SPECIAL WORKSHOP MEETING OF THE CITY COUNCIL
APRIL 11, 1984
The Schertz City Council convened in Special Workshop Session,
Wednesday, April 11, 1984, at 7:00 P.M. in the Conference Room of
the Municipal Complex, 1400 Live Oak Road with the following
members present: Mayor Earl W. Sawyer, presiding, Charles B.
Sharpe, Hal Baldwin, Carl Hoover; Adolph Aguilar and Ken
Greenwald. Staff present were City Manager Jimmy G. Gilmore and
Deputy City Secretary Alice Austin.
#1 Hearing of Residents:
Mayor Sawyer opened the meeting and ask Mr. Willman, as the only
citizen present, if he would like to address the Council. Mr.
Willman advised that he had been checking advertisements for
local businesses and was supprised that none of the ads mentioned
the City of Schertz. He suggested that there was a need to try
to get the City mentioned in these ads.
#2 Discussion of Public Hearing on Zoning Changes:
~ Mr. Gilmore explained that the public hearing scheduled for April
17 would concern the rezoning of 10 acres on FM 3009 which is the
Naylor property and the property known as the Archie Heimer
property.

II Mr. Gilmore briefed Council on the projected public hearing for
~ the annexation on FM 1103 from 35 to Weiderstein Rd. He also took
this opportunity to brief Council on several projects which are
being considered or are already approved. Negley Paints is ready
to go as is the trailer park on 35. Bain Engineering is doing
most of the development in the area along 35.
Mr. Gilmore advised Council that the citizens on 1518 in
Universal City's ETA need to petition U.C. for services and if
they cannot furnish the services ask to be released to Schertz.
Several other projects were discussed which included the need to
work on boundaries on 35, person in Selma city limits who is
asking about the feasibility of obtaining water, Maria
Subdivision expansion.
#3 Discussion on water/Cibolo:
Council discussed letter from Mayor Little of Cibolo advising
that he has ask his engineer to work out a solution. Mayor
Little also requested Council's feelings on taking over the
system or consolidation of cities. Consensus of Council was for
total incorporation. Mayor Sawyer advised that a study had been
done a few years earlier on incorporating the two cities.

Council agreed that Mr. Gilmore should forward a letter gIvIng
Cibolo 30 days to answer and use the same letter to notify of a
rate increase in 60 days.
Mr. Gilmore advised Council that the prehearing before PUC had
been postponed to May 7.

Mayor 'Sawyer introduced Larry Jones a candidate for County
Commissioner.
.4 ' Discussion on SAFES/Randolph AFB:
Mr. Gilmore advised that the letter received from Col. Divich
which advised that Air Force Policy prohibited paying a per
capita assessment for services. Mr. Gilmoresaid that SAFES
board was sending a letter requesting that Randolph look into a
contract similar to the Animal Control Contract with an on-call
charge plus service.
.5 Executive Session: None
.6 City Manager's Report: Mr. Gilmore advised Council
that they needed to consider sale of the land at the U.C. well
site. The property is landlocked with no ingress or egress. He
advised that the owners of the Baker property along the creek had
suggested a trade of approximately 10 acres with 3 acres being
above the floodplain.
Mayor Sawyer suggested looking into a trade with U.C. for them to
move their city limits back across Cibolo Creek.
Mr. Jones offered to speak to Mayor Barnard in the City's behalf
and see if he could help.

Concensus of Council was to go out for bids on the property.
Mr. Gilmore advised council that the Ladies Auxiliary of the Fire
Department would be having an open house on May 6 to celebrate
their 25'th anniversary.
The Greater Randolph Trail Riders Association is requesting the
use of the large pavilion to have a Chili Cook-off. Concensus of
Council was to allow them use of pavilion.
Mr. Gilmore went over each item on the bell ringer list.
Council scratched several items which had been completed or were
now a recurring item. During discussion of bell ringer, it was
decided by council to initiate a volunteer week culminating with
a picnic to honor all volunteers in the city.

Mr. Gilmore advised that Judge Sagebiel would be at the Municipal
Complex on 4-12-84 at 1:00 PM. Mr. Steve Simonson would present a
discussion on subsidized housing at the Regular Meeting of April
17, 1984.
#7 Items by Council: Mr. Baldwin requested information on
spring cleanup schedule. He reported and requested pickup of an
appliance in the 500 block of Brooks which had been abandoned by
the previous tenant.
Mr. Baldwin advised that he had been asked
Finance Sub-committee for the Guadalupe
District.
to serve on the
County Appraisal
Mr. Aguilar briefed Council on the meeting of the Austin/San
Antonio Corridor Committee which he and Mr. Sharpe had attended.
He said that one of the main topics was direct transportation
between the two major cities. Discussed was an airport and use
of helecopters.
Mr. Sharpe ask Mr. Gilmore to check on the water pressure in
DeerHaven. He also requested that his mail be opened and if
there was a date involved that he be notified as the letter
received from AACOG was given to them too late for anyone to
attend the meeting.
Mr. Greenwald asked Council if they would be interested in
purchasing and advertising from BVYA for the fence at the
ballpark. He also ask Mr. Gilmore to check with Jerry Graham on
progress of obtaining ceiling tile for the BVYA building.
Mr. Greenwald asked if any action had been taken concerning the
drainage ditch in the Village. Consensus of Council was to take
Mr. Ford's recommendation.
Garden Ridge Potter water line was discussed. Mr. White recalls
the city agreed to forgive the debt when his sales generated
enough in sales tax revenues to compensate. Consensus of Council
was to forgive debt.
Items by Mayor: Mayor Sawyer appointed Mr. Greenwald as
ex-officio member of the Planning and Zoning. Mayor Sawyer
explained that Mr. Greenwald would not be a voting member.
Mayor Sawyer appointed Mr. Sharpe as ex-officio member of the
Chamber of Commerce.
Mayor advised that the W.C. Courtney room at the Library had been
dedicated.
