REGULAR MEETING OF THE CITY COUNCIL
JUNE 5, 1984
The Schertz City Council convened in Regular Session, Tuesday,
June 5, 1984, at 7:00 P.M. in the Council Chambers, 1400 Live Oak
Road with the following members present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe; Ross Hoover, Adolph Aguilar and Ken
Greenwald. Absent: Hal Baldwin. Staff present were City
Manager Jimmy G. Gilmore and City Secretary June G. Krause.
Mayor Sawyer presented Certificates of Appreciation to library
volunteers. The sixteen volunteers, seven were present to
receive certificates, donate more than 500 hours of their time
each month to library work. Mayor 'Sawyer expressed"h,is and
Council's appreciation for their volunteer work, stating that we
are very proud of all of them.
.1 APPROVAL OF MINUTES: A. Workshop Meeting of May 9,
1984 and B. Regular Meeting of May 15, 1984.
Mr. Sharpe asked that on page 259 of the minutes of May 9th, in
the third paragraph, the title be corrected to read -Financial
Advisorw rather than Advisory.
Mr. Sharpe moved the minutes of the Workshop of May 9, 1984 and
the Regula Meeting of May 15, 1984, be approved as corrected.
Mr. Greenwald seconded the motion, which carried as follows:

.3 ORDINANCE: Mayor Sawyer introduced an ordinance
amending the park ordinance and read the caption as follows:
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS AMENDING ORDINANCE NO. 80-M-16
(PARK ORDINANCE) BY ADDING A SECTION
PROHIBITING GLASS CONTAINERS WITHIN THE PARK
AREAS.
Mr. Aguilar moved to approve on final consideration an ordinance
amending the park ordinance by prohibiting glass containers in
park areas. Mr. Hoover seconded the motion, which carried with
the following vote:
AYES: Councilmen Sharpe, Hoover, Aguilar and Greenwald
NAYS: None
.4 ORDINANCE: Mayor Sawyer introduced an ordinance
amending the traffic ordinance and read the caption as follows:

PARKED VEHICLES' OF SAID CODE.
Mr. Aguilar moved to approve first reading of an ordinance
amending Sections 18-32, 18-35, 18-91 and 18-96 of the Code of
Ordinances. Mr. Greenwald seconded the motion, which carried as
follows:

IS ORDINANCE: The Mayor introduced an ordinance on the
proposed annexation of approximately 31 acres of land out of
Guadalupe County and read the caption as follows:
AN ORDINANCE PROVIDING FOR THE EXTENSION OF
THE BOUNDARY LINES OF THE CITY OF SCHERTZ,
TEXAS, BY THE ANNEXATION OF A TRACT OF LAND
CONTAINING 31 ACRES OF LAND, MORE OR LESS,
OUT OF GUADALUPE COUNTY.
Mr. Sharpe moved to approve the first reading of an ordinance on
the annexation of approximately 31 acres of land out of Guadalupe
County. Mr. Aguilar seconded the motion, which carr ied as
follows:

#6 ORDINANCE: Mayor Sawyer introduced an ordinance on the
proposed annexation of 296.78 acres of land out of Comal County,
and read the caption as follows:

TEXAS, BY THE ANNEXATION OF A TRACT OF LAND

.7 P&Z APPOINTMENT: Mayor Sawyer introduced Dr. Darwin
Peek, who had been recommended by P&Z for committee appointment.
Mr. Greenwald moved to appoint Mr. Darwin Peek as a member of the
Planning and Zoning Commission. Mr. Aguilar seconded the motion,
which carried with the following vote:
AYES: Councilmen Sharpe, Hoover, Aguilar and Greenwald.

Mr. Sharpe said he was at the meeting where P&Z interviewed
prospects for membership and they had some very good candidates
and we will be proud to have Mr. Peek on the Commission.
18 EXECUTIVE SESSION: None needed.
.9 CITY MANAGER IS REPORT: A. Mr. Gilmore said he had
appeared before the PUC in Austin regarding the Cease and Desist
Order on putting in water lines in part of our city. The Board
denied the order. We will be going back in July but we won the
first round.
B. There is a letter in your packet from Mr. Rick Saenz
concerning a utility easement. This will be taken up at the next
workshop.
C. There will be a Greater Austin-San Antonio Corridor Council
meeting June 12th at 10: 00 a .m. at the La Mansion Hotel in
Austin.

D. We also have a notice of a seminar sponsored by AACOG to be
held on the 27th of June at 1:00 p.m. in AACOG's conference room.
If you plan to go notify Mrs. Krause.
E. Mr. Gilmore presented for consideration a sample ordinance
regulating -BB- guns for discussion at workshop.
F. Mr. Gilmore mentioned that BVYA needs to give us a time-frame
when they will finish their work on the scorers booth, etc. so
that we will not be rushed at the last minute.
G. Also handed out was a letter from Southwestern Bell advising
of Notice of Regional Hearings on Application of Southwestern
Bell Telephone Company for Approval of Optional Local Measured
Service and Lifeline Residence Service Tariffs.
.10 ITEMS BY COUNCIL: Mr. Sharpe said that we have a sign
on the Highway saying we have a historical marker but so far we
have no marker. Mr. Gilmore said the lastest communication from
them stated the marker was at the foundary and would be forwarded
within a few weeks. It will be place at the Library property.

Mr. Sharpe said the Chamber of Commerce sponsored committee on
Economic development has asked that each city appoint someone to
serve on that committee. Mayor Sawyer said he would like to have
Mr. Charles B. Sharpe serve as our representative.
Mr. Hoover said that a month or so ago, Council discussed
annexation in the area of our city limits on IH 35. He would
like to see us get established in that area.
Mr. Aguilar said that we have a good long-term bell ringer list
but he would like to see a short-term list added to the packets
to remind Council of this type item.
Mr. Greenwald mentioned the seminar for Mayors and Councilmembers
held in Corpus Christi and said he felt he learned a lot.
ill ITEMS BY MAYOR: Mayor Sawyer invited all the
volunteers present to come to all our meetings.
Mr. Sharpe reminded everyone of the Budget Workshop to be held
Saturday June 9th at 9:00 a.m. at the Officer's Club.
Mayor Sawyer said we are going to have to budget a little more
money for economic development in the next budget. Let's keep
this in mind.
#12 ADJOURNMENT: On a motion by Mr. Hoover, seconded by
Mr. Aguilar, and unanimously carr ied, the meeting was declared
adjourned at 7:28 P.M.
