At the time of this staff report, staff has received zero (0) responses to the public hearing notices. ITEM SUMMARY: The applicant is proposing to rezone approximately 2 acres of land from General Business District (GB) to Manufacturing Light District (M-1) located at 17401 Triton Drive. The site is platted as Lot 18, Block 2 of the Titan Tri-County Business Park II Subdivision, and is currently built out with a 32,387 square foot office/warehouse building. LAND USES AND ZONING: Zoning Land Use Existing General Business District (GB)Office-Warehouse/Distribution Center Proposed Manufacturing Light District (M-1)Office-Warehouse/Distribution Center Adjacent Properties: Zoning Land Use North Right-of-way Triton Drive South General Business District (GB)Restaurant and Retail East General Business District (GB)Parking West General Business District (GB)Office-Warehouse/Distribution Center CONFORMANCE WITH THE COMPREHENSIVE PLAN: The Comprehensive Land Use Plan, through the Future Land Use Plan and the North Schertz Sector Plan, designates the subject property as Industrial. The Industrial land use is intended to maintain some lower intensity industrial, flex office, and logistics uses within North Schertz. Comprehensive Plan Goals and Objectives: The proposed rezone is in conformance with the goals and objectives of the Comprehensive Land Use Plan; the Manufacturing Light zoning district is applicable with the Industrial future land use designation. The proposed zone change will allow the continuation of the flex office land use under the correct zoning district. Impact of Infrastructure: The proposed rezoning request should have a minimal impact on the existing water and wastewater systems. Impact of Public Facilities/Services: The proposed rezoning request will have minimal impact on public services, such as schools, fire, police, parks and sanitation services. Compatibility with Exiting and Potential Adjacent Land Uses: The subject property is currently surrounded by the Triton Drive right-of-way, an office-warehouse distribution center, a restaurant and retail development, and a commercial parking lot. The subject property is already occupied with an existing nonconforming, office/warehouse land use, so the proposed zone change will allow that land use to exist in conformance with the UDC and should have no impact on the existing and potential adjacent land uses. STAFF ANALYSIS AND RECOMMENDATION: The Comprehensive Land Use Plan, through the Future Land Use Plan and the North Schertz Sector Plan, designates the subject property as Industrial, which is intended to maintain some lower intensity industrial, flex office, and logistics uses within North Schertz. The proposed zone change to the Manufacturing Light zoning district would allow the property to better represent the Industrial future land use designation. The subject property is also already operating under an existing, nonconforming office/warehouse land use, and this zone change will allow that land use to continue in conformance with the UDC. Based on the compatibility with the Comprehensive Land Use Plan and the existing land use on the subject property, Staff recommends approval of the rezoning application as submitted.
