will be an Emergency Management Exercise on February 27.
