SPECIAL SESSION OF THE CITY COUNCIL
JULY 25, 1984
The Schertz City Council convened in Special Workshop Session
Wednesday, July 25, 1984, at 7:00 P.M. in the Confernce Room of
the Municipal Complex with the following members present: Mayor
Earl W. Sawyer, presiding; Charles B. Sharpe, Hal Baldwin, Ross
Hoover, Adolph Aguilar and Ken Greenwald. Staff were City
Manager Jimmy G. Gilmore and City Secretary June G. Krause.
After welcoming those present to the meeting, Mayor Sawyer asked
to go directly to item #1 before opening the public use hearing.
#1 HEARING OF RESIDENTS: Mr. Merwin Willman asked if
something could be done about the light at the low water crossing
and FM 78. If you try to turn left after after going under the
railroad tracks, it takes the light at least two minutes before
changing to green. Mayor Sawyer said he would have Chief Keith
and Mr. Sharpe br ing this up at the next Transportation Study
meeting.
Mayor Sawyer called on Fire Chief Ed Melton and President of the
Volunteer Fire Department Clifton Crook to join him in presenting
plaques to Mr. Er ic White of Garden Ridge Pottery and Mr. Al
Noble representing Schaefer Properties for their generous
donations to the Schertz Fire Department. Duke Incorporated had
also donated to the Fire Department but were unable to be present
for the presentation of plaques.
Mr. Smierciak, representing the SCUC Striders, addressed Council
again this year seeking help to send the children to the Junior
Olympics. He said they would like for the City to approve $350
for this project. Mayor Sawyer said that Mr. Smierciak' s son
brought a lot of publicity to our city last year at the Junior
Olympics. Councilmernber concensus was to intruct the City
Manager to provide this $350 to the Striders.
PUBLIC USE HEARING: Mr. Gilmore opened the public use hearing on
the proposed uses for Revenue Shar ing funds, in the amount of
$52,000 expected during Fiscal Year 1984-85. He said that in the
past, the Council has integrated the revenue sharing funds into their budget;
but only for items that are necessary but that would not affect the operation
of the City to the point where the City could not function. He said Revenue
Sharing requires a special audit to insure the civil rights of citizens are
covered. By integrating into our budget it cuts down number of audits and
costs to tax payers. Mr. Gilmore then listed by department the items to be
paid from revenue sharing funds.
As there were no citizens present wishing to discuss possible uses for the
revenue sharing funds, Mayor Sawyer declared the Public Hearing closed at
7 : 45 P. M. .

.2 BUDGET WORKSHOP: Mr. Gilmore went over his proposed
budget explaining some of the items Council had questions about. D
Council requested five revenue items be increased, after getting
new figures for the estimates for year ending September 30, 1984.
Requests had been received from both Retired Senior Volunteer
Program and Mental Health/Mental Retardation for funds. Council
said they would prefer to use this money for services in Schertz
and asked these items be added together and called Community
Services in the budget.
Mayer Sawyer called a recess at 8:22 P.M.
The Workshop was reconvened at 8:39 P.M.
Mr. Gilmore said that it looks like this year we will need to
look at a water rate increase as well as a slight tax increase.
Council also discussed Capital Improvement expenditures (1) the
need to start a seal coating of streets program (2) upgrading of
our ballparks and additional restrooms in the parks. Mr.
Greenwald said he is working with some concerned citizens who are
going to go out and solicit money to make ballfield improvements.
He said it would take about $60,000 to $65,000 to take care of
the drainage and they want to get an A&M engineer to come out and
engineer it so we don't have to pay high engineering fees. Also
discussed was the project the Volunteer Fire Department has
planned to build a bar-b-que pit and building near the large
pavilion in Pickrell Park. They want the City to put in the 0
water and sewer and help with the foundation and they will do the
rest. The City would rent it out and put the money in the Fire
Department truck replacement fund until the building is paid for,
then they would dedicate the building to the city.
Mr. Gilmore said there is another budget workshop planned for
August 1 and he will schedule more if Council deems it necessary.
#3 EXECUTIVE SESSION: None needed.
14 CITY MANAGER'S REPORT: A. Regarding the resolution in
support of Barshop's request to the Highway Department to
relocate the Off-ramp near the FM 3009 exit, Mr. Gilmore showed
Council plans of the proposed location. B. We are having a lot
of breakage on the water line on Lindberg between Aero and
Curtiss. This line is at least 30 years old and they are
crumbling. We may have to br ing in a contractor to fix this
line. C. There will be a Grand Opening August 3 at ll:OO am for
the Maver ick Truck ing on FM 78. D. We have des ignated the
officer, who on his Off-duty time cleared the Schertz Bank fraud
case, as our Employee of the Quarter. He did a beautiful piece
of work.
15 ITEMS BY COUNCIL: Mr. Aguilar asked if there are follow
up inspections by the Fire Department to be sure corrections are D
made. Mr. Gilmore said yes, they are in subsequent reports.

Mr. Aguilar mentioned that he saw where Selma is also trying to
get speed limits on FM 1518 reduced and suggested we support
them. Mr. Gilmore said he would be meeting with Mayor Gose and
he would talk to him about this.
Tournament
opening
Mr. Greenwald announced the Softball
ceremonies are Friday at 3:30 P.M.
Mr. Greenwald said that Greenvalley Water customers each got a
letter saying they were not to water, wash cars, etc. and he will
try to get a copy of the letter.
Mr. Greenwald said that CVADAC is still having trouble with their
trash - first their garbage cans were stolen, then when they used
the City can at the pavilion, someone would take all the papers
out and dump them in front of their door. Could a dumpster be put
down there.
