ccswks 06-25-1986 174 \ \ SPECIAL MEETING OF THE CITY COUNCIL JUNE 25; 1986 o The Schertz City Council convened in Special Workshop Session, Wednesday, June 25, 1986, at 7:00 p.m. in the Conference Room of the Municipal Complex, l400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; and Ken Greenwald. Absent: Councilmen Adolph Aguilar. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #l HEARING OF RESIDENTS: None #2 Mr. Tom Anderlitch to discuss bonding with the Council and members of the Bond Committee. Mr. Anderlitch had prepared some preliminary estimates showing tax increase estimates for different bonds. For example a $1,000,000 General Obligation bond issue would entail an eight cent tax increase; a $2,000,000 General Obligation bond issue would be sixteen cent tax increase and $3,000,000 - twenty five cent increase. Mr. Anderlitch said the first question any citizen asks when bonds are mentioned is how much will it cost me in utilities or taxes. Mr. Gilmore handed out lists of priorities for Streets-Parks and 0 Water Departments, which had been discussed by Council at past meetings. The total for this list was approximately $9,000,000; however there was no intention that all would be considered at one time. Mr. Anderlitch said the committee will have to come up with projects they feel the citizens will believe. Mr. Anderlitch estimated that if the Committee agrees to a $l,OOO,OOO Water Bond, using an average water bill of 7500 gallons the monthly increase would be about $lO.89. He said the main thing is that the Committee needs to be as near as possible in agreement on the projects as bond issues are difficult to carry as is. Mr. Gilmore gave the following comparison of water rates for this area: Schertz $4.50 base rate for 3,000 additional $.84 UC 4.00 base, no minimum additional $.67/1000 Cibolo 9.30 base, 3,000 minimum with $1.60/100 Live Oak 8.82 base, no minimum, $.5l/100 cubic feet Kirby 5.25 base, no minimum, $.75/l00 Mr. Gilmore said that at the Committee's next meeting, he intends to have the Water Superintendent, Park and Street Supervisor present to answer questions of the committee. Mr. Baldwin asked if we would sell all the bonds in one year. 0, Mr. Anderlitch said we always try to fund enough for the immediate needs. Once we arrive on the different projects, then . Once the bonds issues are passed, that gives the City Council the authority to spend money as it is needed but it can only be used for those specific proposals. Mr. Anderlitch said the main thing is that we do not go to the public until everyone is in agreement on the projects. One of the disadvantages is that a lot of people do not like to give blank checks. But if the Council does not spend the money the way it was funded, then they might go to jail. Let us take the time to be sure that we are all in agreement. Council also needs to check to see if the school is planning on a bond issue because that will make a difference. Mayor Sawyer suggested the committee members and Council take the information Mr. Gilmore and Mr. Anderlitch has given out and look at the projects - that will determine what kind of bond issue each thinks they can support. At the next committee meeting we will have the Water Superintendent and Street/Parks Supervisor present to answer questions. Mayor Sawyer then called a recess at 8:24 p.m. r ! The Workshop session was reconvened at 8:32 p.m. #3 Discussion of ordinance to annex 5428.993 acres of land out of Bexar County. Mayor Sawyer informed Council that San Antonio has voted to turn this acreage over to Schertz and we will have the final reading of our ordinance at the next meeting. Mr. Gilmore said he is setting up a meeting after the 1st of July and will have each department head to talk to our new citizens. #4 Discussion of an ordinance amending the subdivision ordinance on street and traffic control signs. Mr. Gilmore said this amendment would require developers to put in the signs and proper type. r-- #5 Discussion of a resolution authorizing the purchase of drainage land. Mr. Gilmore said he would like for Council to authorize the Mayor to sign this resolution at this meeting. This covers the last piece of property we need f or the drainage. In answer to Mr. Baldwin's question, Mr. Gilmore said the City will be, with this one, purchasing two lots and paid for an easement on another. We are in the process of getting easements