The Sch-artz City Council convened in Special Workshop Session,
Wednesday, A,pgust 13, 1986, at 7 :,00 p.m. in the Conference Room
of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas.
The following members were present: Mayor. Earl,W. Sawyer,
presiding; Councilmen Charles B. Sharpe; Hal Baldwin; Ray
Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were
City Manager' Jimmy G. Gilmore and City Secretary June G. Krause.
PUBLIC BBARIRG: Mayor Sawyer announced that the purpose of this
pUblic hearing was to receive comments on the proposed 1986-87
budget.
There were no citizens wishing ,to make comments.
Mayor Sawyer closed the public hearing at 7 :01 p.m.

Mr. Greenwald moved to approve the first reading of an ordinance
authorizing the City Attorney to furnish a legal defense to
members of the City Council, P&Z Commission and other City
officials. Mr. Stanhope seconded the motion, which carried with
the following vote:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
13 SOooBr JIORKSBOP: Council started with page lS-SAFES for
the budget'discussions. Mr. Gilmore said there was really no
growth in this section - just cost increases. He said we have
gone to the County to see if we can be placed on their budget but
have not heard as yet. Mr. Gilmore said we really need a capitol
recovery line item for SAFES ~
Mr. Gilmore was reminded to again contact the City of Marion
about participating in SAFES. He was also asked if SAFES g,ets
some money, outsic:fe the budget, how would it affect the other D
cities. Mr. Gilmore said he would hope it would be used to hire
more people or something like that. He stated that the

volunteers also come up with additional money that is not in the
budget.
In discussing personnel, it was noted that the budget includes
two additional Water/Sewer, two additional streets/Parks, two
firemen, two patrolmen, one clerk and one inspector. Mr. Aguilar
asked to keep in mind that the library would need an additional
employee before too long. Mr. Aguilar also said the library was
going to need an additional phone line. This wOuld help them in
making phone calls regarding overdue books.
Page 8 - streets and Parks. After lengthy discussion, Council
agreed to reduce Training Schools and Meetings/Travel in both
streets and Parks so the four line items would total $3900.00.
Mayor Sawyer asked Council concensus to appoint Margaret Riley as
lay representative for the City of Schertz. Council agreed.
Mayor Sawyer and Hal Baldwin left the meeting at 10:02 p.m.
To finalize the budget discussion Council agreed that there were
only corrections to made to pages 2, which is the recapitulation
page; pages 8, 11, 1'5 and 18. When asked by Mr. Gilmore, Council
agreed that no further workshops would be necessary.
Mr. Gilmore apologized that he could not spend as much time on
this budget as he has in the past.
#4 CITY MARAGm'S REPORT: A. Received a request from the
School District. They have asked if the City would assist them
in building an asphalt walkway under the stands in the football
stadium. Council agreed to the request.
B. Mr. Gilmore related a good operation by our police department
the previous week regarding a burglary of Garden Ridge Pottery.
C. The Animal Control-Officers have had some bad confrontations
with citizens during the past week or so. Mr. Gilmore said he
has asked them to back off and get a police officer to go out and
give a citation or whatever is needed.
D. Have received a great number of compliments from the people
of Schirmerville area on the streets, Water and Police
departments. We are trying to get some type of water to them and
also working to have a smooth transfer on garbage collections.
E. The Schertz Parkway group will be going out for bids and hope
to start construction in December or January.
F. The Ripps have been taken care of but we are going to have to
look at one street in Oak Forest. We are trying to get Coy
Simmons to release us from doing the lower drain because we need
to do the upper drain.

G. We ,are having Gemcraft in Woodland Oaks to do some drainage
modification. They are starting on their second unit.
IS I.TBII BY COUBCIL~ Mr. Aguilar reported that the library
Board is 'going full blas-t tryin9 to brick their building. They
are very enthused about it, it w1ll probably. cost between $16,000
and $20,000.

Mr. Gilmore reported that we bad-three air conditioners go out at
the Animal Shelter -, one in the cat shelter. There is a
portable building for sale at the bank in very good shape. Mr.
Gola has said that he will take it down to the yard and set it
up, for a given amount spread out Qver two years. Actually the
bank will pay, the amount each y~ and will ~orgive the interest
at the end~By moving the present building from the yard to the
Animal Shelte~~ this w~uld take care 9f improvements to the cat
shelter ,witho~~ costing very much. Council said go with it.
Mr. Aguilar mentioned the TML Region meeting in Del Rio but no
one wanted to go on the holiday weekend.
Mr. Sharpe reported on .anAppraisal District meeting he attended.
He said they se'ein 'to bave, a realistic bud9et~ - ,He said he told
them of our displeasure that they did not complete the
reappraisal thIs year and asked them if they had sufficient
people and money to complete it next year in order to give us a
timely tax roll. They talked about getting a certified rollout
by the 21st of September this year.
Mr. Aguilar' reported on a Corridor meeting he and Mr. Sharpe
attended in Austin.

Mr. Sharpe said that he attended an Economic Development meeting
with the Chamber and they have lost the material the Chamber sent
them on TEXCEI..
Mr. Sharpe brought .up about perhaps the City taking over the
Jubilee from the Business Club. Mr. Gilmore said the person who
organized th,e last one said there was discussion that there was
not too much interest and we said maybe we should bring it back
into the city functions. Mr. Sharpe suggested that sometime
after budget, we invite the Business Club to a workshop and
discuss the Jubilee.
Mr. Stanhope ~sked how the State budget cutback would affect the
FM 1009/I35 interchange. Mr. Gilmore said the talk is that the
money is al~~ady appropri~ted but we really don't know as yet.
Mr. Stanhope asked who cut the grass on FM 78. Mr. Gilmore said
we got both the State and Railroad to cut.
Mr. Stanhope mentioned a bad situation on Randolph at Maple where 0
a wooden houee sits back off the street, the driveway is full of
holes. He a180 asked to recheck on the house on Maple where all
the animals are kept as he had received another call on that.

Mr. Greenwald reported that Don Wilson was coming down Jack Hays
on Saturday and come upon a deer that had been hit but was still
alive. It was reported but on Monday the deer carcass was still
there and bloated.
Mr. Greenwald said he has received complaints about trucks
speeding, dirt, trash and gravel flying. Mr. Gilmore said he is
using a pol~ceman four hours a day now and he will have him check
these things.
Mr. Greenwald suggested the sign ordinance be on the first
workshop in September.
Mr. Stanhope reported seeing a garage sale sign on a traffic
control sign.

before Council; 'Mayor Pro Tem Greenwald declared the meeting
