REGULAR MEETING OF THE CITY COUNCIL
FEBRUARY 4, 1986

The Schertz City Council convened in Regular Session, Tuesday,
February 4, 1986, at 7:00 p.m. in the Council Chambers of the
Munici~al Complex, 1400 Live Oak Road, Schertz, Texas. The
fol10w1ng members were present: Mayor Earl W. Sawyer, presiding;
Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and
Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore
and City Secretary June G. Krause.
Before the regular meeting Mayor Sawyer presented a proclamation
to the Library Board proclaiming 1986' as ~Read-A-Texas-Book-A-
Month Yearll.
11 APPROVAL OF IlIIIJTBS: Mr. Baldwin asked that the last
paragraph in item 19 of. .the minutes of January 15, 1986 be
amended to read as follows: IIMr. Sharpe reminded Council of a
Groundbreaking at 11:30 the next morning for Cibolo Valley
Project Development Corporation, also Jordon Ford opening in Live
Oak Thursday night.1I
Mr. Sharpe asked that the last paragraph of item 110 of the
minutes of January 21, 1986 be amended to read as follows: liThe
Housing Authority Executive Director sent a letter to Mayor
Sawyer asking the Council to pass a resolution to authorize the
Housing Authority to assist, supervise and place elderly and r--",
lower income families within their jurisdictions. Mayor Sawyer UJ
asked the City Manager to invite Mr. Freeman to our next workshop
to discuss this request.1I
Mr. Sharpe moved to approve the minutes of the Special Meeting of
January 15, 1986 and the Regular Meeting of January 21, 1986 as
amended. Mr. Baldwin seconded the motion, which carried as
follows:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
12 BBMIRG OF RBSIDBlft'S: Mrs. Coralea Fenner of the
Schirmirville area advised Council that she has been placed on
the agenda of the San Antonio City Council meeting of Thursday,
February 6, 1986. They are item number 36 on the agenda. She
asked Council to have representation at this meeting to give the
views of the City. She said she was sure they would not take her
word as speaking for the City of Schertz. Mayor Sawyer asked Mr.
Sharpe and Mr. Gilmore to attend this meeting and represent
Schertz, stating we will not annex unless San Antonio sticks to
the agreement made at the public meeting.

Mr. Greenwald moved to approve on final consideration an
ordinance calling a general election for AprilS, 1986. Mr.
Stanhope seconded the motion, which carried as follows:

Mr.. Greenwald moved to approve the first reading of an ordinance
prohibiting parking on the northeast side of Lookout Road. Mr.
Stanhope seconded ~he motion, which carried with the following

Mayor Sawyer pointed out that this ordinance was brought about by
complaints from a property owner who had his fence knocked down.
16 RESOLOTIOR: Mayor Sawyer introduced a resolution and
read the caption as follows:
RESOLUTION NO. 86-R-l
A RESOLUTION BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS SUPPORTING A SOLID WASTE
DISPOSAL SITE ON SCHAEFER ROAD.
Mr. Sharpe moved to approve the resolution supporting a solid
waste disposal site on Schaefer road. Mr. Baldwin seconded the
motion.
Mr. Sharpe suggested the location of this proposed site be
clarified in the resolution. Mr. George Gutier..rez was present
and indicated the location. The resolution was amended to
show that the site was on Schaefer Road in Bexar County, known as
Buffalo Valley Land Fill Project, and support was given provided
the site meets State standards for landfills. Mayor Sawyer then
called for a vote and the resolution passed as fol~ows:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
17 CORRIDOR COUNCIL: Mr. Sharpe moved to approve payment
to the Greater Austin-San Antonio Corridor Council in the amount
of $750.00. Mr. Greenwald seconded the motion, which carried as
follows:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
Mr. Sharpe said he was sure all really appreciated Mr. Edwards
coming to workshop and meeting with Council.
18 EXECUTIVE SBSSIOR: None was needed. Mr. Harris said
that he wanted to donate $100 to SAFES and asked if he could be
excused as it was his anniversary.
19 CITY IIAR.AGER'S REPORT: A. Mr. Gilmore said that
several months ago we discussed drainage under FM 3009 tnat is

required. The State is now ready to let bids in March. They
have letter of agreement that the City will participate by
$37,000 and they need both copies signed by the Mayor and each
Councilmember. Mr. Gilmore said that $25,000 of that amount
would come from Barshop.
B. Our police department is sponsoring four courses, conducted
by the FBI. Invitations have gone out to the other cities and
will be free to them.

