REGULAR MEETING OF THE CITY COUNCIL
JANUARY 2l, 1986
The Schertz City Council convened in Regular Session, Tuesday,
January 21, 1986, at 7:00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The
following members were present: Mayor Earl W. Sawyer, presiding;
Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and
Ken Greenwald. Staff present were City Manager J~mmy G. Gilmore
and City Secretary June G. Krause.
Mayor Sawyer recognized Fireman Tim Pfannstiel for achieving his
certification as Fire Fighter. Tim spent his own time and money
to obtain this designation and the City is very proud of him.
Mayor Sawyer then stated that years ago a group of citizens
recognized the need for a library in Schertz and the proof of
their dedication is the library building just down the road from
us, which did not cost the city anything. The Library Board
members were present at this meeting to give the City their final
check to payoff this building.
Mr. Fred Ross, Library Board Chairman, presented an oversized
check to Mayor Sawyer for the cost of the building.

PUBLIC HEARING: Mayor Sawyer said the purpose of the public
hearing was to receive citizen input regarding the proposed
annexation of 21.19 acres of land out of Guadalupe County. This
land is located between FM 1518 and the Cibolo Creek from our
present city limits to Universal City's Extra Territorial
Jurisdiction.
There were no citizens wishing to speak for. or against this
proposed annexation.
As there were no questions f rom Council, Mayor Sawyer declared
the public hearing closed at 7:07 p.m..
#1 APPROVAL OF MINOTES: Mr. Baldwin asked that item #5 on
page 2 of the minutes of January 7, 1986 be corrected to read as
follows: "Mr. Gilmore had presented Council with written
recommendations concerning the pool activities for 1986,
including operating period and hours, reservation night, a
decrease in daily gate fees from $1.25 to $1, season pass rates
to remain the same, etc.R

Mr. Baldwin moved to approve the minutes of the meeting of
January 7, 1986 as amended. Mr. Stanhope seconded the motion
which carried with the following vote:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None

of an ordinance-as follows:
ORDINANCE NO. 86-S-2
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, AMENDING ZONING ORDINANCE
NO. 79-S-l5 BY REZONING A 62.981 ACRES TRACT
OF LAND OUT OF COMAL COUNTY TO LIGHT
INDUSTRIAL (M-l) AND REFLECTING SUCH CHANGE
ON CERTAIN ZONING MAPS IN ACCORDANCE WITH THE
SCHERTZ ZONING ORDINANCE.
Mr. Greenwald moved to approve the final consideration of an
ordinance amending the zoning ordinance by rezoning 62.981 acres
of land out of Comal County. Mr. Baldwin seconded the motion,
which carried with the following vote:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
i4 ORDIRARCB: Mayor Sawyer introduced and read the caption
on an ordinance as follows:
AN ORDI NANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, CALLING AN ELECTION TO BE HELD ON
APRIL 5, 1986, FOR THE PURPOSE OF ELECTING A
MAYOR AND TWO (2) COUNCILMEMBERS FOR SAID
CITY.
Mr. Aguilar moved to approve the first reading of an ordinance
calling an election for AprilS, 1986. Mr. Greenwald seconded
the motion, which carried as follows:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
i5 BID AWARD: Mayor Sawyer read the bid received from
Krueger Chevrolet in New Braunfe1s for a one half ton pickup
truck. The bid was for $8756 with a $900 trade-in allowance.
This was the only bid received for this truck.
Mr. Aguilar moved to award the bid to Krueger Chevrolet for a
one-half ton pickup in the amount of $7,856. Mr. Stanhope
seconded the motion, which carried as follows:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.

request for a variance was premature as the request falls within

#7 EXECUTIVE SESSION: None necessary
i #8 CITY MANAGER'S REPO~: Mr. Gilmore said he had visited
Iwith the Highway Department people to discuss the possibility of
I them participating in Schertz Parkway and designating it as a
Istate highway. They agreed to pursue this. Also they will be
iiputting together the paperwork on FM 78. Schertz Parkway has
been submitted to be included in the Urban Plan and they think it
iwill be included. Concerning the overpass, the recommendation
Ihas been made to put it across 1-35 and to be included in the
Inext step of their improvements.

ITEMS BY COUNCIL: Mr. Greenwald remarked that we have ~~
ordinance about no parking on 1-35 access roads and the~b(~/
not put up the signs as yet. Mr. Gilmore said he has I~
state to place the signs. '
IMr. Aguilar asked what is going to be done about the road next to A/ O~ ~
!the Bluebonnet. Mayor Sawyer said we intend to ask the owners of~~l
Ithe Bluebonnet to ask thei r patrons not to park on pr ivate /;)C
Iproperty and the City will put up signs when we pass an
iordinance.

IMr. Stanhope questioned some items on the monthly reports. One
Iconcerned a police vehicle that showed only 5.1 miles per gallon.
The other concerned material cost for BVYA - this is material
!getting ready for the next season.

IMr. Aguilar asked if the Council gets reports on the food
Ipurchased for the Animal Shelter. Mr. Gilmore said only for the ~~rDG(
IPortion the City purchases - not what the Humane Society I ~C

IMr. Sharpe had an article f rom a local daily paper .He said it
,looks like we will get to vote on the rollback in taxes.

Mayor Sawyer said he thought it would be defeating our purpose to
attend that meeting.

The Housing Authority Executive Director sent a letter to all
local Mayors asking the Council to pass a resolution to authorize
the Housing Authority to assist, supervise and place elderly and
lower income families within their jurisdiction. Mayor Sawyer
asked the City Manager to invite Mr. Freeman to our next workshop
to discuss this request.
