ccswks 01-15-1986 46 \)~ ~\ ~ Cd- \ \)11 ~'\0- L \)f).~ ~~\~ \~ f}~ ~\P~\0~ SPECIAL SESSION OF THE CITY COUNCIL JAmARY 15, 1986 The Schertz City Council convened in Special Workshop Session, wednesday, January 15, 1986 at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding1 Charles B. Sharpe; Hal Baldwin1 Ray Stanhope 1 Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 BBARING OF RBSIDBRrS: Mrs. Catherine Rowell, as one of the property owners concerned, asked if the City is going to return the easement at Beacon and Curtiss to the adjacent property owners. Mr. Gilmore said the City is in the process of checking this out at present. We do have some water lines in there and need to find out how much of an easement we will need. He asked Mrs. Rowell to call him the next week. Mayor Sawyer assured Mrs. Rowell that our plans are to turn this land over to the property owners. Mrs. Liz Mueller advised that Bill Neller had made a new sign for the Animal Shelter and it would be presented on Saturday, January 25th at 9:30 a.m.. She invited all present to go to the shelter and be a part of this presentation. #2 Discussion of the Greater Randolph Area Trail Riders Annual Chili Cook-off. Mayor Sawyer advised that he had invited Mr. and Mrs. Arispi to attend this meeting. Last year they chose our city in which to hold their chili cook-off and would like to make it an annual affair and have it in our park again. They have indicated they would like to donate one half their income to SAFES or some non- profit organization. He want to park the cook's trailers as he did last year and wants permission to hire only one off icer instead of the two he paid for last time. Mayor Sawyer said he thought that would be fine since we will have at least one officer on duty and it would not take any time to get another officer to the park. Mr. Arispi said they would like to obtain the park for a lessor fee or as a donation from the city to the two organizations who will be putting it on. He continued that they also want to have a carnival with rides and are planning on having it the latter part of May. Council was of the opinion that they should not start making exceptions to the fees but did agree to only have one policeman. #3 Discussion with Mr. Edwards concerning the activities of the Greater Austin-San Antonio Corridor Council. ,;th~:;~id;~,~\', 'id~~3".~:..~'>:1I k"~ ,i.d~:ij~:..;, ~ .,;~~~t~- o o o I ~ 47 r ,I I '. Mayor Sawyer advised that Mr. Edwards could not make this meeting but would be there for the January 29th meeting. #4 Discussion of public hearing on proposed annexation of 21.19 acres along FM 1518. ~ foIOJ~ /;)~ Mayor Sawyer said this is the to be the final public hearing needed bef ore starting annexation proceedings. There was no further discussion at this time. #5 Discussion of final consideration of rezoning 62. 91 ~I ,O;;;:t. acres of land out of Comal County. Mr. Gilmore said that Mr. Leon Parker was present to discuss thiS{&I~~/? subject but before getting into discussion, staff had made a It:, ';:7 video tape of mobile home parks in the city that we would like to have shown. After viewing the video, Mr. Gilmore read a letter received from Mr. Parker in which he requests to place a sign on top of Kountry r- Kitchen Restaurant. It will be a lighted sign with flashing 1 lights. He request permission for it to be in place for a period of 18 months or maybe less. Mr. Gilmore said that if it is 50 feet off the right of way, it is permissible and would not have to be a.variance to the ordinance. Council suggested we permit it for one year with six-month extensions. Mr. Parker also said that he has to get separate permits for each mobile home, which involves several permits. He asked if there was some way it could be encompassed into one permit. Mr. ,Gilmore said staff has been discussing this and ways to simplify ithe process. Currently we are using the same permit procedures we use for regular house. Mayor Sawyer asked the City Manager to write a policy on this subject. Council concurred with this request of Mr. Gilmore. Mr. Gilmore asked to study this until next workshop and then get back with Council. #7 EXECUTIVE SESSION: None was needed at this time. r- #8 CITY MANAGER'S REPORT: A. Mr. Gilmore said we had ~ d-g receive a bid on the 1/2 ton pickup truck. This is a replacement 1/t,o vehicle taken from the park for the Animal Shelter. We were /O? offered $900.00 trade-in for the old truck that is not worth driving over there. We did not receive another bids because no one wanted the trade in. o B. Mr. Gilmore handed out a Schedule of Uses for Zoning, saying that when we have a public hearing this will be much easier than looking through the ordinance. C. Concerning the repairs to 401 Oak Street (the building used by BVYA), we have had two constructions firms look at the building to give ideas of the best way to go. The slab is separating where it was added on to. Both say the best and cheapest way would be to tear down the present building and build another to replace it. Two bUdgets down the road, we plan to put up a building to provide orfices for BVYA, CVADAC, Humane Society, Scouts, etc. This is in the future park plans to provide for everyone. We have mentioned several times where