ccswks 05-09-1984 258 SPECIAL MEETING OF THE CITY COUNCIL MAY 9, 1984 .--, I I , I ~ The Schertz City Council convened in Special Workshop Session, Wednesday, May 9, 1984, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, with the following members present: Mayor Earl W. Sawyer, presiding, Charles B. Sharpe, Hal Baldwin, Ross Hoover, Adolph Aguilar and Ken Greenwald. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. .1 HEARING OF RESIDENTS: none .2 BVYA representative to present tournament proposal. Mayor Sawyer introduced Mr. Gene Anderson, who gave BVYA's proposal to the City for their two upcoming tournaments. The essential services they needed help from the City with were: (a) parking & traffic concessions (b) electrical needs (c) sanitation-refuse (d) pOlice-EMS (e) technical assistance (f) specified equipment and (g) volunteers to help. They also asked Mayor Sawyer for a proclamation declaring the month of July BVYA & Girls Softball Month. Mr. Anderson said the American Legion and Jaycees have agreed to help with the parking and traffic. They are anticipating selling ads for their brochure and want to have a half page ad in the Herald and sell small ads for that ~~~.OfM~~~~eS:~~r ~~ds~~ ~~O~~~eA;~: gf~~ ;~~~~a=:~~ ;~lia~: 0' held July 6-7-8 with 50-60 teams participating. The Texas Inter- State Tournament is scheduled for July 27-28-29. Mayor Sawyer called a short recess at 7:37 P.M. The meeting was reconvened at 7:40 P.M. .3 Discussion of amendment to the park ordinance prohibiting glass containers in city park areas. Mr. Gilmore said this was the ordinance amendment that Council had asked him to present. Council agreed that there should not be any glass containers allowed in any city park and this is what they had wanted. Mayor Sawyer said there should be signs put up at various places in the parks notifying citizens of this prohibition. Also the City should put notices in the newspapers to this effect. .4 Discussion of bond election for street repairs and maintenance. Mr. Gilmore referred Council to the projects are listed, including priorities. Mr. Gilmore said that option 1 was the least costly for Schertz and will provide better streets than option 2. Mayor Sawyer said Council needs to know what kind of tax increase t:hey would be looking at: for the total amount of approximately $1,700,000 bond issue. Then if we cannot live with that, cut out some of the projects. Mr. Baldwin said he would like for Council to look at improving FM 78 at the same time, for it seems rediculous to him to make FM 3009 into a five-lane road and end it at FM 78 and go into a two lane road with the bottleneck at the creek. Mr. Gilmore is to get some figures together with the help of the City's Financial Advisory for another workshop at soon as possible. #5 BID AWARD: The City Manager had received three bids for the removal of the split oak tree In Lone Oak Subdivision, Horti-care's bid was for $6800; Agri Tree Care bid $6480, and Green Her itage bid $3955 plus $350-$500 per day for a crane. Also the Green Heritage bid including the possibility of saving money by our park people handling some of the cleanup and cutting up of limbs. Mr. Sharpe moved to accept the bid from Green Heritage at a cost of $3955 with additional cost of a crane. Mr. Greenwald seconded the motion, whi~h carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Hoover, Aguilar and Greenwald. NAYS: None #6 EXECUTIVE SESSION: Council had a brief discussion of litigation matters. #7 CITY MANAGER'S REPORT: Mr. Gilmore announced that Judge Sagebiel will be at the Municipal Offices Thursday, May 10, 1984 from 1:00 P.M. for his monthly visit. Mr. Gilmore informed Council that Mr. Steve Simonson said he would contact the elderly lady and see that she gets the transportation she needs to shop, etc. if we will supply her name and address. Melick & Thorpe, auditors, have submitted their proposal for audit services for the coming fiscal year for consideration. Mayor Sawyer said he thought this is the best company we have done business with as auditors. Mr. Baldwin said it seemed like a lot of money to him and he suggested that we consider other firms. The City Manager was asked to check if the City does or does not have to go out for bids for an auditor; and if not, to get proposals from Mr. Simpson and Mrs. Martin. .; 260 .8 ITEMS BY COUNCIL: Mr. Hoover asked the status of the contract with Grantsmanship Institute. Mr. Gilmore said that he U~: is not giving them any additional information for additional grants; but they do have two or three applications out that were filed prior to the end of their year's contract date. Mr. Baldwin asked if the City had purchased any additional fire plug meters. Mr. Gilmore advised that two had been purchased and installed. Mr. Baldwin asked if the Clean-up Campaign was over. Mr. Gilmore said it was but we are trying to get Mr. Gutierrez to keep a large dumpster available all year long. Mr. Baldwin also asked if the City has any way of determining what the water level is at our Nacogdoches well. Mr. Gilmore said the measurements are taken every day. We have 170 feet of water at present and that would have to be drained down before we would be hurting. Mr. Sharpe asked if we were going to put anything out asking people to conserve water without panicking them. Mr. Gilmore said the Edwards Underground people are coming out with something and at that time, we might announce our support of them. We now have an ordinance that allows us to enforce conservation of water. {~ f I' '--.) Mr. Sharpe said that the telephone company people are at Deer Haven now laying cable; and asked if they are going all the way up. Mr. Gilmore did not have an immediate answer to that but would check. Mr. Aguilar asked if anything new was known about the request for a piece of land for a Library archives. Mr. Gilmore said the contact people at the State level acknowledged they received our paperwork and that is all they will tell us. However, two ex- governors have not only land to donate but extra money as well. Mr. Aguilar said the Library Board members are really pleased with the Park Department work on their yard and grass. Councilmembers briefly discussed the up-coming seminar in Corpus Christi for Mayors and Councilmernbers. Mr. Greenwald said he had attended the Drug Free program and for a bunch of young kids, it was very interesting. Mr. Greenwald said that perhaps we should get word out to our citizens to beware of unscrupleous contractors, since the hail storm they will be out in force. Mr. Greenwald announced that P&Z had been briefed about AICUZ and U'l wanted to know if Council wanted to consider a resolution of support. , ,i~ .}: n r ... /"- I . 261 Mr. Greenwald asked why our ordinance was not being enforced concerning people working on cars in city right-of-way. Some are there for weeks, jacked up without tires and could create a hazardous situation. Also they dump gas, grease and oil on the streets, which will eventually ruin the pavement. Mr. Gilmore said he had no objection to enforcing the ordinance, however the last time he had it enforced, he was chastized by the same people that asked him to enforce it. After discussion, Mayor Sawyer asked that this be an item for discussion at the next workshop. 19 ITEMS BY MAYOR: Mayor Sawyer said he also attended the Drug Free program and Mr. Otto Moulton was the guest speaker. Mr. Sawyer referred to a letter received, compliments of the Chamber of Commerce, from the Base Commander stating that they were going to have 20 units on base for transients. Mayor Sawyer also briefly discussed the financial problems of a Schertz wife and three children, whose husband had been arrested. He had asked our Neighborhood Service representative, Mrs. Barnes, to give some assistance to the family.
