I ~ 7 REGULAR MEETING OF THE CITY COUNCIL AUGUST 7, 1984 The Schertz City Council convened in Regular Session, Tuesday, August 7, 1984, at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following members present: Mayor Ear 1 W. Sawyer, presiding; Charles B. Sharpe, Hal Baldwin, Ross Hoover, Adolph Aguilar and Ken Greenwald. Staff present were Jimmy G. Gilmore and June G. Krause. PUBLIC HEARING: Mayor Sawyer opened the public hear ing and explained the purpose of the hearing was to receive citizen input on the proposed Fiscal Year 1984-1985 Budget. He then asked if there were any citizens wishing to comment on the budget. As there was no citizen wishing to speak, Mayor Sawyer declared the public hearing closed at 7:01 P.M. #1 APPROVAL OF MINUTES: There was a delay in getting copies of the minutes to Council, who did not have suff icient time to study them. Mr. Sharpe moved to table this item until the next meeting. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Hoover, Aguilar and Greenwald. NAYS: None #2 HEARING OF RESIDENTS: None #3 ORDINANCE: Mayor Sawyer introduced an ordinance and read the caption as follows: ORDINANCE NO. 84-S-17 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AMENDING THE ZONING ORDINANCE NO. 79-S-15, IN ACCORDANCE WITH ARTICLE XIX, SECTION 2-2.1 WHICH AUTHORIZES THE CITY COUNCIL TO, FROM TIME TO TIME, AMEND, SUPPLEMENT, CHANGE, MODIFY OR REPEAL THE REGULATION STANDARDS AND BOUNDARIES OF THE CITED ORDINANCE; THIS ORDINANCE DOES AMEND ORDINANCE 79-S-15 BY AMENDING ARTICLE XIII, SECTION 2 HEIGHT REGULATIONS AND ARTICLE XIV SECTION 2 HEIGHT REGULATIONS; BY AMENDING ARTICLE XXIII SECTION 1, BY ADDING 1.3 AIR INSTALLATION COMPATIBLE USE ZONE (AICUZ) RECOMMENDATIONS; AND BY REZONING APPROXIMATELY THIRTY ACRES OF LAND OUT OF THE T. HERRERA SURVEY, GUADALUPE COUNTY, FROM R-l TO GENERAL BUSINESS (GB) DISTRICT; AND 8 APPROXIMATELY TEN ACRES OF LAND OUT OF THE T. HERRERA SURVEY, GUADALUPE COUNTY, FROM PRE DEVELOPMENT TO INDUSTRIAL DISTRICT M-l, AND REFLECTING SUCH CHANGE ON CERTAIN ZONING MAPS. o Mr. Sharpe moved to approve this ordinance, amending the zoning ordinance, on final consideration. Mr. Baldwin seconded the motion. Mr. Gilmore pointed out on the map the areas where the height regulations would apply, the zoning change locations and the AICUZ zone. Mr. Shapre commented that on the AICUZ zone, it still gives the City a chance to look at each request on an indivisual basis. Mayor Sawyer called for a vote on the motion, which carried as follows: AYES: Councilmen Sharpe, Baldwin, Hoover, Aguilar and Greenwald. NAYS: None #4 EXECUTIVE SESSION: None was needed. is CITY MANAGER'S REPORT: A. Mr. Gilmore handed out books entitled nLet's All Work to Fight Drug Abuse", calling attention to the cover letter from the Chief of Police and advertisements from local businessmen. This was put together at no cost to the City and we have sufficient copies to hand out to developers, etc. D #6 contract Attorney the next ITEMS BY COUNCIL: Mr. Greenwald asked the status of the with Cibolo on water. Mr. Gilmore said the City was working on that today and should have something in week. Mr. Aguilar said he had talked with Mr. Gilmore about a tractor- trailer truck parked heading the wrong way on FM 78. Mr. Gilmore reported he had talked with the man and he recognized the hazard and would correct it immediately. Mr. Baldwin asked if inquiries had been made on the street lights at the Oak Forest entrance and was told yes, but Mr. Gilmore was not getting a good reply. Mr. Sharpe reported that the Business Club had written a letter to the Editor of the Herald newspaper pointing out the lack of coverage on the July 4th Jubilee. Mr. Paul Davis of the Herald said he agreed it was not adequately covered and he accepted the responsibility for it and it would not happen again. D ., "t..,: ~H\t1fr' '>...'M .",,,,, . !i .a:;;;. ...- ! ,-- ...--- I I , ~ 9 Mr. Baldwin pointed out that the San Antonio Light has a column of events that happen during the week, and it seemed to him that we should have someone let them know of our events to be included in that column. Mr. Sharpe announced some meetings dates as follows: Thursday at 7:30 a.m. at the Officer Club on Randolph there will be a meeting of the Greater Randolph Development Committee; Fr iday at 10: 00 a.m. there will be a meeting of the Austin-San Antonio Corridor Committee in Seguin at the coliseum. Then on August 14th at the Council meeting, the Schertz Business Club will be presenting the Employee of the Quarter plaque, and on August 15th, there will be two meetings of the Sesquicentennial Planning Committee - one at 10:00 a.m. and the other at 7:30 p.m., both in the Library Meeting Room. Mr. Sharpe then asked the City Manager if he had heard anything on the sewer problems on 135. Mr. Gilmore said he is working with the City Attorney and should have something next week. #7 ITEMS BY MAYOR: Mr. Sawyer read a letter from the Schertz Bank and Trust thanking the police department and especially Officer Bundy for apprehending the people who had tried to defraud the bank and other financial institutions. Mayor Sawyer also commended Off icer Bundy. He said that this past weekend he called the police about water that had been running at an apartment complex for 24 to 25 hours. Officer Bundy was on duty and within ten minutes, the Mayor had a call from the Apartment Manager about the problem. Mayor Sawyer called a recess at 7:19 p.m. The Regular Meeting reconvened at 7:26 p.m. #8 Conference especially generating BUDGET WORKSHOP: The Council reconvened Room for a discussion of the proposed concerning salaries for employees and the money for any raises proposed. in the budget, ways of Mr. Gilmore presented his suggestions to br ing salar ies into competion with other cities in the area. He suggested that if these recommendations were accepted, Council should consider either increasing taxes three cents or a water rate increase of six cents. Council then thoroughly discussed ways of obtaining monies for the salary increases, as well as the need to be accumulating some funds for street improvements. After discussing the pros and cons, Mayor Sawyer called for and received a four to one concensus to increase taxes two cents and water rates ten cents, with a portion of this committed to street improvements. , 10 Mr. Gilmore said he would need at least three months lead time on the water rate increase in order to notify the bulk users of our intentions. He said that Richad Har r is is now work ing on the contract with Cibolo and suggested the City get back with Cibolo and ask them to either come up with the cash money or increase their rate over the other users to cover their costs of the improvemen.ts. Mr. Gilmore then asked if he should include the proposed salary increases in the budget and Council concensus was for him to do so. #9 ADJOURNMENT: Mr. Sharpe moved the meeting be adjourned at 9:08 P.M.
