ccswks 08-01-1984 4 SPECIAL MEETING OF THE CITY COUNCIL AUGUST 1, 1984 The Schertz City Council convened in Special Workshop Session, Wednesday, August 1, 1984, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, with the following members present: Mayor Earl W. Sawyer, presiding, Charles B. Sharpe, Ross Hoover, Adolph Aguilar and Ken Greenwald. Absent: Hal Baldwin. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. 11 HEARING OF RESIDENTS: Mr. Merwin Willman asked if there was a recorder for the conference room in the proposed budget. Mr. Gilmore said not at the present time. Margaret Riley, a resident of Lone Oak Subdivision, asked if there were any plans of planting trees to replace the oak tree in Lone Oak Park. Mayor Sawyer said he was thinking about talking with the Elementary School principal and get the children involved in an Arbor Day or something along those lines. Mr. Gilmore said he had talked with several people in that subdivision and they are discussing getting together for that purpose. Mr. Sharpe said that the Sesquicentennial plan has a beautification area that could possibly generate interest in this. Mrs. Riley also said the crosswalk sign is still in place at the old library building and wondered if it is going to be removed. 12 BUDGET WORKSHOP: Mr. Gilmore said that a tape recorder can be worked into the budget without problems, and at the suggestion of Mr. Greenwald, he would als'o include-2 more speakers and a mike for the PA system. Mr. Gilmore also said that the Water and Sewer Construction funds should probably be used on Lindberg. The pipes there are over 30 years old and have really deteriorated. Also discussed previously was a water rate increase and if so, that would be the best way to generate additional monies for a street improvement line item in the budget. Mayor Sawyer stressed the need for money to buy land for a new well site, which is badly needed. Mr. Gilmore said if there is a decision to increase water rates, he will need at least three months lead time mainly because of our bulk users. He recommended between 4 and 6 cent increase. Council concensus was for the City Manager to prepare figures for a water rate increase to include a portion for street improvements. o o Mr. Gilmore said the City will have a very lean first three months of the new budget year as the County Appraisal Distr ict 0 has said the tax roll will not be ready until October. Ii ~ ..,~F' ~. ,~;~i. " , i'u..:t -,~. , 1'~~ 5 Mayor Sawyer asked for and received concensus from Council to go with the suggested increases in the revenues as discussed at the previous meeting. Council then discussed the need employees, with emphasis on the beginning with entry levels. to raise salaries for City Water and Sewer Department Mayor asked for and received general concensus for the City Manager to work up some figures to give City employees raises. #3 EXECUTIVE SESSION: None needed. #4 CITY MANAGER'S REPORT: A. A letter from RSVP was enclosed in packets, which is the information Council had asked Steve Simonson to get for us. B. There will be a Greater Austin-San Antonio Corridor Council meeting on Friday, August 10, 1984 at 10:00 a.m. at the Seguin- Guadalupe County Coliseum in Seguin. Also a Transportation Study meeting Thursday, August 2nd, in our conference room, to discuss the San Antonio Thoroughfare plan, etc. C. Mr. Gilmore said he is setting up a meeting with developers on FM 3009 and the Highway Department to come up with means of refurbishing FM 3B09. D. On August 7th, Mr. Gilmore will be in Austin at a Public Utility Commission pre-conference hearing on Schaefer Road versus Green Valley Water District. San Antonio had also challenged us on the Schaefer Road purchase but Mr. Gilmore worked with them on the differences and they withdrew their challenge; the problems between Cibolo and Schertz has been resolved whereby they are modifying their request. The new owners of the Garden Ridge Water System met with Mr. Gilmore and he believes he has gotten them to modify their request and pullout. #5 ITEMS BY COUNCIL: Mr. Aguilar said he was talking to a man that runs the cement plant on north PM 1518 and he wanted to know if the City was going to accept the land donation. Mr. Gilmore said they are involved in several pieces of land but .as yet, he doesn't know where or what. They have not made a definite statement yet. Mr. Sharpe said that at the Public Hear ing on the 14th, there will be some lengthy discussion on the two pieces of property next to Beck's. It should be interesting. I r- Mr. Sharpe also said the Schertz Business Club was unhappy about the lack of coverage of the Jubilee. There is a letter being written to the paper on this. Mayor Sawyer said the Herald is not representing the cities that they say they are. He went on to say that BVYA gave us sample of trophies and a plaque and we got very little coverage of their recent tournaments. ! ~ 6 Mr. Gilmore suggested Council invite Mr. Davis to come to a Council meeting and tell him this. They did not even cover the 0 Negly Paint Ground breaking. Mayor Sawyer asked that on the next Regular Agenda an item be listed as "Media coverage of City activitiesn. Mr. Greenwald said the tournament visitors were very impressed with our park and the City. #6 ITEMS BY MAYOR: None .7 ADJOURNMENT: There being no further business, Mayor Sawyer declared the meeting adjourned at 8:35 P.M.
