ccsm 09-30-1986 239 "-' SPECIAL MEETING OF TaE CITY COUNCIL SEPTEMBER 30, 1986 r- f The Schertz City Council convened in Special Meeting, Tuesday, September 30, 1986, at 7:00 p.m. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Ray Stanhope; Adolph Aguilar and K~n Greenwald. Absent: Councilman Hal Baldwin. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. II Discussion with the Bond Committee members on proposed bond election. The following members of the BQnd Committee were present: Wayne Ulbrich, Chuck Peifer, Ruth Tienor, Bud Humphries, Bob Carter and David Calvert. . I l Bond Committee Chairman Wayne Ulbrich advised that the committee had several meetings to decide just what they felt the citizens would vote for. They were all in agreement as to the need for water revenue bonds. Their final recommendation was to try for $1,000,000 for water and $1,000,000 for streets. $100,000 of the streets portion is to be used for parks. Mr. Ulbrich said they felt the people would vote for these bonds now and the City could have another bond election later on for some of the other projects listed in the priorities. The water storage tank should be the first priority. Mr. Stanhope asked if they had taken into consideration the low interest rates right now. He also mentioned that he did not feel the $900,000 would do much for the streets as the streets have never been touched and really need work now or they are going to be in bad shape. Mr. Ulbrich said most of the stre'e't items on the priority list were in 1990 and 1991 and the committee did not feel the citizens would vote for a larger amount. Mr. Peifer said the citizens are now faced with tax reform, school tax increases, etc. that are all unknown factors that had to be taken into consideration. Mr. Peifer asked if it was the City's feelings that this should not b'e parceled out. Mayor Sawyer said he did not think so; that Council's big concern was the water and next the streets. Mr. Ulbrich said if repairs we're made to the present BVYA ballfields, poles and concession stand, they could live with that for awhile. The City should try to take some of the water off the streets that flow into the parks each time it rains hard. Mayor Sawyer said he wanted to be sure the parks were safe for the kids to play in. ~ 240 ...1........ '-- \.......- Mr. Gilmore said some of the money would have to go for road equipment to allow our own people to do repairs. 0 Mr. Peifer asked the start date for FM 78. Mayor Sawyer said in about five years we will try to do something with FM 78. We want to start with the water tank on East Live Oak Road. We consider that a good location. We have two systems now and want to loop them. The water should eventually pay for itself. Council plans on upping the amount a new construction has to pay to hook on to the system. We have the water but do not have the storage. , Reiterating the Chairman's statement, Mayor Sawyer said we understand you want to try for $1,000,000 water and $900,000 for streets with $100,000 for parks, and then go with FM 78 separately. The Mayor then asked that the committee continue to meet and keep interest up. Mr. Gilmore said it should be stressed that the water projects are not to serve the new people. For instance, Greenshire has to put up a tank to take care of them or provide the money up front for this purpose. The street bonds will be used on the present older streets to keep them from deteriorating. Mr. Stanhope said, he would like to thank the committee and he thought they did a fine job although he would have liked to' see more in the streets category. Council agreed it should be stressed that these bonds will be 0 taking care of the city now - not for new construction. I Mrs.o Tienor ask,.ed that in promoting this election, will the Council help with newspaper articles and information concerning the last bond election, how the money was spent, etc. Mr. Gilmore said that Mr. Anderlitch is working on the bond information at this time and it would be given to the committee.
