ccswks 02-12-1986 68 ~ ~'~ ~. ~\~ " ;t ~\9." ~ \ <~ ~\!% SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 12, 1986 o The Schertz City Council convened in Special Workshop Session, Wednesday, February 12, 1986, at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Prior to discussing, Mayor Sawyer called for an Executive Session and asked Mayor Pro Tern Baldwin to chair the meeting until the Mayor could return. Mayor Pro Tem Baldwin called the Executive Session under Article 6252-17 of Vernon's Texas Civil Statutes, Section 2 (e) discussion of possible litigation with our attorney David Jones, at 7:02 p.m.. The Executive Session was closed at 7:45 p.m. and Mayor Sawyer, who had returned at 7:18 p.m., called for a short recess. The Special Workshop Session was reconvened at 7:48 p.m. .1 BEARING OF RESIDERrS: Mr. Greenwald said that Mr. Don Wilson had been at the meeting earlier and wished to discuss an individual dumping in the alleyway in Greenfield Village. o Mr. Gilmore said he was aware of this; that the man had been written a letter and given ten days to clean up the area. He did not clean it up so he was issued a citation and we have sent someone out to clean it up. The man will be charged for the cleaning expenses plus the citation. Mr. Gilmore sa1d he would get word to Mr. Wilson. . 2 2-18 AGERDA ITEIIS: A. Final consideration of ordinance annexing 21.19 acres of land out of Guadalupe County. Mayor Sawyer said this is the land along the Cibolo Creek, that will fill in our ETJ lines. This to be on the next agenda. B. Final consideration of an ordinance prohibiting parking on the N.E. side of Lookout Road. Mayor Sawyer explained that this ordinance was initiated to protect our resident in that area from getting his fence torn down again. Also to be on the next agenda. #3 PUBLIC BEARINGS: A. He wants to pursue this. Mr. Sharpe reported on the meeting with the San Antonio City Council on Thursday regarding the property south of Randolph Air Force Base. The San Antonio City Council agreed to disannex all the way to I 10 and FM 1518 and to pick up the Beck property that was not on ttie or iginal map. They need a resolution f rom our City Councilor a letter from the Mayor saying that we have no plans to annex south of I 10. There is also some discussion as to where our ETJ line is on FM 1518. Council agreed to have the resolution requested on the next agenda. Mr. Sharpe announced a Corridor Council meeting in Austin Friday the 14th. Mr. Aguilar asked the status of the old Sportman's Cafe building. Mr. Gilmore said it has sold again but that we are still gathering information. #9 ITEMS BY MAYOR: Mayor Sawyer said that on February 27th the City will have an Emergency Management Exercise that will take in the whole city. Afterward there will be a meeting to critique the exercise. Mayor Sawyer announced that he, Mr. Stanhope and Mr. Greenwald would be going up and looking at Mr. Ackermann's property on Friday about 4:00 o'clock. Also the City of Cibolo is upset with Schertz for giving our approval on the solid waste site for Gutierrez. Mr. Baldwin reminded everyone of the SAFES Jamboree,' Sunday the 23rd of February, at the VFW Hall. Mr. Stanhope reminded everyone of the Library and Humane Society dance and auction on Saturday night. #10 ADJOORNMENT: There being no further business to discuss, Mayor Sawyer declared the meeting adjourned at 10: 59 p.m..
