ccswks 02-26-1986 72 .y '- SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 26, 1986 o The Schertz City Council convened in Special Workshop Session, Wednesday, February 26, 1986, at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Ray Stanhope; and Ken Greenwald. Absent: Hal Baldwin and Adolph Aguilar. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 BEARING OF RESIDENTS: Mr. Ty Brisgill asked what would be the City Council's feelings about changing the speed limit on East Live Oak Road. He wanted to up the speed limit to at least 35 miles per hour, his reasoning being it is a very good road now and really hard to keep under 30 miles per hour. Mr. Sharpe said Mr. Aguilar suggested putting a "T intersection ahead" sign approaching Menlo Drive, as that is a dangerous intersection. Council did not seem inclined to want to change the speed limit. Mr. Brisgill also asked the status of the meeting on the Overlay 0 for Schertz Parkway. Mr. Gilmore said we are trying to get the meeting set up wl.th developers now and hopefully it will be within a week or so. The developers want the meeting during the day time but the other members of the committee work at various jobs and canit meet during the day. Mayor Sawyer remarked that Ken Greenwald, Ray Stanhope, Ty Brisgill and Don Wilson are our people that are on the committee. Mr. Brisgill said he had ridden with one of the police officers over the weekend and he was really impressed. It was Off icer Kruetler. 12 Discussion of the City Water Master Plan. Mr. Gilmore said we all know that we are getting to the point where we need to discuss our water plans to stay even or ahead of our needs. John Bierschwale put together our needs, priorities and approximate cost through the year 2005. This is a rough report and Mr. Bierschwale is asking for any comments or rearrangements of priorities, etc. Mr. Bierschwale said what is hurting us most right now is our elevated storage requirements. We are 200,000 behind in order to meet the requirements of the State - 2 gallons of storage per connection. Mr. Bierschwale proposed a ground storage locatl.on on off Live Oak Road, saying that would be best for the two o ~~ ~~. t;L.,' "- '"_':L..\ I 73 r- pressure zones and also by having one half way between the Naco and Schaefer Road area, you could cut the size of the line needed. Mr. Sharpe said the Edwards Acquifer Commission is trying to get several laws changed so that they will have more authority. Right now if you own the land, you can drill a well but they want to change that. MR. AGUILAR ARRIVED AT 7:57 PM. Mr. Sharpe asked if we could change the priorities so that we can get another well in, even if we have to cap it at present. Mr. Bierschwale said that just drilling the well, it would cost about $50,000 to $80,000. He went on to say that wells are very critical but we still need to keep the storage requirements and transmission current. :-- Mr. Gilmore said there are several cr i tical areas that need immediate attention. We have been looking at well sites but the area involved is tied up in the court case. We have been looking at the area near the Bluebonnet Palace. Mr. Gilmore said the i main thing at this time is to show what the critical areas are , and see if Council wants to continue to pursue this plan. If we get behind the power curve, it will restrict growth. Mr. Gilmore said we have the money to put in the 18 inch line, from Capital Recovery. We do not have the money for the standpipe at this time. Mr. Bierschwale said these two things would take us to 1995 but in the meantime we would also have to put in another standpipe. The State Fire Insurance looks at anything above 30 feet high as a standpipe; under that, is ground ! storage. Mayor Sawyer asked if Council wanted to put in the line and I standpipe, what kind of increase in water rates are we talking about for bonding. Mr. Gilmore answered that it would be about 4 to 6 cents per 1,000 gallons and much of that would be recouped. Mr. Bierschwale said we are charging .84/l00 right now with the average bill being about 7500 gallons of usage, at a cost of $8.30. Mr. Sharpe had a chart which showed that Schertz has one of the lowest water rates around. This increase would add about 45 cents to each bill. Mr. Gilmore said we hope to recoup somewhere around $400,000 from the Mangum case. We have to have capital to start but once we r- get going we believe that capital recovery will fund the next phase of our needs until the year 2005. Our priorities are storage and distribution. Well sites are an on-going thing. ~ 74 Council briefly discuss capitol recovery fees but Mr. Gilmore asked to delay discussion on this as he wants Mr. Bierschwale to U~\ get comparison fees from San Antonio, New Braunfels, Austin and surrounding communities. We will bring this back as a separate item. Mr. Gilmore said it was his understanding f rom this discussion that Council wants to pursue with Mr. Anderlitch for the bonds on the storage tank. He said he would get Mr. Anderlitch to make up several different bonding packages. Mr. Bierschwale asked if he understood that he has Council's okay to get engineer to design the l8 inch line. Council said yes. #3 Discussion of awarding bid on painting and repairing of uc water ground storage tank. Mr. Bierschwale said he would rather the engineer make the recommendation on the tank. Mr. Ed Ford said two bids were received but one of them did not bid two items - had an open end bid of an hourly rate. This could run up very expensive. Mr. Ford suggested throwing out the second bid as the City did not ask the engineer to go out for open end bids. Mr. Ford recommended the D Brothers bid; however he suggested that first we sand blast a portion of the tank to see