Mr. Sawyer asked the City Manager to send another letter to the Humane Society temporarily rescinding the previous letter and to add this item to the Bell Ringer list. #1 Discussion of Bad Debt Charge-off and procedures. Mr. Gilmore~showed Council comparisons for years since 1978 when the bad debts were first charged off. He advised that although the nurmer of custome~ charge-offs had decreased, since all the charges for services have increased so have the money figures. His suggested solution was to increase the amount of the deposit to help cover the service costs until such time as we could legally turn-off service for non-payment. He also em- phas,izeEl: that Ithe City stills tries to collect on the bills even after they are charged off. After discussion of various amounts of increase and ways of customers making payment, Council agreed to have an ordinance drawn up increasing the deposit to $60.00 and if this creates a hardship, the customer could pay $20 down and $20 on each of the first two bills. #3 EXECUTIVE SESSION: None was needed. o #4 CITY MANAGER'S REPORT: a. Mr. Gilmore had received a letter 0 from the Lady of Perputual Help in Selma requesting consideration be given to their summmr classes coming to the swimming pool. The hours could be worked out later. Council discussed the request, taking into consideration if it would inter- fer with swimming lessons, how many similar request might we get from Schertz organizations, etc. Mr. Gilmore was instructed to check out the request and also who of our citizens might want the same type thing. b. He reported that during the recent high winds we had considerable damage to lights at the large ~avilian and ball fields. c. He had received a letter from Schaefer Road advising they would need to know by May 11th if the City was going to purchase their water system. Mayor called a recess at 8:09 P.M. The workshop session reconvened at 8:15 p.M. d. Mr. Gilmore said he had been contacted by a lady representing the San Antonio Development Digest, as~ing if the City could provide their firm with building permits, etc.. They in turm will provide us with a complete transcript of the Digest. e. Mr. Gilmore advised that instead of the usual l-ton pickup as USQd~ 0 for a vehicle for the water department, they would like to purchase a 1 ton cab and chassis with a flat bed and trailer hitch. They are working with the police department on the details. r l g. A reminder that Student Government Day will be April 19th. They have ad- vised there will be between 20 and 25 students taking part. h. Workmens compensation has become available for our volunteers. SAFES has already asked that their volunteers be included - they will cover the costs. We also need to consider the volunteers of the Fire department and police. i. Had a hand-out concerning the Night in Ole Live Oak, in which they asked if the city would like to participate in the parage. #5 ITEMS BY COUNCIL: Mrs. Lawler asked if any discussion had taken place with the telephone company as to providing new services they have added to San Antonio. '. Mr. Baldwin said they can't offer them to us because Schertz is in the last outer tier. Mayor Sawyer said perhaps we could write a letter to them saying that a lot of our citizens are not happy with their service, especially the excessive static. Mr. Baldwin said he would get the technical name for the service and pass it on. Mr. Baldwin wanted to remind Council again of Mrs. Wuest's 100 birthday in July so that we can do something for her. r- Mr. Baldwin also said one of our senior citizens had asked him about public ) transportation to get them into the malls. It was suggested he call Steve i l Simonson of the Housing Authority about this. Mr. Baldwin also again asked the status of grants. Mr. Gilmore said Dr. Leary has all the information he needs to write the grants and he is now concentrat- ing on the Public Works. Mr. Baldwin said he had heard that some CDBG money is coming available. Mr. Gilmore was to check on that. Mr. Aguilar asked if anyone knew what is going on at the old Sportsman Cafe Building. Will check. Mr. Baldwin also asked about the condemnation proceedings for the Broadnax house on Main Street. Mr. Gilmore said TML is sending us sample ordinances. Mr. Hoover said he would like to get with ~ither the Mayor or City Manager to take a tour of the City. He also said that contrary to what you may have heard, BVYA is satisfied - there are only a couple of people mouthing off. Mr. Sharpe suggested we set up something whereby we could get periodic reports on the grantsmanship writing. We need some type of update on what they are doing, on a monthly basis. r I l l Mr. Aguilar said he would also like to bring up the library in connection with grants. He felt this is the right time to pursue library grants. ~6 #6 ITEMS BY MAYOR: a. Mayor Sawyer announced the BVYA opening for Saturday, April 16, with the Council being invited. b. Also on the 14th the Community Council of the Randolph Region will meet, with Mr. Sawyer being Chairman this period. c. He had received a letter from a lawyer wanting either a full-time or part-time job as judge or prosecutor. d. He reported on a meeting he and Mr. Gilmore had with Mr. Ehlers and Mr. Stotzer of the Texas Highway Department. He gave Council copies of a summary of the meeting, showing Schertz' share of the Federal Aid Urban System program to be $115,000. They suggested Live Oak Road be designated under this program, as it meets the criteria of interconnecting with both FM 78 and FM 3009. Although the $115,000 would not complete Live Oak Road, it would go a long way toward it. Council agreed this was the most needed road that would meet the requirements. Mr. Sharpe announced that May 4th there will be ceremonies in the Cibo10 Park for the Jungle Industry. #7 ADJOURNMENT: There being no further business to come before Council, Mayor Sawyer declared the meetin adjourned at 9:17 PM ATTEST: ,~ I I LJ o c
