ATTEST: ecretary, City of Schertz REGULAR MEETING OF THE CITY COUNCIL MARCH 20, 1984 The Schertz City Council convened in Regular Session, Tuesday, March 20, 1984, at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following members present: Mayor Earl W. Sawyer, presiding; Hal Baldwin; Ross Hoover; Adolph Aguilar and Ken Greenwald. Absent: Charles B. Sharpe. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. After welcoming everyone to the meeting, Mayor Sawyer presented a Proclamation to Mrs. Lillian Nelson, president of the V.F.W. .8315 Auxiliary proclaming the week of March 26-31 as nLite-A- Bike Weekn. Mrs. Nelson then presented Certificates of Appreciation to Police Chief James W. Keith, Police Sergeant Jeronimo Marin, Fire Chief Ed Melton, Fire Marshal Fritz H. Rusch, SAFES Director Thomas Funk and Asst. SAFES Director Carline Scott and City Secretary June G. Krause. Mayor Sawyer thanked Mrs. Nelson, adding that the City is proud as always for the Auxiliary and V.F.W. for taking an active part in our community and recognizing some of our employees. .1 APPROVAL OF MINUTES: Mr. Baldwin moved the minutes of the Regular Meeting of March 6, 1984, be approved. Mr. Aguilar seconded the motion, which carried with the following vote: ~ AYES: Councilmen Baldwin, Hoover, Aguilar and Greenwald NAYS: None 16 EXECUTIVE SESSION: None needed. #7 CITY MANAGER'S REPORT: A. Mr. Gilmore said he had talked with the Highway Department and they are getting the material for the light on 78 and will be preparing a work order to correct the turn situation. They are also making a safety study of both FM 78 and FM 3009 for the lights that we now have. In addition, they are having a public hearing in Cibolo Thursday to discuss the loop. They have asked if our City Plan still has included that the City will curb and gutter the section between FM 3009 and Cibolo limits. We would have to pay for this only on one side as the railroad tracts are on the other side. Mayor Sawyer said he felt the City should get some cost figures on this first as he remembers that the costs were outrageous for a city of this size - we need to know how much of a burden we would be putting on our citizens. B. He announced an open house for SAFES from noon to 4:00 PM on April 1st. r C. Since the area of the Negley Paint Company is not yet in the ci ty limits, they have asked that we furnish them with water. They will be giving us a letter of request. D. In the AACOG Report, the Texas State Library is seek ing a site for a depository. They will require 3 acres of donated land near universities. Seguin is trying to get them in their city. Mr. Gilmore asked if Council had any objections to him making a study as this would be an outstanding addition to our city. Council said to go ahead with the study. E. He gave Council a hand-out regarding proposed transfer of appropriations to be studied for the next regular agenda., 18 ITEMS BY COUNCIL: Mr. Baldwin mentioned an article from the newspaper advertising one of our subdivision in which they give the located as 1 mile east of I 35 overlooking Randolph with no mention of being in Schertz. Mr. Aguilar asked if we had gotten the traffic light business straightened out. Mr. Gilmore said he thought so. I- I . Mr. Aguilar said that the following Wednesday the Library Board is moving their books for the Book Sale the end of the week and they need help with the move. , 222 .9 ITEMS BY MA~OR: Mr. Sawyer said to be sure and advise our friends that we are running for Council and let's not let the man that did not rtin- get the vote.