C. Eric White is asking clarification of the building code,
which states you must have a f ire wall between storage and
warehouse. He will only be using this particular building
temporarily for storage until he can get another storage building
built. It would cost him over $18,000 to put in the fire wall
and it would have to be removed later. The Fire Chief is present
tonight and he feels that Eric White has complied with more than
we have required. Mr. Melton agreed and said they will have
sufficient sprinklers also. Mr. Gilmore said he felt the code is
speaking of permanent warehouse and storage facilities.
Mr. Greenwald said he recommended Council grant approval but if
the other building is not started within 24 months, Mr. White
must have that fire wall installed. Concensus of Council was to
agree with this recommendation.
D. Mr. Graham, Streets and Parks super intendent, has been qfo I 10;)
appointed to the Recreation Supervision SChool-Industry a
Cooperative Committee for the Texas State Technical Institute. /0 /
E. Mr. Gilmore said there has been discussion of the need for a
computer at the Utility yard. He showed four plates indicating
what software will do - such as showing zoning, housing density,
location of fire plugs, etc. This program will do much more and
is the one we have been discussing. The need for this is getting
more acute.
F. AACOG representatives will be corning out Wednesday to discuss
new street mapping, whereby we can list our priorities, etc.
G. Have been visiting with the Highway Department again and they
are trying to corne up with some more costs. We think we can use
the railroad right of way as a duel use, which will help as far
as FM 78 is concerned.
H. Council has no doubt heard that they are moving dirt in Live
Oak Hills. They will be scraping ground 36 to 38 feet wide all
the way to Maske Road. They hope to start Schertz Parkway in
March and complete in nine months.
I. There will be another group of foreign students from Randolph
Air Force Base touring our city in March. It will be the same
type of group that the Mayor met with last time.

J. The Trail Riders will arrive at the rest stop tomorrow at
noon should anyone be able to go out and ,have some lunch. Then
they will' be at the VFW around 6: 30 to 7: 00 for dinner and
dancing.

.10 ITEMS BY COORCIL: ,Mr. Sharpe reminded Council of the
workshop at the Community Center the next night on the procedures
for appeal to the County Appraisal District. Mr. Morris will be
there to discuss this and other things.
Mr. Baldwin asked about plans to redo Deer Run. Mr. Gilmore said
plans are in the works now and should be doing something within a
week.
Mr. Stanhope asked about a sign on the southeast corner of Main
and Randolph Streets. The sign is sticking out in the front yard
to the extent that you can not see traffic on Main Street.
Mr. Aguilar announced the Library Board is working hard on the
auction and dance to be held in the Community Center on February
15th. He asked if the City could have the police stop by during
the evening and see that everything is going okay.
Mr. Aguilar asked about the status of Schertz Parkway. Mr.
Gilmore said we have approached the State for Urban. Highway
System designation. If we succeed in getting the Urban Highway
designation, it will be the same as East Live Oak Road _ a
connector road. If this happens, we can use the new enhancement
law on it. There are two pieces of property that we may need to
condemn. Mr. Kuempel will support this and he will talk to the
State. The Regional Transportation Study Group has accepted it.
We havef ive small lots in Live Oak Hills Subdivision that we
have not contacted the owners on yet. The whole thing is moving
very fast.
Mr. Greenwald ask if Mr. Sharpe had set up another meeting date
for the Joint Planning meeting with Cibolo. Mr. Sharpe said he
would.

Mr. Greenwald said he noticed that the building on the corner of
First Street and FM 78 is for sale. At Council suggestion, Mr.
Gilmore said he would talk to them about purchasing the property
for the City (they are asking $37,000 right now) but keep in mind
that there is also the possibility of condemnation.
Mr. Greenwald asked that discussion of the sign ordinance be on