if it is worth repairing. Suggested delaying award of bid until the sand blasting is completed. D #4 Regular Agenda items: A. Discussion of ZC 176 - Vaughan. Mr. Gilmore said that Planning and Zoning recommends approval of reversing the zoning on the two small parcel of land as requested by Mr. Vaughan. B. ZC #77 - Kucherka' s request to rezone his two parcels from Office and Professional to Neighborhood Services. Mr. Gilmore said that P&Z had recommended rezoning but with a split vote. C. Resolutions - Mr. Gilmore said one was to authorize the Mayor to sign a contract agreement with the State to reimburse the City for certain litter citations - ones we give on IH-35. The other resolution is supporting a strong well-rounded anti-crime package which will be presented to the 70th Session of the Legislature. .5 EXBCO~IVE SESSION: None was needed. o .....' Council ~as given an extract of that portion of these minutes which Icovered the Shirmerville area. We have requested a copy of the ~ape of that portion of the meeting but have not received it as ~et. b. Council was given copies of a letter from Entex stating that Ithere would be a rate increase. I ~. Have had no answer f rom the letter that was sent to Green ~alley last week. ! ~. Mangum case is moving well - according to our attorney it IlOOkS favorable in our light. I #7 ITEMS BY COUM:IL: Mr. Greenwald mentioned that the 'Welcome to Schertz' sign has been fixed. Mr. Sharpe gave some background on the sign saying it belongs to the Chamber. Mr. Greenwald said it was discussed at the P&Z meeting about the sign on Jack Hays Boulevard by Savanah Square. It seems the City Icalled the company and they came in for a permit after the fact. ~hy can't we give them a ticket and fine them instead of writing ;- Iletters. Why be so nice - they are local and they know they have Ito have a permit. Mr. Sharpe agreed. Mr. Gilmore said it was a ~atter of interpretation - that if illegal, then they will be Iticketed. The man from Crow Development that has the sign on East Live Oak Road and Jack Hays Boulevard says that the person owning the land on which the sign is located wants him to move his sign. He ~ants to move it to the other side of Jack Hays inside our city ilimits. By the letter of the overlay, this sign does not fit Ibecause the development is not in our city limits. This will be Icoming to Council. The gentleman did say that he would take down Ithe Val Verde sign. I IMr. Greenwald said he noticed two places where the fence is down at Clyde Ford Village. Mr. Gilmore said one car did both - Ipurposely drove through it. I IMr. Greenwald mentioned the annual report given Council from BVYA. , r- I ~ IMr. Stanhope said that when the City gets a v ideo camera, he iwants to use it to take pictures of abandon cars. i IMr. Stanhope asked if anything was going to be done about planting around City Hall. Mr. Greenwald said Mr. Hardin's son Iwas suppose to do it and he will check. I 76 Mr. Stanhope asked if the team from AACOG came in and did they inspect the streets. Mr. Gilmore explained that they did come in but it will take about six weeks to get something out of it. Mr. Stanhope wanted to know if the City is still thinking about street bonds. Mayor Sawyer said yes. o Mr. Sharpe asked about FM 78. Mr. Gilmore said the Highway Department is working up plans to see just what we need and they have gotten the railroad company involved. .1 Mr. Sharpe said that the SAFES monthly report did not show any numbers for county runs. Mr. Sharpe said he keeps getting concerned about all the driveways on FM 3009. Maybe we should look at our ordinance and see if it needs revising. He specifically talked about the drive at Lone Star Service. Mr. Greenwald said the one driveway is for a thl'ee-acre tract and he did not feel that one driveway was unreasonable. Mr. Gilmore pointed out that you have to al~ow a business man access to his property. Mr. Sharpe said he thought this was a case that could have been handled differently. He said he was not sure we are accomplishing our goals as for as FM 3009 is concerned. Mr. Aguilar asked how many police vehicles the City has. Mr. Gilmore said eight and they are assigned to individual officers. This way we get better use and better maintenance. o Mayor Sawyer asked if we are letting our off icers take the vehicles home. Mr. Gilmore said not at this time. Mr. Aguilar asked the status of painting of medium line, especially on Live Oak Road. Mr. Gilmore said the last time this was brought up, Council said they thought they could rent a machine to do this. Mr. Aguilar asked if a "T" intersection sign could be place on East Live Oak Road before. Menlo Drive. Mr. Aguilar referred to ~elephone calls to the City Manager. He said if he gets calls, he will call the City Manager and tell him the person wants to talk with him. Mayor Sawyer said the reason Mr. Gilmore has an unlisted telephone number is because of one specific individual's calls. At that time Council gave the City Manager permission to have his number unlisted. Counci~ had no problem with the City Manager's phone remaining unlisted. #8 ITEMS BY MAYOR: Mayor Sawyer read a letter from Mayor Little of Cibolo ask~ng Schertz to withdraw our resolution supporting the landfill site for Gutierrez. In polling Council, 0 Mr. Greenwald sa~d no, Mr, Stanhope said no and Mr. Sharpe and Mr. Aguilar both said they had no qualms about withdrawing the ..,lW !~~~-;1l~,.1' ., I,,:. ,.....-- - I , r 1 I I I ~ 77 Lesolution. Mayor Sawyer said he personally would not withdraw it but would wait and talk with Mr. Baldwin before making a definite decision. #9 ADJOORNMENT: There being no further business to come before Council, Mayor Sawyer declared the meeting adjourned at 10:30 p.m..
