SPECIAL MEETING OF THE CITY COUNCIL
JANUARY 29, 1986
The Schertz City Council convened in Special Workshop session,
wednesday, January 29, 1986, at 7:00 p.m. in the Conference Room
of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas.
The following members were present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph
Aguilar and Ken Greenwald. Staff present were City Manager Jimmy
G. Gilmore and City Secretary June G. Krause.
Mayor Sawyer welcomed everyone to the meeting and said that
before starting on the stated agenda Council had invited Mr. Paul
Edwards of the Austin-San Antonio Corridor Council, Inc. to our
meeting to answer a few questions.
After being introduced, Mr. Edwards was asked to give a brief run
down on what the Corridor Council is doing.

Mr. Edwards started by saying the Corridor Council is two years
old and is a non-prof it organization. Their aim is to promote
orderly growth of the Austin-San Antonio Corridor Region. It is
a membership corporation with 18 local governments and 278
private individuals and corporations. The current year's budget
is $343,000 - 80% raised from the private sector and 20% from the
local governments. There are 26 people on the board, six members
from San Antonio SAMA and six from the Austin SAMA, five from
outside, five from the AACOG and five from the Austin COG. Mr.
Edwards said he was hired as the first Executive Director. They
currently have committees on Water, Engineering, Transportation,
Economic Development and Cultural Arts Events. They have hopes
of having committees on Education and Training, and solid
hazardous materials. On the Economic Development side they focus
on the area of International promotion. He said they sent
delegates to Japan and as a result of that, they have had six
delegations come to this region, with another corning in mid-
March. Mr. Edwards said they plan to go to Europe later in the
year.
Mr. Aguilar said that when he and Mr. Sharpe return f rom the
Corridor meetings they always brief Council, especially on the
panel discusses which he feels are great. However, when it comes
to money, he would 1 ike for Mr. Edwards to tell us how they
determine the amounts for each entity.
Mr. Edwards said the amounts for each is based on population. He
will send a listing of how much each is assessed.

When Mayor Sawyer mentioned that some of the corporations listed
in their brochure are within our city limits but are listed as
being in San Antonio, Mr. Edwards said they are listed as to
their mailing addresses.

Mr. Gilmore asked if the Corridor Council was going to get
involved in anything other than Hi Tech. Mr. Edwards said they
were. Also he said the Water Resources Committee was
inventorying all water resources and would be looking at what
kinds of regional system would make sense.
After thanking Mr. Edwards for meeting with Council, Mayor Sawyer
called for a short recess at 7:44 p.m.
The special Meeting was reconvened at 7:49 p.m.
#1 Discussion with Mr. Freeman of the Housing Authority.
Mayor Sawyer noted he had received a letter from Mr. Freeman,
Executive Director of the Housing Authority, stating they were
contacting the cities of Schertz, Universal City and Cibolo and
requesting a resolution to authorize the Schertz Housing
Authority to assist, supervise and place elderly and lower income
families within their areas of jurisdiction. Mr. Sawyer said he
was definitely opposed to any more low income units. He went on
to say that Schertz has 76 low income units for the elderly, 31
Section 8 low-income units, Val Verde has 33 Section 8 units and
Sabastian Apartments has 56 family units for low income. Mayor
Sawyer said he felt no other city in the area does this much for
the elderly and low income, and he would, in no way, lead
Universal City down the low-income road.
Mr. Freeman said the Housing Authority is totally restricted from
expanding into any other area than Schertz. He said he was
asking to move it out of the city limits of Schertz so that the
Housing Authority could expand. He went on to say that Universal
City was with the San Antonio Housing Authority but withdrew and
are now with Bexar County. If the Housing Authority is to
survive, it will have to expand and there is no more space in
Schertz.
Mayor Sawyer said more senior citizen housing is welcome but low
income units are not.
Mr. Freeman said that as rent rates go up, he has to move Section
8 families and there is just no place to move them. He would
like to contract to manage Val Verde and Sabastian and maybe the
apaetments being built in Cibolo. Mr. Freeman did say that
Section 8 housing is being phased out and will be no longer by
1987.
Mayor Sawyer said he was opposed to low-income housing and was
apposed to expanding in Universal City and Cibolo. He said he
had not heard any outcry for this type housing from constituents.
Mr. Sawyer said he was not going to pass a resolution to expand
outside our city limits.

