SPECIAL SESSION OF THE CITY COUNCIL

The Schertz City Council convened in Special Workshop Session,
Wednesday, June 27, 1984, at 7:00 P.M. in the Conference Room of
the Municipal Complex with the following members present: Mayor
Earl W. Sawyer, presiding, Charles B. Sharpe, Ross Hoover, Adolph
Aguilar and Ken Greenwald. Absent: Hal Baldwin. Staff were
City Manager Jimmy G. Gilmore and City Secretary June G. Krause.
.1 HEARING OF RESIDENTS: Mrs. Liz Mueller said a lady had
told her that if the City planted more grass, trees and plants at
the pool, more adults would use it. Mayor Sawyer said we would
not be able to do it this year because of the drought but would
keep it in mind for next year.
.2 R.S. V.P.: Mr. Ted Walber, Assistant Director for
Retired Senior Volunteer Program in Seguin addressed Council
concerning their request to be included in the City of Schertz
budget. Their program is sponsored by Texas Lutheran College and
has been actively involved in Schertz since February of 1975.
They currently have 92 volunteers participating in RSVP who
reside in Schertz. They anticipate recruiting at least 20 new
RSVP volunteers from Schertz this year. Their involvement
includes the Library, Community Meal Program, sewing group,
Autumn Winds Retirement Lodge, the High School Adult Education
and several other areas. They asked Council for $500 for the 0
coming budget year. Council discussed their total programs with !
Mr. Walber.
.3 M.H.-M.R.: Mr. Booth O'Quinn, Mental Health Clinic
Director discussed with Council their request to be included in
the City's budget in the amount of $400. Council were very
concerned with having services available to our citizens in our
city. Mr. Steve Simonson, Housing Authority Director, said that
in the past he had offered space in his complex and it had been
accepted. But, of course, M.H.-M.R. has never made arrangements
for coming to Schertz. Mr. O'Quinn said he did not have staff to
come to Schertz, and that the Advisory Board has no authority to
say .you go down to Schertz.. The Board can suggest but cannot
authorize. When asked if 85' of the people they help are from
Seguin, Mr. O'Quinn said yes.
Mayor Sawyer called for a short recess at 7:55 P.M.
The Workshop meeting was reconvened at 8:03 P.M.
Mayor Sawyer asked Mr. Ray Taylor, representing the First Baptist
Church to speak at this time, as he was not present during the
hearing of residents.
Mr. Taylor referred to the church's request for crosswalks 0
between the parking lot and church on Aero. He said that he had
discussed the problem with his committee, and since the

crosswalks are out, they decided they would just put signs at
each end and take them in when the need is over. Council agreed
with this solution and referred Mr. Taylor to Mr. Graham to get
the correct sign regulations.
.4 Discussion of Public Zoning Hearing. Mr. Gilmore said
that on the 10th of July there will be zoning hearings on the
height restrictions and incorporating AICUZ into the zoning
ordinance and also a hear ing on Mr. Hardin's request that his
entire property be zoned commercial. This property is located on
IH 35 and the front is already zoned commercial.
.5 EXECUTIVE SESSION: none was needed.
i6 CITY MANAGER'S REPORT: A. At the last Council meeting
we were served with a temporary injunction to stop annexation
along FM 1103. Because we did not act on that annexation, the
injunction was moot. Along with attorneys, I have been working
on our answers in regard to hearing that the Federal Judge will
have on Friday at 3:00 P.M. in San Antonio. Based on what
happens at this hearing, will dictate what action to take on the
annexation.
B. Saturday June 30th at the Library, we will have the unveiling
of the Historical marker. Mayor Sawyer said he had invited Mr.
Schertz, who will bring as many of the Schertz family as
possible.
C. The 4th of July Jubilee will be on Wednesday. The booths,
etc. will open at the park at 11: 00 A.M. and the parade will
start at the High School at 3:00 P.M.. There will be cars for
Council and you should be there at least 15 minutes earlier. The
police escort, tables and chairs, cleanup is taken care of. The
Business Club is looking for volunteers to operate the beer booth
from 6:00 P.M. until 12:00 midnight. The swimming pool will be
closed at 6: 00 P.M. and that leaves us with one bathroom. We
have had problems before and we really should put in some porta
potties - they will cost about $50.00 each and we need at least
four. Council concensus was for the City Manager to order four
porta potties for this Jubilee celebration.
D. Mr. Gilmore presented his proposed budget for fiscal year
1984-1985, with the recommendation that Councilmembers come in to
see him on an individual basis with whatever questions they might
have of a minor nature. That way, these could be gotten out of
the way and would not take up Council meeting time. The budget
includes a tax increase of 1 cent, and the contingency fund is
based on recommendations of all auditors, who recommend it at
least be 10-20% of the total budget. Mr. Gilmore said he would
give a complete report on computer at the next workshop meeting.
He is also recommending increasing water rates by 4 cents, which
would not be all that much but would help toward capitol
improvements in the future. This way maybe we could build up
capitol improvement monies without going to a bond issue. This
would be the first water rate increase in three years.

