The Schertz City Council convened in Regular Session, Tuesday, January 7, 1986, at 7:00 p.m. in the Council Chambers of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. PUBLIC HEARIR;: Mayor Sawyer opened the public hearing and t:1fe, l!Jof explained the purpose was to receive citizen input regarding the !~q proposed annexation of 2l.19 acres of land out of Guadalupe County. Mr. Sawyer identified this acreage as being bounded by F.M. 1518 and the Cibolo Creek from our present city limit to the ETJ line of Universal City. r i There were no citizens wishing to speak on this subject. There being no questions from Council, Mayor Sawyer closed the public hearing at 7:02 p.m. #1 APPROVAL OF MINUTES: A. Special Meeting of December 11, 1985 and B. Regular Meeting of December 17, 1985. Mr. Baldwin asked that in the minutes of the Special Meeting of December 11, 1985, Item #8 on the 3rd page, the last line should correctly show Mr. Baldwin as being the School District Business Manager. Mr. Sharpe moved to approve the minutes of the Special Meeting of December 11, 1985 and the Regular Meeting of December l7, 1985 as amended. Mr. Greenwald seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None 14 ORDIRARCE: Mayor Sawyer introduced an ordinance and read the caption as follows: AN ORDI NANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AMENDING ZONING ORDINANCE NO. 79-S-15 BY REZONI NG A 62.981 ACRE TRACT OF LAND OUT OF COMAL COUNTY TO LIGHT INDUSTRIAL (M-1) AND REFLECTING SUCH CHANGE ON CERTAIN ZONING MAPS IN ACCORDANCE WITH THE SCHERTZ ZONING ORDINANCE. Mr. Sharpe moved to approve the first reading of an ordinance rezoning 62.981 acres of land in Comal County to M-l. Mr. Greenwald seconded the motion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None o #5 POOL RATES: Mr. Gilmore had presented Council with written recommendations concerning the pool activities for 1986, including operating period and hours, reservation night, a decrease in daily gate fees from $1.15 to $1, season pass rates to remain the same, etc. Mr. Sharpe asked if the reduction in daily gate fees was just to make bookkeeping easier. Mr. Gilmore said that we had numerous complaints last year from parents whose children would lose the extra 25 cents or lose the change on the way home or something. Mr. Gilmore said we do not feel this will lower the income from the pool that much. One other change would be to sell season passes to outside city citizens 30 days prior to the pool opening. Mr. Stanhope asked if any consideration had been given to families with children who could not afford passes. Attorney Barris said to do that the City would have to have some policy for reduced prices or something along those lines. Mr. Aguilar asked who would coach the swim team that is recommended. Mr. Gilmore said the lifeguards would. o ~1.~ 1i:'Jir,i :tel:, ~.;: 43 r-- Mr. Aguilar also asked if it would be worth while to print and sell booklets of tickets. Mr. Gilmore said he would look into that. Mr. Gilmore also advised that the man with the concession contract has agreed to lower coke prices for Schertz residents. Mr. Sharpe moved to approve the swimming pool rates for 1986 season as suggested in the memo dated January 3, 1986. Mr. Stanhope seconded the motion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #6 CORRIDOR COUNCIL: Mayor Sawyer said this is a request g~. bD~ to contribute to the Greater Austin-San Antonio Corridor Council, /5~ Inc. for 1986. Mr. Sharpe moved to table this request at this time in order to find out the formula they use and to invite their executive director to a meeting to tell us what they are doing for small cities. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and r- Greenwald. Mr. Gilmore advised that the 4b,oob State has placed certain fees on us in order to operate our water /~? and sewer system and our operators have to have their certifications renewed each year now. B. San Antonio Planning Department said today they are setting up van-poolS between San Antonio and Austin. They will be (') sending additional information. They have some in operation now ~'tOO/ and are expanding to this area. Mr. Gilmore said' he advised them ~ he would be the contact person and also told them to contact the/O Chamber of Commerce. :-- C. As Council knows, our insurance carrier refused to renew our ~g liability insurance this year. We were able to get coverage t{fo,6 through TML but had to take general liability as well in order to /30 get the auto liability. In the latest Texas Town and City magazine there are two good articles; on page 19 - discussion of experimental zoning and on page 21 - it shows that Schertz is holding an advanced Wastewater school. .9 ITEMS BY COORCIL: A. There is a need for stop signs on the access road into Tri County. B. Mr. Sharpe asked Attorney Harris if there has been any update on the water line recovery. Mr. Harris referred the question to Mr. Gilmore, who had recently talked to the attorney hand 1 ing this matter. Mr. Gilmore said the attorney is setting up depositions for our people, the Bonding Company etc. Mr. Baldwin reminded the City Manager that he was to furnish an update report on what is being done concerning the burglaries on FM 78. Mr. Gilmore said we have stepped up use of key cards, stepped up surveillance, but no arrests have been made. Mr. Stanhope asked if .17 on the Bell Ringer should be removed but Mr. Gilmore asked to leave it on. It concerned traff ic lights on Jack Hays Boulevard and although we did get one at the intersection with Elbel Road, we are now trying to get one at the intersection with East Live Oak Road. Mr. Aguilar asked if we had ever accepted the slate of officers for the library board. He said he would like to make it official. The new officers are: Fred Ross, Chairman; Ruth Tienor, Vice Chairman; Julie Parr, Treasurer and Mary McAllister, Secretary. Mr. Aguilar said they also discussed an ordinance establishing fines for over-due books. Mr. Gilmore said he had talked with the Librarian and has several samples and will get one written for attorney approval. Mr. Aguilar said that as all know, we have somebody in town who likes the library flag to the extent of removing it occasionally. Mr. Aguilar wondered if we could have the eyelets welded to the pole so it would be harder to remove. The Library Board is working on the dancelauction which will be held on February 15th. Mr. Greenwald asked if Jerry had a chance to look at the building on Oak street to see if it was worth fixing. . B. Have we heard anything new on Schirmervil1e. Mayor said he would give an update. They have written Mr. Thompson asking what they are doing. The letter was sent on December l6th and they have received no answer. Mrs. Fenner and her group would like to keep Randolph from having the same type of trouble Kelly is having now. t!t- o~o jJ Mayor Sawyer said 1985 was one of the best years he has spent in a long time. He said he enjoyed working with all the Councilmen and thinks the City is moving in a desirable direction. The Mayor said he appreciates the spirit of cooperation with the City staff, the Legal staff, etc. III ADJOURNMENT: On a motion by Mr. Sharpe, seconded by Mr. Baldwin and unanimously carried, the meeting was declared adjourned at 7:54 pm.