we need additional land for expansion of the utility yard. This week Mr. Ross came in and offered a proposal of 4.84 acres for $200,000. Evidently he heard we are expanding, so he brought this proposal in. D. Have had some citizens come in who live across Lookout Road from the Bluebonnet. They are having trouble with people parking on their property, tearing down fences, etc.. They made a request for No Parking on Lookout Road. Council had no objection to adding this area for No Parking to our traffic ordinance. o ;J E. We have allowed the City of Cibolo to buy gasoline from our tanks. However, we are running short of keys and spaces on the pump. The last three months, Cibolo has only bought 15 or 20 gallons of gasoline a month. Mr. Gilmore requested permission to go to them stating the facts and that we now need the space. Council concensus was to allow the City Manager to handle this. F. Talked to AACOG and in their newsletter they show Schertz with 7500 people, which we cannot accept. They are checking to see where they got that figure. Also have a grant catalogue catalogue been talking with Bill Carpenter at AACOG and they have through Metropolitan Grant Corporation. They will all streets at a cost of about $1500. They will anyway we desire. Council concensus was to allow the City Manager to expend the $1500 for this 60-40 grant to catalogue our streets with priorities. .9 ITBIIS BY COOBCIL: Mr. Aguilar said he thought the Schedule of Uses for Zoning was excellent and would be a great help at public hearings. o 1. .,:,;S 'tliiil!i< ,6 u ( r- I i I r- ,-- ; i ! I I I 'l Mr. Aguilar also mentioned that he felt we should approve the new off icers for the Library Board at a regular Council meeting. Mayor Sawyer suggested the meeting of the 21st when they payoff their debt to the City and the photographers are present. 49 ~ (" oj/- /3:), Mr. Aguilar also reported on a panel discussion had at the n 08/ Corridor meeting. The discussion was the Maguiladora program as ~,~,[ it operates in Mexico and the United states. It was very /.77 interesting. Mr. Aguilar said he talked with Mr. Edwards and he . was very enthused about coming to our workshop meeting. Mr. Sharpe asked if the Health Inspector has checked the Quick VI lj~ 636 because they have food service. Mr. Gilmore said he does check VI"~ them. Mr. Stanhope asked what happens to repeaters on health inspections. Mr. Gilmore said Mr. Davis follows state law. Mr. Sharpe suggested that at one of our workshops we have a tc, 03 '1 presentation and look at procedures on bonding people who do work /3?; in our city. Also Mr. Sharpe mentioned that some months ago Mr. Hines from GVEC talked with Council about putting in underground lines on Jack Hays Boulevard. Mr. Sharpe feels we should discuss this again. Mr. Aguilar reminded Mr. Sharpe that he said he would do it if the City paid for it. Mr. Sharpe said we should challenge him on this, they are waiving the capitol recovery fee if the developer goes all electric. Mr. Gilmore suggested that if GVEC is solvent enough to waive the capital recover fee, then they should be able to put in the underground lines on Jack Hays. Mr. Sharpe said he attended a meeting in Seguin between the County and EMS. They set up an Advisory Board but steered away from mentioning funding. We should keep up on this so that we are treated equally with another EMS group. County Judge made the statement that they had given SAFES what they had asked for but SAFES has not asked to go on the tax part of the budget. We should also notify Mar ion that if they want our serv ice, then they should pay their per capita share. Mr. Gilmore mentioned that Garden Ridge has come back to us for ambulance service. ~("o ~~ l~tJ ~f., ,D i ( /11 Mr. Sharpe asked the starting date for new restrooms in the park. Mr. Gilmore said the last of February or first of March. Mr. Sharpe also said that if we would like to have a meeting WahndO /,//,O,L1, get further information on the "rider line express" - those ~~ T~ have jobs up and down the corridor between San Antonio and /0;), Austin, it could be arranged. 50 ~1:> n~P ~ \) \.'<l ~ lo,O, ~ ,?60 \ Councilman Sharpe also suggested putting in advance signs on FM 3009 stating that there is a speed limit ahead, before there is a fatal accident at FM 3009 and East Live Oak Road. . Mr. Stanhope asked how we stand on bond issues. Mayor Sawyer again said that Council was going to have to make priorities and set it in motion. Mr. Baldwin said he talks with people all the time and has not found one that would not go with a bond issue to fix up FM 78 and the bridge. wut \U (\_^"Q \~~ '\\ ~ ~~~ It was agreed by all Coucilmembers that one workshop meeting ~\i \~Oo should be set aside for nothing but discussion of bond issues. ~~ Mr. Greenwald said it was brought up at P&Z about Gutierrez ~~\V~cr starting collecting dumpsters at 4:30 in the morning. ,\ He reported on the P&Z meeting and what is coming up soon. Mr. Stanhope also asked if Schertz goes along with the State law on gravel trucks being covered. Mr. Gilmore said they do but the law has been changed somewhat. Mr. Stanhope also asked about the Val Verde sign at East Live Oak Road and FM 3009. Mr. Gilmore said he has something in to Richard Harris now.