E. A representative from the Department of Labor and Standards,
Manufactured Housing Division, will be at our next meeting to
brief Coucil and Planning & Zoning right after the public
hear ings. His presentation will center around the inspection
responsibilities of Manufactured Homes. They want the City to do
these inspections, after being trained at no exp~e to the City,
and we will get the fees.
.7 ITEMS BY COUNCIL: Mr. Greenwald said he noticed that we
have crosswalks painted near schools and wondered what our
liability would be in those cases. Mayor Sawyer said it seems
inconsistent to have them at schools and not at churches.

Mr. Greenwald also ask if the City Manager would have the police
check the area of the Smoke Pit at PM 78 about 6:30 in the
mornings. People are running the red light and almost causing
accidents.
Mr. Hoover said that we have to sacrifice our lawns etc. on the
water situation, and wondered if we could bring some pressure on
San Antonio through AACOG. Mayor Sawyer reminded him that the
majority of AACOG is run by San Antonio and Bexar County.
Mr. Sharpe said that Council should consider in this next budget
improving the restroom facilities in the park. Maybe add some
near the large pavilion, since we always have to order portable 01
ones for large events. Mr. Gilmore to get cost figures.
Mr. Sharpe also said that the tax rate needs to be updated on the
brochurs we hand out to new customers and developers after the
new rate is set.
Mr. Sharpe announced the Chamber of Commerce 10th anniversary
luau for Sunday at 6:30 P.M. Tickets are $18.00 and he has them
available. Also Thursday morning, June 28th at 7:00 A.M. at the
Officer's Club, there will be a Chamber of Commerce Economic
Development Committee meeting.
Mr. Sharpe said he had a lengthy discussion with the State on the
speed limit on PM 3009 and maybe we need to have the police check
speed limits if we find out when they will be out surveying.
This past Tuesday, Bill Blanchard - the Village Hospital man -
came over and met with SAFES to discuss procedures, etc. He
thought he could provide medical supplies much cheaper than SAFES
is now having to pay. It was a very beneficial meeting.
Mayor Sawyer asked the progress made on SAFES serving Randolph.
Mr. Gilmore said that he, the volunteers and Mr. Funk met and
came up with an agreement with the Wing Commander. He said they
were willing to pay a large amublance run fee and would provide 0
backup and would put this in writing. Mayor Sawyer said the Wing
Commander was not aware of any of this - somewhere communications
broke down.

Mr. Sharpe said he thought it was time to start working toward
having an ambulance somewhere in the Universal City area.
Mr. Aguila reported on an AACOG meeting he and Mr. Sharpe
attended. He said one thing that was obvious to him was that
everyone was asking for things from AACOG except Schertz.
Mr. Aguilar also asked how we stand on grants. Mr. Gilmore said
he has not been able to get him to return phone calls.
t8 ITEMS BY MAYOR: Mr. Sawyer said he has been getting
complaints from residents of houses that back up to Bubbling
Springs Road. Seems kids on motorcycles are always riding in
there and we need to keep them out - both for their safety and
the peace of minds of the residents.
Mayor Sawyer also reported that a city truck cut in front of him last
Saturday or Sunday going down Pecan. Coming back the same truck was sighted
with the man shirtless and with a young lady in the cab. Mr. Gilmore is to
check this out.
#9 ADJOURNMENT: There being no further business to come before
Council Mayor Sawyer declared the meeting adjourned at 10:24 P.M.
