e Schertz City Council convened in Regular Session, Tuesday,
September 16, 1986 at 7:00 p.m. in the Council Chambers of the
M nicipal Complex, 1400 Live Oak Roacl, Schertz, Texas. The
f llowing members were present: Mayor Earl w. Sawyer, presiding;
Carles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and

the tax rate 'for 1986-87 at .4128 cents per $100 valuation, he
then read the caption as follows:

AN ORDINANC E L EYYING AND ASS ESS ING ALL
TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS
OF THE CITY OF SCHERTZ,TEXAS, FOR THE YEAR
1986; PROVIDING THE BASIS OF ASSESSMENT OF
100% APPRAISED VALUE AND PROVIDING' FOR THE
COLLECTION THEREOF AT THE RATE OF $0.4128 ON
THE ONE HUNDRED DOLLAR ($100.00) ASSESSED
VALUATION AND DOCLARING AN EMERGmCY.
Mr. Sharpe 'moved to approve the ordinance establishing a tax rate
of $.4128 on $100 appraised value and declaring an emergency.
Mr. Greenwald seconded the motion.
Mr. Sharpe said it might be appropriate to point out that this is
actually a reduction of two cents and will be a savings for the
people. Also this budget included about ten new employees; so
this tax rate will still allow for the growth of the city.
Mayor Sawyer then called for a vote on the motion, which carried
as follows:
AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and
Greenwald.
NAYS: None
Mayor Sawyer said the city staff has done an admirable job in
preparing the budget.

110 CITY MARAGm'S REPORT: A. The South Texas Chamber of
Commerce has' approached each member of the City Council asking
them to join the South Texas Chamber of Commerce. The claim to
be pushing the corridor. The propose a purchase of services in
the amount of $400 for the City.
Mayor Sawyer suggested that this also be on the next workshop.
Mr. Sharpe said he has some reservations as this is a regional
Chamber. We do place an ad in their magazine but he still had
reservations because we are working with the local Chamber of
Commerc e.
'11 ITEMS BY cOURCIL: Mr. Sharpe suggested that we should
put an item on Woodland Oaks Drainage on the next workshop. He 0
had had some complaints from people who really got inundated with
the last rain. Mr. Gilmore said the developers are in the
process of correcting some of the drainage problems right now.

Mi' . Sharpe said he would like to have c'em. craft's engineer at the
n xt workshop if possible. Mayor Sawyer said their engineer as
w 11 as others who are having problems will be at a meeting the

M~. Sharpe asked if in the Live Oak Bills Subdivision, is the
m in street named Live Oak; and if so should Council take action
n w to start changing the name before it gets populated. He
s ggested working with Selma on this.

Mt. Sharpe said that Mr. Decker in the City of Kirby has issued a
c allenge to the Schertz Council and aSked if anyone was going to
p rticipate. Mr. Greenwald reminded everyone of the conflict in
d tes with the opening of the Universal City Fire Department.
. Greenw~ld said that Mr. Stanhope, Mr. Sharpe and he attended
e Guadalupe County Appraisal District meeting the night before.

appraisers they have. Mr. Morris gave them copies of the
praisal District's plan. Mr. Greenwald said that after reading
rough the plan, he has serious doubts as their plan indicates

t~e past about getting a video camera and Mr. Gilmore is not sure
i~ Council approved purchasing one. Council concensus was they
hrd authorized ,purchasing a video camera outfit.
M1 yor Sawyer reported on a meeting before the Alamo Area Council
o Governments on the application by Green Valley Water Supply
C rporation for federal assistance. He said he informed them
t at the City of Schertz is opposed and vigorously protested this
a plication. Green Valley wants the money to keep us in court.