Mr. Freeman said that by expanding his authority, he could
disperse the families throughout the region.
Mayor Sawyer said that one man could not manage several apartment
complexes, as you can not be in several places at one time. Mr.
Stanhope agreed and said it seemed Mr. Freeman would be building
a little empire and would need more assistants and then more
secretaries and then more maintenance people.
Mr. Baldwin said he would like to see the City Councils of
Universal City and Cibolo to come to us and say they would like
to join our Housing Authority - other Councilmembers agreed.
Mr. Sharpe told Mr. Freeman that as a citizen, he could go and
talk to anyone he wanted to but just not representing the City in
any way.
Mayor Sawyer welcomed the Housing Authority Board members present
and said he thought they knew now how the Council feels.
#2 BEARING OF RESIDENTS: Mayor Sawyer introduced his guest
Mr. Jim Syferett, City Councilman from New Berlin, reminding J
Council that several meetings ago he had mentioned that New" t . OClC,
Berlin has asked if Schertz could supply them with water. /3?
Mr. Syferett said that New Berlin incorporated ten years ago.
They are currently being serviced by two different water
corporations, Green Valley and East Central. The City of New
Berlin has put together some committees and Mr. Syferett is on
the water committee. As we all know, water will control the
destiny of the City. He said that being familiar with Schertz,
they thought they might approach us and see what the Council
thought about supplying New Berlin with water some way down the
road. New Berlin has about 93 families with 300 people now, but
within the next ten years or so they feel the population within
the general area will be between 5,000 and 7,000 people.
Mayor Sawyer asked if they had approached Green Valley and Mr.
Syferett said not as yet but they were going to. Mayor Sawyer
said he felt the Council would say that yes, Schertz could
furnish them with water as long as it did not cost our citizens
anything. The Mayor went on to say that they should contact
Green Valley to see if they could furnish enough water and if
they say yes, then get it in writing.
Mr. Gilmore said that Green Valley does have a Certif icate of
Need in that area so New Berlin should go to them first. Schertz
does have the operations, capability of serving them.
Mayor Sawyer again emphasized that New Berlin needs to first go
to Green Valley and East Central, then if f or any reason they
cannot furnish water, come back to Schertz.

Mr. Gilmore reminded Mr. Syferett that in dealing with water
people, if you sign a contract make sure you include fire
protection - that as a city, you can demand fire protection.

13 Discussion of a proposed ordinance calling for a general
officer's election for AprilS, 1986.
Mayor Sawyer said this will be the final consideration of this
ordinance.
14 Discussion of a proposed annexation of 21.19 acres of
land out of Guadalupe County.
This will also be on the agenda for first reading. We have just
completed the two public hearings. This is the property between
FM 1518 and the Cibolo Creek.
15 EXECUTIVE SESSION: None needed at this time.
16 CITY .~BR'S BEPO~: A. Mr. Gilmore reported tha~
Cibolo Councilwoman Josie Nirider had a severe heart attack and
was in the hospital. Council asked that we send flowers in their
name.
B. The FM 3009 OVerlay requires sidewalks, however staff feels
that with the proposed widening of FM )089. this is not feasible
at this time. Mr. Greenwald said that the Council had agreed to
escrow the money for the sidewalks and put them in upon
completion of the widening. At that time Staff had suggested
escrowing 75% of the market value. Mr. Gilmore said we need a
resolution or modif ication of the overlay ordinance to cover
this. Council concensus was that the City should collect 100%
because of the escalating costs. Mr. Gilmore reminded Council
that we are obligated to curb and gutter and that would be the
ideal time to put in the sidewalks.

Mrs. Richards had visited today about the trail riders. They
due at the rest stop on 1-35 at 11:30 a.m. on February 5th
will have coffee and possibly some food. Council- are invited
urged to attend. Also that night, they will be at the VFW
a bar-b-que and dance.
D. At the request of Mr. Sharpe, Mr. Gilmore checked with Henry
Gutierrez to see how long they thought the present land fill
would be open. Mr. Gutierrez said until about August. Mr.
Gutierrez also wants Council to pass a resolution in sUfPort of a
new landfill he is negotiating for on Schaefer Road of FM 1518.
It consists of about 100 acres right where Schaefer Road makes a
big curve and is in both Bexar and Guadalupe Counties. Mr.
Gutierrez feels that with resolutions from the cities, he would
be ready to go by September.
E. Mr. Gilmore said Council has a report f rom the Randolph
Region Transportation Study meeting.

