ccss 01-26-1983 [ II l 1\ \.C-f 1 SPECIAL SESSION OF THE CITY COUNCIL JANUARY 26, 1983 The Schertz City Council convened in Special Workshop Session, Wednesday, January 26, 1983, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Earl W. Sawyer, presiding; Harold D. Baldwin, Adolph Aguilar and Jacqueline Lawler. Absent: Charles B. Sharpe. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. . Before discussing the regular agenda items, Mayor Sawyer asked if anyone in the audience had matters they wished to discuss with Council. Mr. Gene Anderson, President of BVYA, and Mrs. Carla Cope of the BVYA Ladies Auxillary presented their plans to have a benefit dance honoring Pat and Eddie Tucker and to raise funds for BVYA activities. They were request- ing the use of the Community Center, which was granted, with BVYA only making their own police arrangements and paying the cleanup fee. Mr. Anderson then gave a brief update on the BVYA season, stating that the opening ceremonies were scheduled for April 16th and inviting the Council to take part in the ceremonies. " Mayor Sawyer then apologized to the members of the Library Advisory Board present for not having the County Judge and County Commissioners present to talk with them. Council then discussed the ways of financing the building of a new library. ,;)- &'9 The concensus was for Mr. Gilmore to double check with Richard Harris on the legality of Mr. Ross contracting for the construction without going out for bids; and for him to talk with the bank president for a line of credit with the City to guarantee the loan. This would then be placed on the next agenda for Council vote. Mr. Gilmore again advised Council that the City does not have the money in the budget. : I .: Mr. Willman said that some months ago the Council was given a plan to remodel the city parks and it was his opinion that this should be added to the Bell Ringer List. Mayor Sawyer advised that although it is an excellent plan, there is no money to implement it at this time but it will be brought up again at budget planning. 13-<?S #1 Discussion of appointments to Housing Finance Corporation. Mr. Gilmore reminded Council they had asked both Councilman Baldwin and Sharpe to serve on this and that Eric Write had agreed to serve. Council asked that Dr. Harborth be asked to serve and Mr. Merwin Willman agreed to serve. Therefore, this item will also be placed on the next agenda. #2 Discussion of the City Plan. Mayor Sawyer reminded Council that they were to review the City Plan submitted by Mr. Gilmore, and make any suggestions or comments they desired. Also the Planning and Zoning Commission has been given copies for their review. " t:tI Mr.. Gilmore suggested that if Council does adopt this plan, it should be done by resolution, which resolution should include a statement that it is reviewed every two years. Mr. Gilmore then briefly went over the contents of the plan with every= one agreeing that it is very comprehensive and well written. #3 GENERAL DISCUSSION: There was none at this time. #4 EXECUTIVE SESSION: The Mayor recommended the executive session on personnel be tabled until the regular meeting when a full Council will be present for discussion. #5 CITY MANAGER'S REPORT: (1) Mr. Gilmore handed out copies of a letter from HUD in regards to our grant application for funds to improve our water system. Schertz was ranked 50 out of 94 applications. He said we lost mainly because we had no number for absolute poverty and no points for percentage of proverty persons. (2) He advised that the dump truck and one police car has been repainted and overhauled in-house and they look very good. The City is switching to black and white police vehicles with a simple Schertz Police 10. We will have another car going for overhaul and repainting next week. (3) Now that f]rst equipment is paid for, we are going to reactivate the STEP program, at the request of the officers. (4) In one of the areas in Rittimann Addition, there is only one meter to serve up to 12 accounts. If one or two fail to pay their utility bill, they all suffer even though the rest pay on time. Mr. Gilmore then said he had put together some figures and had talked with the people involved. Putting in separate meters and lines and doing the work in-house would cost approximately $5,254.95 and the people are willing to pay their equal share of the costs for installation. Some may have to pay it out on their monthly bills but they all signed the agreement asking that this be done. Council concensus was to proceed with getting the signed agreements. ~/ (5) The City Manager then discussed with Council the coming summer season, l/p-l.'.) which from all indications will be a hot, dry one. We have the smaller 215,000 gallon tank at the UC well site that needs to be repaired and painted. This should cost approximately $15,000, including fixing the bottom plate. Also discussed was the fact that the 20" main coming from UC only has a 6" and 8" tap; but if we could tap with a 12" line, it would give us a much larger distribution of water in the lower Schertz area. Mr. Gilmore was instructed to get estimated costs on the tie in from the 20" line. ly.~3 \t._~3 j .... 7 0,..J ( ,1) #6 ITEMS BY COUNCIL: Mrs. Lawler gave a brief update on the Senior Citizen Day activities planned for May 14, 1983. These included opening ceremonies to include the Lackland Drum and Bugle Corps at 10:00 a.m. - the theme of the activities will be "0ur Labor of Love". Activities will include demonstration by BVYA, film by SAFES and blood pressure checks, contests and and old time film festival, complete with popcorn. . o o o 3 Ii " ' Mr. Baldwin mentioned that on July 6th, Mrs. Agusta Wuest will be 100 years old and suggested she be honored on that day. Mayor Sawyer said he would sign a proclomation honoring her at the meeting on the 5th of July. Mr. Baldwin also had received some material from the Grantsmanship Institute, which included a one-day seminar scheduled for February 15 at the Broadway Plaza Hotel. Several of the Councilmembers planned to attend this free seminar. 1"''(3 #7 ITEMS BY MAYOR: Mr. Sawyer said he had been requested by the World Wide Marriage Encounter to proclaim Monday, February 114, 1983 as "We Bel ieve in Marriage Day" in Schertz. #8 ADJOURNMENT: There being no further business to come before the Council, Mayor Sawyer declared the meeting adjourned at 9:10 P.M. 40r, as ATTEST: ~ G
