ccreg 10-15-1985 290 '~ REGULAR MEETING OF THE CITY COUNCIL OCTOBER 15, 198} The Schertz City Council convened in Regular Sesison, Tuesday, October 15, 1985, at 7: 00 p.m. in the Council Chambers of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. PUBLIC HEARING: Mayor Sawyer welcomed everyone to the meeting and advised the purpose of the Joint Public Hearing was for the City Council and Planning and Zoning Commission members to receive input from the public on a rezoning request by Don McCrary, representing Forbes Management, for' a 191.9 acre tract of land from General Business (GB) and Pre Development (PD) to Light Industrial (M-l). Mayor Sawyer then turned the meeting over to Planning and Zoning Vice-Chairman Bob Andrews. Mr. Andrews reiterated the purpose of the public hear ing and asked Mr. Gilmore to give the location of this property. Mr. Gilmore said the land was located between Schwab Road on the East and Friesenhahn Road on the west and between IH 35 and the Missouri-Kansas-Texas railroad right of way. Mr. Gilmore said at present the front of this property is zoned General Business and Uf 1 the sides and extreme back portions are pre~development. There were seven letters sent to adjoining property owners asking for input, with no reply from any of them. This area is considered to be prime industrial land. o Mr. Andrews then asked Mr. McCrary to to discuss their request after advising the public that this would be the last time anyone would be allowed to speak on this request. Mr. McCrary said they only have a simple concept of their plans at present. However, since this land is in the San Antonio- Austin Corridor, they hope to have the same type as has been planned for Tri County Development and others along the corridor. Mr. McCrary said they have plans to front on IH 35. There cannot be much on the sides as there is a drainage problem there. They do not plan to use Schwab or Friesenhahn Roads. Also they do not anticipate bringing the railroad into the front of this property. Mr. Andrews said as there were no citizens wishing to speak and no further questions from either the Councilor P&Z, the P&Z have ten days in which to make their recommendation to the Council. At this point he turned the meeting back to the mayor. Mr. Stanhope seconded the motion, which carried as follows: AYES: Councilmen Sharpe, Aguilar and Greenwal on all minutes; Mr. Baldwin abstained on the minutes of September 25 and Mr. Stanhope abstained on the minutes of September 11, 1985. NAYS: None #2 HEARING QE RESIDENTS: None #3 RESOLUTION: Mayor Sawyer introduced a resolution setting public hearings for November 5th and 19th for a 34.5 acre tract of land out of Comal County and read the caption as follows: RESOLUTION NO. 85-R-14 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, SETTING A TIME, DATE AND PLACE FOR PUBLIC HEARINGS PURSUANT TO THE PROPOSED ANNEXATION OF 34.5 ACRES OF LAND, MORE OR LESS, OUT OF COMAL COUNTY. Mr. Sharpe moved to approve the resolution setting time and place for public hearings on the proposed annexation of 34.5 acres of land out of Comal County. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #4 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF 'THE CITY OF SCHERTZ, TEXAS, BY THE ANNEXATION OF A TRACT OF LAND CONTAINING 83.22 ACRES OF LAND MORE OR LESS OUT OF BEXAR COUNTY. Mr. Baldwin moved to approve the first reading of an ordinance on the proposed annexation out of Bexar County. Mr. Greenwald seconded the motion, which carried as follows: 292 \ AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None o #5 ORDINANCE: Mayor Sawyer introduced an ordinance amending the zoning ordinance and read the caption as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AMENDING THE ZONING ORDINANCE NO. 79-S- 15 BY REZONING 105 ACRES OF LAND OUT OF GUADALUPE COUNTY TO PLANNED UNIT DEVELOPMENT AND REFLECTING SUCH CHANGE ON CERTAIN ZONING MAPS IN ACCORDANCE WITH THE SCHERTZ ZONING ORDINANCE. Mr. Greenwald moved to approve the first reading of an ordinance amending the zoning ordinance by rezoning 105 acres to a Planned Unit Development and change "A" to read "Providing that the lot sizes adjacent to Woodland Oaks and Savannah Square be of at least equal size." Mr. Aguilar seconded the motion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Stanhope, Aguilar and Greenwald. NAYS: None #6 EXECUTIVE SESSION: Mayor Sawyer called for an Executive 0; Session under Article 6252-17, Vernon's Texas Civil Statutes, Section 2-(f) at 7:18 p.m. The Regular meeting was reconvened at 7:40 p.m. #7 ~ MANAGER'S REPORT: A. Mr. Gilmore reported the City has received a letter from the City of New Berlin requesting information as to whether or not the City of Schertz would be willing to supply their water requirements. B. Mr. Baldwin reminded everyone that Fr iday night is the Samuel Clemens Homecoming football game. Mr. Stanhope asked to discuss street improvements at the next workshop. Mr. Aguilar said in regards to the RSVP letter, he believed that the money was available for use of the one who manages our senior citizens and they should know when money is needed. We should let the gentleman know that the money is for Schertz senior citizens. Mr. Gilmore suggested writing a letter saying the money is available and written request be made for each time. Mr. Greenwald announced that the Cibolo-Schertz Joint Coordinating Committee will meet in Schertz next Monday at 7 p.m. in the Conference Room.