F. Mr. Gilmore called attention to the recently received lost
control report. They periodically come down and look at all city
buildings and check for hazards.

#7 ITEMS BY COUNCIL: Mr. Greenwald said at the last P&Z
meeting they discussed something about PUD mixtures. The general
concensus is that how can we sit and tell a developer what they
should have. A PUD will be a minimum of ten acres and at least
three types of zoning. Mr. Gilmore said he would suggest the
minimum of ten acres with three types of zoning and as approved
by Planning and Zoning and City Council.
Mr. Greenwald called attention to the monthly reports as regards
SAFES. Seems they are making calls to Northcl iff e, Converse,
Marion and Kirby. Mr. Gilmore said we are contacting the City of
Marion now and are making more headway with Comal County than we
are with Guadalupe.
Mr. Greenwald asked about the oil usage for P-3 (police vehicle).
Mr. Gilmore said that the way the reports are done, it does not
show a good picture. For instance, if they fill up with gasoline
and oil at the very end of the month, it distorts the picture.
We will look at some different type of report.
Mr. Greenwald said that he and Mr. Baldwin were the only ones g~,otto
that were present for the placing of the new sign at the Animal /j0
Shelter.
Mr. Greenwald also remind everyone of the Library and Humane
Society dance and auction on February 15th.

Mr. Baldwin said that Mr. Stanhope had asked about the EMS and /L / r 0 ~ I
Randolph. The new commander arrives on Monday and as soon as he T)~
settles in Mr. Baldwin said he would meet with him in this / Lf I

Mr. Sharpe suggested the Corridor dues be on the next agenda.
Mr. Sharpe announced that there will be a meeting on February 5th ~2
at the Community Center to discuss how to render your taxes and ~~'~1,
meet the Board. Mr. Morris, County Tax Assessor, will be present (/
to answer questions.
Mr. Sharpe said that SAFES is having their annual Jamboree at
7: 00 p.m. on February 23rd. Tickets are available for their
raff Ie.
A letter was received by Mr. Sharpe from Al Knotzen concerning
the census committee meeting in February and will only have until
the end of March to get the report in.

Mr. Sharpe also said the 6th of February the School District is
having a facilities study group meeting to discuss long and short'
range plans for the proj ect. Mr. Gilmore is putting together
something. The purpose is to look at planning new facilities.

Mr. Sharpe said that the Odells are finalizing on their Country
Corner property. Mr. Gilmore said the new owners have come in
with plans for a Stop and Go and they have gone beyond what we
asked of them.
Mr. Sharpe asked the status of getting Oak Run started again. Mr.
Gilmore said they are interested in a Planned Unit Development
and are preparing plans and will be coming back in so that they
can start on the drainage. The land has gotten valuable enough
so that it will pay them to get started.
.8 ITBKS BY KAYOR: Mayor said that he is mailing letters
to both Mr. Bindseil and Mr. Ackermann, setting up a meeting to
discuss their participation in the Schertz Parkway project. This
is the first step we have to take for condemnation. This will
show that we are making an effort to come to some solution to
bringing the road through their property.
Mayor Sawyer thanked Council for their support on the Housing
Authority question. He said he had called Housing Authority
members and asked them to come to this meeting and see how
Council felt about what the Executive Director was asking.
Mr. Sawyer said he noticed in the paper where Live Oak has
finally gotten out of the 911 Emergency phone number system. We
got out some 2 to 3 years ago. Mr. Greenwald said he saw where
is looking at legislation to make it mandatory by 1987.

~ayor Sawyer said he had been contacted by a man saying somebody
is interested in buying 28 acres of land on FM 3009. They are
talking about bringing in a warehouse distribution center,
~mploying about 200 people to start. They wanted a letter saying
that we wanted and would support a large company moving in here.
~r. Gilmore will write the letter. Also there are people looking
it the area across from Monotech. It seems they are leery of
:omal County because of what they called an inventory tax. Mr.
3aldwin said they must be talking about the personal property
