ccswks 07-30-1986 ( 195 SPECIAL S ESS ION OF THE CITY COUNCIL JULY 30, 1986 r-- The Schertz City Council convened in Special Workshop Session, Wednesday, July 30, 1986, at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Absent: Hal Baldwin. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. II BEARING OF RlBIDPBIS: NONE '2 POBLIC HEARING: The City Manager to hold a Public Revenue Sharing Proposed 'Use Hearing for the 1986-87 budget. Mr. Gilmore advised that this coming year there will be no more revenue sharing money. We have received everything we are entitle.d to receive. Over the years, there has been saved $44,000 that must be spent this coming year. The City Manager then showed a chart that reflected the following designations by department as revenue sharing: r-- I , City Council Management Planning & Zoning Police Fire S tr eets Parks Municipal Building Animal Control Administration Library $4500 $2000 $1600 $3600 $3700 $3090 $17,300 $6000 $ 600 $1000 $ 600 Total $43,990 Mr. Gilmore said this is listed in the new budget as revenue carried forward. Mr. Sharpe suggested moving the item Street Sweeper Maintenance, in the amount of $3090 to the library for a computer. His theory is that since we normally use revenue sharing money for those items that would not hurt us if we had to leave out, the maintenance item would be necessary and the library computer could be done without. MR. BALDWIN ARRIVED AT 7:07 P.M. There being no further discussion on the revenue sharing ~ expenditures, the public hearing was closed at 7:14 p.m. ~ 196 .3 ORDIlIAlEIB: Mayor Sawyer explained that the following ordinance would be considered on the final reading at the next regular meeting. A. ,Discussion of final consideration of an ordinance approving a Franchise Agreement with Entex, Inc. Nelda Ibanez, Manager of Entex' office in Universal City, was present to' answer any questions of Co~ncil concerning the franchise ordinance. About the 'only 'section Council had questioned was Section 3 where it says Entex shall not be required to run or extend pipe a distance exceeding' one hundred feet. Ms. Ibanez explained that if a customer approached them for a line, they would allow the customer 100' feet at no charge and the customer would pay for 'anything beyond: tha"t. 'The extra would be charged at $2.50 a foot, whereas actual construction costs are about $3.50 per foot. ' Council also 'discussed with I Ms. Ibanez how Entex might step up their advertising in order to get more developers interested in putting gas in their subdivisions. B. Discussion of final consideration of an ordinance providing notice to City Council of property damage. Mayor Sawyer asked that this be an agenda item for 'the next meeting after ascertaining that there was no discussion from Council. . C. Discussion of final consideration of an ordinance on proposed annexation of 29.176 acres out of Comal County. As there were no questions on this item, it also will be on the next agenda. '4 Discussion of Transfer of Appropriations for 1985-86 budget. Mr. Gilmore explained that these transfers were to bring the present budget up to date. Most of the transfers were the result of growth expenditures. After a' brief discussion, this item was passed to the next agenda. .5 Discussion of zoning hearing on 46.613 acres out of Comal County (Forbes property). Mr. Gilmore said this item will be up for public hearing at the meeting of August 5th. Mayor Sawyer called for a brief recess' at 8:04 p.m. The special meeting was reconvened at 8:10 p.m. JL...';; ;iil -'(ALi rl U o n U 197 r-- 16 BODGEr WORKSHOP: Discussion of the 1986-87 budget. r. Gilmore said that in preparing this budget, he went to each epartment head and asked them to submit their departmental udgets. Afterwards, each department head was brought in to iscuss their priority requirements as their figures had to be educed. The total salaries is based on a total of about 5% hat includes the tenure and the raises would not take effect ntil January 1, 1987. This budget also includes ten additional mployees: 2 policemen, 2 water and sewer people, 2 treets/parks, 2 firemen, 1 clerk and 1 inspector assistant. nder revenues, the taxes are based on a one cent increase and he sales tax figure shows that we ,are maintaining our revenues n that. r. Sharpe asked if the Economic Development and Community ervices figures should not be reversed, showing Economic evelopment as at least $4000 and Community Services at $900. r. Sharpe also recommended increasing election cost to include he proposed bond election - to about $2,000. r- j I i in going over the budget, several questions were asked about the 'ustification for items on page 8, Streets and Parks. Mr. ilmore asked if they could delay this department and he would , ring his back-up material to the next workshop on the budget. , #7 CITY MARAGm'S REPORT: A. Mr. Gilmore announced that ~he next budget workShOp would be immediately after the regular ~eeting on Tuesday August 5th. i r- I ~. Have received a letter from the Texas Highway Department egarding the Class 4 solid waste dump Becks Concrete has had for any years. They are operating under the Grandfather clause and nly have construction type materials dumped there and they have o provide a certain level of storm,run off, etc. Mr. Gilmore aid from all he could find out about this dump, it has not aused any problems. The Highway Department want a letter from ~s saying we have no objection to a renewal. !'.. There isa letter in the packets from David F. Goode talking bout a fence around the new trailer park on FM 1518. A fence is ot required by our ordinance and as far as we can find out from he records, a,fence was never promised. fl '8 ITEMS BY COORCIL: Mr. Aguilar asked what is the latest n the water- with Greenvalley. Mr. Gilmore said we really aven't heard any more. ' ~r. Aguilar also asked about the Gutierrez dump site. Mr. iilmore said they have all the paperwork in to the State and have otten an extension on their present landfill. It looks like Mr. utierrez has a good engineer report. The State normally l 198 approves these things unless there are technical or engineering problems. Mr. Aguilar asked if anything more has been reported about Selma police ticketing in our city. Mr. Gilmore reported that it still happens but the reply is always that they were in hot pursuit. Mr. Sharpe said he is still trying to get a copy of the letter we sent Monarch Homes about their appliances. If it has not already been sent, we, need to send it now. Mayor Sawyer said that Council agree to send a letter to the developer and tell him that people in his subdivision are complaining about substandard appliances and are very unhappy. Mr. Sharpe said he and Mr. Gilmore had talked briefly about getting the New Braunfels sewer line to service north on I35. He had also talked with Mr. Weaver of CCMA about this. Mr. Sharpe said we need to put this ,as a' priority item. Mr., Gilmore said he had contacted Mr. Solms and will be meeting with him the next week. Mr. Sharpe also reported that there are high weeds at the parking lot on First and Main Streets. Mr. stanhope asked how the City could go about getting FM 78 cleaned up as far as grass was ooncerned. Council suggested perhaps contacting the highway and railroad to see if they would contract with the City to keep it cut. Mr. Stanhope asked the latest on the Pecan Drive animal problem. Mr. Gilmore said he had asked the Health Officer to stop by but had not gotten a report as yet. Mr. Baldwin asked if there was any reason why the City could not get another attorney to do some work for, the City. We have the largest law firm in the State but Mr. Baldwin said he was concerned about the length of time it takes to get any information from them. He said he did not want to get rid of the present attorney but it could be looked into. He said check to see if we could use a local attorney on some of the small things. Mr. Baldwin asked if the City could reverse their variance agreement with Mr. Parker and make him move the trailers back to the set-back line. Mr. Gilmore said, that Mr. Parker informed him that there may be another law suit over the plat P&Z ~isapproved. Mr. Baldwin ask ed th e status of Mr. Hall's claim f or damages. Mr. Gilmore said the two attorneys are' working out an agreement thatCCMA and the City pay half each. Mr. Greenwald asked if the City issued permits to put signs on FM 78.
