SPECIAL MEETING OF THE CITY COUNCIL
OCTOBER 26, 1983

The Schertz City Council convened in Special Workshop Session, Wednesday,
October 26, 1983, with the following members present: Mayor Earl W. Sawyer,
presiding; Hal Baldwin; Ross Hoover; Adolph Aguilar and Ken Greenwald. Absent:
Charles B. Sharpe. Staff present were City Manager Jimmy G. Gilmore and City
Secretary June G. Krause.
#1 HEARING OF RESIDENTS: None to be heard.
#2 Discussion of Guadalupe County Appraisal District Budget.
Mayor Sawyer said that in going over the presented budget, he computed they
had increased it by about 9i%. Computer programming went from $3,000 to
$27,500; legal from $1,200 to $19,000 and Board of Review from $2900 to
$10,522.44 - just to name a few things. Also they have a miscellaneous item
of $10,796. Mayor Sawyer and Council asked that Mr. Morris or a representative
be at our next meeting to explain a few of these items.
#3 Discussion of Texas 1986 Sesquicentennial. Mayor Sawyer called
attention to a letter from the Texas 1986 Sesquicentennial Commission, in
which they stated that Ms. Jeanine Hicks has been appointed to represent the
Commission in our area. They encouraged the Mayor to appoint a coordinating
committee to begin planning our city's projects and activities for the cele-
bration.

Mr. Aguilar suggested, and the Mayor concurred, that Mr. Sharpe with the help
of Mr. Hoover should head this committee and coordinate with Ms. Hicks in
Austin.
#4 Discussion of bids: A. Computer. Mr. Gilmore said we had duly
advertised for bids and mailed copies to Burroughs. Only one bid was received
that from Thomas Software Services, Inc. Mr. Tom Yarling, representing this
company, was present and explained the items included in the bid and what it
would do for the city. This is the units for the City Secretary's office.
This item to be on the agenda of the next regular meeting.
B. Fire truck - Mr. Gilmore said that again we had gone out for bids, with
five specifications being let out. Only two bids were received - one from
American LaFrance and one from FMC Fire Apparatus, who also enclosed an
alternate bid.
Fire Chief Ed Melton explained that he and the president of the Fire Depart-
ment Board of Directors Johnny Woodward, had examined the bids and although
American LaFrance' bid of $78,588 is $144 higher than the FMC bid of $78,444,
FMC does not meet the specifications in four or five areas. They recommended
acceptance of the American LaFrance bid.

#5 EXECUTIVE SESSION: None needed.
#6 CITY MANAGER'S REPORT: Mr. Gilmore said that sometime back he had
brought up about the communications in the
police department getting bad. We now have an opportunity to purchase,
through a 50% grant coordinated through AACOG 3 mobile radios and 1 portable
radio. The total cost would be $4955.00, with the City's share being $2477.

Mr. Gilmore said this should be the last grant for on-hands equipment.
Council concensus was for the City Manager to pursue.
Mr. Gilmore announced that Garden Ridge Pottery would have their grand
opening on November lOth at 11:00 a.m. KBUC radio had called as they
are promoting this and particularly invited the Council to attend..

The City Manager said we recently have had two kudos for the City - Mrs.
Krause was recently elected Secretary/Treasurer for the State Association
and Mr. Ed Melton is now the president of the County Fire Fighters Associa-
tion.
Mr. Gilmore then gave a brief up-date on construction: and projects proposed
for the area. Horseshoe Oaks subdivision is now installing water and sewer
lines; our water line project is going well on this side of 135 and we are
waiting for railroad permission to go on the other side of 135; Mt. Harris
has'started paperwork on the Ripps property; P&Z gave an okay to the Barshol
project and the apartments on Live Oak Road are nearing completion.
Also reported by the City Manager, we are getting inquiries only from HEB
who are looking to relocate their headquarters and are wanting information on
Schertz. Mr. Naylor is putting in a water line throughout his Tri-County
area. We were able to trade off and get him to put in a 12" line.
Mayor Sawyer called a recess at 7:39 P.M.
The special meeting was reconvened at 7:47 P.M.
#7 ITEMS BY COUNCIL: Mr. Hoover mentioned that there would probably Ll
be a full-house at the next meeting as not
only the members of the Key Club would be present but also the;r sponsor c-'
the Kiwanis Club members.
Mr. Greenwald said he had been asked to have the speed limit school zone
signs checked on Randolph as one sign is completely hidden and the other
is partially covered. Also you cannot see the stop sign at the corner of
420 Curtiss and Lindberg.
Mr. Greenwald said that several meetings ago, there was mention of perhaps
having to move our helipad. At the last P&Z meeting, the representative of
Barshop presented their plans that showed a future helipad in their project.
Perhaps the City could use this helipad. Mr. Gilmore said he had talked
to them about it and we probably could if MAST will approve it. Mr. Greenwald
said that the Barshop representatives want to talk to the Fire Chief about
the 35 foot high limit on buildings as they are comtemplating a 10 story
building in the future.
In attending the citizens meeting, it was brought up that citizens are not
getting word of these meetings. Mr. Greenwald asked if there was some better
way of getting word out to the public. Mayor Sawyer said it is hard to get
people out to meetings regardless of how much it is advertised. The City has
tried several different ways of cjrculat;ing this information in the past with
little results. Mr. Baldwin suggested perhaps hiring a publicity man in ~
conjunction with other government entities in the area. Mr. Gilmore was
asked to pursue this.

Mr. Baldwin asked if anyone knew the scoop on Ed Ford leaving the employ in
Kirby. Mr. Gilmore said he was definitely out, that this was the second time
and that perhaps some hard feelings were created the first time and had not
healed.
Mr. Aguilar asked about the signs discussed in the past at the school property
on Wright. Mr. Gilmore said that new signs have been ordered.
Mr. Yarling mentioned that the school signs read from 8:00 to 9:00 aJTl.but
children start to school before that time and perhaps the signs could be
changed to read from 7:30 am to 8:30 am.
#8 ITEMS BY MAYOR: Mr. Sawyer asked Council who they wanted to cast
the City's votes for in the Guadalupe County
Appraisal District Directors election. Council concensus was to go with Mr.
Cecil Tilghman, the City's nominee.
Mayor Sawyer said he would call the County Judge, and Commissioners Grein
and Ackermann to see if they would cast some of their votes for our nominee.
#9 ADJOURNMENT: There being no further business to come before Council,
Mayor Sawyer declared the meetin adjourned at 8:26 P.M.

The Schertz City Council convened in Regular Session, Tuesday, November 1,
1983 at 7:00 P.M. in the Council Chambers of the Municipal Complex, 1400
Live Oak Road with the following members present: Mayor Earl W. Sawyer,
presiding; Hal Baldwin; Ross Hoover; Adolph Aguilar and Ken Greenwald. Staff
present were City Manager Jimmy G. Gilmore and City Secretary June Krause.
Absent: Mr. Charles B. Sharpe.
Mayor Sawyer welcomed everyone to the meeting ,saying he had the pleasant
duty of reading some proclamations and presenting them before the regular
meeting started.
First Mayor Sawyer read a proclamation designating the week of November 2-9,
1983 as "High on Life, Not Drugs" Week. He presented the proclamation to Mrs.
Pat Jarvis, president of the Advisory Council for Community Education for the
Schertz-Cibolo-Universal City Independent School District.
