ccreg 02-01-1983 ~ 11;~ 3 'J6A':) REGULAR MEETING OF THE CITY COUNCIL FEBRUARY 1, 1983 The Schertz City Council convened in Regular Session, Tuesday, February 1, r-:\ 1983 at 7:00 P.M. in the Council Chambers of the Municipal Complex, 1400 I I Live Oak Road, with the following members present: Mayor Earl W. Sawyer, ~ presiding; Charles B. Sharpe; Hal Baldwin; Adolph Aguilar and Jacqueline Lawler. Staff were City Manager JimmY G. Gilmore and City Secretary June G. Krause. Mayor Sawyer welcomed County Judge Sagebiel and advised :that he has arranged to be at the Municipal Building in Schertz on February 9, 1983 from 3:00 P.M. on, in order to meet with any citizen wishing to talk to him. Mayor Sawyer then called Deputy City Secretary Alice Austin forward and presented her with a plaque for ten years of continuous loyal service to the city. #1 APPROVAL OF MINUTES: Mrs. Lawler moved to approve the minutes of the regular meeting of January 4, 1983, the workshop meeting of January 12, 1983; the regular meeting of January 18, 1983; and the workshop meeting of January 26, 1983, as written. Mr. Baldwin seconded the motion, which carried with the following vote: AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler NAYS: None #2 HEARING OF RESIDENTS: Mayor Sawyer said that he would reserve time for any members of the Library Board. #3 LIBRARY CONSTRUCTION: The Mayor remi nded Counc i 1 that this item had been discussed at the last workshop, at which time the Library Board asked Council to guarantee the loan for construction of a new library building. Mr. Gilmore advised that the City itself could not make the loan but that there are several ways this can be accomplished. City Attorney Harris has advised that we do have to go out for bids on the construction. This will be discussed with the Board at a later date. o Mr. Baldwin moved to favorably consider obtaining a line-of-credit from the Schertz Bank, to be guaranteed by the City, for construction of a library building. Mr. Aguilar seconded the motion which carried as follows: AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler NAYS: None #4 APPOINTMENTS: The Mayor stated that this item had also been discussed at workshop. Mr. Aguilar moved to appoint those people named on the agenda attachment to the Housing Finance Corporation. (Those being Charles B. Sharpe, Hal Baldwin, Eric White, Dr. Kermit G. Mayor Sawyer introduced the fenowing ordinance and read the caption as follows~ AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, CALLING AN ELECTION TO BE HELD ON APRIL 2, 1983, FOR THE PURPOSE OF ELECTING FOUR (4) COUNCILMEMBERS FOR SAID CITY. Mr. Sharpe moved to approve the ordinance to have an election on the 2nd day of April, 1983 for the purpose of electing four councilmembers. Mr. Aguilar seconded the motion, which carried with the following vote: AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler NAYS: None ;7,j Y 3 #6 EXECUTIVE SESSION: At 7:20 P.M. Mayor Sawyer called an Executive Session under Article 6252-17, as amended, V.T.C.S., Section 2 (g). The meeting was reconvened by Mayor Sawyer at 7:46P.M. #7 PERSONNEL: Mr. Baldwin moved to award the City Manager and the City Secretary an 8% increase, which is consistent with all other employees with the city. Mrs. Lawler seconded the motion which carried as follows: ~ 1 ~ AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler NAYS: None #8 CITY MANAGER'S REPORT: Mr. Gilmore discussed comparative rates being charged for the police department fingerprinting for non-police work and charges for holding other city's prisoners in our cells. He also mentioned that rates on the teletype etc. have gone up sufficiently to warrant us increasing dispatch services to Cibolo. He was recommending $5.00 for fingerprinting, $10 per prisoner and increasing the dispatch service fee from $150 to $200 per month. Council was favorable to the recommendation and ask that this be an agenda item for the next regular meeting. He then announced that SAFES has a new modulance. One citizen asked why the new ambulance was sent to St. Hedwig and he advised that St. Hedwig pays the same per rata share as other cities utilizing SAFES service; therefore should be treated the same. The UC well has been tested out. It should have been placed on line this date. They should be coming in to finish the well site area. On being questioned about the new tank, Mr. Gilmore said it has been pumped out and we saved about $10,000 on that. The State has given us a clean bill of health on the three samples we have sent in. r- I I ! I #9 ITEMS BY COUNCIL: Mr. Sharpe advised that the Schertz Business Club is hosting the trail riders on February 9th. The vehicles will leave the VFW about 11:00 a.m. and join them at the rest stop for the return trip in. There will be a meal at the VFW at 6:30 with a dance following. i Mr. Sharpe also said that he keeps looking at the alarm calls on the police reports at businesses. It seems that most of these are employee errors. It seems there should be a cut off point whereby we could charge a user's fee. o Mr. Gilmore was to investigate and make recommendation to the Council. Mr. Baldwin said he had received confirmation for five people to attend the Grantsmanship seminar. Mr. Aguilar asked the status of the puddle in front of the Dairy Queen. Mr. Gilmore advised that the owner of Circle K was in with representative of the Highway Department. Each wants to wait on the other to start work. Mrs. Lawler gave a short update on the Senior Citizen Day scheduled for May 14, 1983. The theme will be "0ur Labor of Love", with participants being the Air Force Drum and Bugle Corps from Lackland, BVYA and the Schertz Library to present a film festival. #10 ITEMS BY MAYOR: Mayor Sawyer gave a list of Alice Austin's accomplishments from her beginning employment in 1973. 8:02 P.M. #11 ADJOURNMENT: On a motion by Mr. Sharpe, seconded by Mr. Baldwin and unanimously carried, the meeting adjourned at ATTEST: o SPECIAL SESSION OF THE CITY COUNCIL FEBRUARY 9, 1983 The Schertz City Council convened in Special Workshop Session, Wednesday, February 9, 1983, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Adolph Aguilar and Jacqueline Lawler. Staff were Cityl,Manager Jinrny G. Gilmore and City Secretary June G. Krause. ' Mayor Sawyer read a proclamation proclaiming February 14, 1983 as "We Believe in Marriage Day" in Schertz. Mr. and Mrs. Vernon Kunz of World Wide Marriage Encounter received the proclamation and explained a 0 little about their aims and goals.