on the last four. l 176 As for the other end of the drainage, Mr. Ackermann and Mr. Bindseil have been sent registered letters offering them $lO,OOO 0 for their property. We have not heard from them as yet. Wieder stein Road was in terrible shape and we rented a small maintainer and fixed both that one and Maske Road. A maintainer is something that the Council needs to take a serious look at, with all the added non-paved roads in the Schirmerville area. Mr. Baldwin moved to authorize the Mayor to sign resolution to purchase the piece of property in Live Oak Hills Subdivision for drainage. Mr. Stanhope seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, stanhope and Greenwald. NAYS: None #6 CITY MANAGER'S REPORT: A. Mr. Gilmore said he would like for Council to consider turning back to the State the mobile home inspections. The $l5 we get in no way justifies the time that it takes for us to do this. The work load does not justify the fee. If we have to make reinspections, we do not get additional fees. Mr. Gilmore said he would like to go ahead and notify them of our intentions since it requires a thirty day notification. o B. On June 4th, we sent a letter to Swinney Homes telling them we would not allow them to put bandit signs on FM 3009. They have come back requesting that the Council allow them to put the signs up. P&Z turned them down and now they want the Council to let them put them up. We received another letter from Dobie Farms and they want to work with us to put up bandit signs. C. Received a letter from Scott Swinney saying he understands their land is in the City of Schertz' ETJ and they want us to furnish them water or let Cibolo do it. He came into the office this morning and said he did not mean to send the letter. We wrote him and said we would not give him any permits if he did not file subdivision plat. Mr. Sharpe asked what happens if he goes ahead and hooks up to Cibolo's water. Mr. Gilmore said then we would get an injunction against Cibolo for selling water to him. Mr. Gilmore said that he feels that some time down the line we will be faced with legal action. D. Have a letter from Crow Development. They were sent a letter from P&Z recinding approval of their Thistle Creek bandit signs. 0 They sent a letter back requesting to be on the Council agenda to discuss with Coucil why they cannot put them up. ~Ji:;"',.. t- I'. ~ ,~'1!. ~, , " '.,.1:,,~ r t r i r- ~ 177 ~r. Greenwald said that by giving Pulte Homes, plus 2 developers, l;>ermission, they have three type bandit signs for that pevelopment. P&Z sent a letter saying they would only permit the puilders to put up signs. ~ouncil agreed to put Crow Development, and Mr. Swinney if he ~ants, on the next agenda; but they still want to support P&Z in itheir decision. ~. Have a letter from Mr. Hall concerning his home being flooded py sewer - he has also gone to CCMA. Ed Ford says the main sewer ~ine is the best that could have been done. He suggested perhaps ~utting in a valve where it would have to be cut on and off Jnanually. Mr. Gilmore said the sewer line we put in will now ~andle a normal flow. Both the engineer and our Utility pupervisor agree that the engineering was done right and the line ~as installed right. ~ouncil discussed the pros and cons of this subject at length. ~r. Gilmore said before Council makes a final decision, Mr. aarris will be at the next meeting and Council can get his input bt an executive session. i #7 ITEMS BY COUNCIL: Mr. Sharpe suggested ~ave capitol recovery fees for park improvements. ~ way of keeping our parks up. i , ~r . Stanhope had some literature from TML concerning revenues for pities. Perhaps it would be a good idea to order. i ~r. Stanhope reported on an Economic Development seminar he ~ttended and is sending for some of that literature. He said it ~hows ways of attracting more business that will attract families ~ho will help build more schools. I ~r. Baldwin asked about Borgfeld Road between Thistle Creek ~DR. There is one area where the drainage ditch comes out Iwater just stands on the road. Something should be done ~rainage run off. and and for , ~r. Baldwin announced that in the 135 Corridor publication it isays there will be 500 unit housing on the Addler property. I ~r. Greenwald announced that P&Z went through the sign ordinance bnd wrote in some of the attorney's suggestions - some they did at feel worth putting in.
