~e Schertz City Council convened in Regular Session, Tuesday,
eptember 2, 1986, at 7: 00 p. m. in th e Council Chambers of th e
unicipal Complex, 1400 Live Oak Road, Schertz, Texas. The
. ollowing members were present: Mayor Earl W. Sawyer, presiding;
Fharles B. Sharpe, Hal Baldwin, Ray Stanhope, Adolph Aguilar and
IKen Greenwald. Staff present were City Manager Jimmy G. Gilmore
land City Secretary June G. Krause.

#1 APPROVAL OF MIIIJT!S: Mr. Sharpe moved to approve th e
minutes of th e Regular Meeting of August 5, Special Meeting of
!August 13 and Regular Meeting of August 19, 1986. Mr. Baldwin
iseconded the motion, which carried with the following vote:

13 ORDINANCE: Mayor Sawyer introduced and ordinance and
:read the caption as follows:
AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, PLACING A THREE TON VEHICULAR WEIGHT
LIMIT ON EM;T LIVE OAK ROAD.
Mr. Stanhope moved to approve the first reading of an ordinance
placing a weight limit for vehicles on East Live Oak Road. Mr.
Baldwin seconded the motion.

Mr,. Sharpe called attention to the fact that the ordinance did
not have a penalty clause and that it should include a portion of
Live Oak Road. The Mayor asked that the clause be added and
[called for a vote on the motion, which carried as follows:

PROCEEDINGS ARIS ING FROM THE PERFORMANCE OF
THEIR OFFICIAL DUTIES, INCLUDING THE CasTS OF
ANY LroAL DEFENS E; PROVIDING A PROCEDURE FOR
THE RETENTION OF COUNS EL WHERE NECESSARY,

i #6 EX!nJTIVE SESSION: Mayor Sawyer advised that staff had
o need to discuss legal matters; therefore, no executive session
as called.
#7 CITY MANAGER'S REPORT: A. Mr. Gilmore called attention
o the copies of the health inspection report for August provided
ouncil. He said Council will notice the health officer is
nforcing the ordinance very strongly.
$., Have received a letter from New Braunfels regarding the
~ewer. They are still willing to participate in that project.

Talked with Mr. Solm to see if the-re is a way the city can
participate with New Braunfels. Also have talked with Mr. Brown,
representing Forbes Management and they are still in support of
Schertz-New Braunfels and will work with us to that end.

Mr. Gilmor e said th er e would be a an'oth er meeting soon. Mr.
Sharpe suggested escalating th e level of Our participation as
this should be a priority item. Mr. Gilmore said that is one of
the reasons that he is meeting with Mr. Solms.
Mr. Aguilar asked the status of Schertz' application and Mr.
Gilmore said it is still at the State. It has not been denied or
withdrawn.
C. Mr. Gilmore distributed copies of the sign inventory. He
explained that we are working on getting the permit numbers. He
said that Council will notice that some of these signs in reality
should not have been on the list they are So old and worn.
.8 ITJIIS BY cOURCIL: Mr. Greenwald suggested sending a
copy of th e health inspectors report on Wuest to th e home off ice
in Seguin. Mr. Aguilar suggested sending copies to all home
off ices - good or bad. Mayor Sawyer asked to know how much
postage this would cost after two or three months.
Mr. Stanhope thanked the City Manager for seeing that the place
on Maple was cleaned up.
Mr. Baldwin announced that on Fr iday next th e Samuel Clemen
versus Central Catholic football game will be held and tickets
are on sale.

Mr. Sharpe said he appreciated the sign inventory - that it was a
good base and would give Council a place to start.
Mr. Sharpe announced that the Schertz Business Club is having
their annual picnic on September 6th and he invited everyone to
attend, saying that a map was included with the invitation.
Mr. Sharpe also announced that on Monday and Tuesday he would be
in Austin attending a TEXCEL meeting.
.9 ITJIIS BY MAYOR: qMayor Sawyer said he had had a very
enjoyable meeting with Mayor Kerkow in Universal City. He said
he voiced our concern about the area on FM 1518 at Universal City
EtrJ. We really have no control there and it does need to be
cleaned up. He said the two Mayors would be talking with their
Council in the future about a way this area can be released from
Universal City and brought under Schertz' protective wing.
