REGULAR SESSION OF THE CITY COUNCIL

The Schertz City Council convened in Regular Session, Tuesday, August 2,
1983, at 7:00 P.M. in the Council Chambers of the Municipal Complex, 1400
Live Oak Road with the following members present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe, Hal Baldwi~ and Ross Hoover. Absent: Adolph
Aguilar and Jacqueline Lawler. Staff were City Manager Jimmy G. Gilmore
and City Secretary June G. Krause.
PUBLIC HEARING: Mayor Sawyer opened the public hearing at 7:00 P.M. and
welcomed those present to the meeting. There were six
residents in attendance; however, no one had any comments to make pro or
con on the budget for fiscal year 1983-84, as explained by the Mayor as
being the purpose of the public hearing.
Mayor Sawyer closed the public hearing at 7:01 P.M. and immediately opened
the regular session of the City Council.
#1 APPROVAL OF MINUTES: Mr. Sharpe moved to approve the minutes of
the Special Workshop Meeting of July 13, 1983;
the Regular Meeting of July 19, 1983; and the Special Workshop Meeting of
July 27, 1983. Mr. Hoover seconded the motion, which carried as follows:
AYES: Councilmembers Sharpe, Baldwin, Hoover
NAYS: None

#2 HEARING OF RESIDENTS: There were no residents wishing to be heard.
#3 POLICE RESERVE OFFICER: The Mayor introduced the application of
Lewis E. Kreutler, who was to be considered
as an appointee to the Police Reserve Force.
Mr. Baldwin moved to appoint Lewis E. Kreutler as a Police Reserve Officer
for the City of Schertz. Mr. Hoover seconded the motion which carried with
the following vote:
AYES: Councilmembers Sharpe, Baldwin and Hoover.
NAYS: None
#4 WATER SERVICE: Mayor Sawyer explained that Mr. Arnold Moos had
contacted the City wishing to obtain City water
to his property outside the City limits. The cost for the City water
personnel to put in this line would be $858.80, which Mr. Moos has said that
he woul d be more than w'i lli ng to pay.

Mr. Baldwin moved Council authorize the installation of a 1" water line to
Mr. Moos' property. Mr. Sharpe seconded the motion, which carried with the
following vote:
AYES: Councilmembers Sharpe, Baldwin and Hoover.
NAYS: None

#5 BAD DEBTS: Mr. Sawyer said the list of utility bad debts presented
was for the quarter ending March 31, 1983.
Mr. Gilmore said that in answer to a question asked at workshop, the 0
Salvage Enterpises on the list is still in business but this item is for
garbage service only. We have attempted to collect'; and of course wi II
continue attempts at collection on all items listed. If we are unable
to collect the $74.80 from Salvage Enterprises, we will deduct that amount
from our next Gutierrez payment.
Mr. Sharpe moved to write off the bad debts listed with the exception of
Salvage Enterprises. Mr. Baldwin seconded the motion which carried as follows:
AYES: Councilmembers Sharpe, Baldwin and Hoover.
NAYS: None
#6 COMPUTER EQUIPMENT: The Mayor said this item was also discussed
at the last workshop session and consisted
of additional equipment for the City Secretary's office.
Mr. Baldwin moved to authorize the taking of bids on the terminal, letter
quality printer and floppy disk storage for the City Secretary's office.
Mr. Hoover seconded the motion.
Mr. Sharpe reminded Council that a lot of discussion was had on the original
computer equipment and it centered around the way the bids were written.
He wanted to be sure the specifications for these bids would be written
in such a manner that they would not eliminate any bidder from being able 0,
to bid on the equipment. He said he didn't have any question about com-
pleting our system but the bids should be as competitive as possible.
Mayor Sawyer then called for a vote on the motion before Council. Said
motion passed with the following vote:
AYES: Councilmembers Sharpe, Baldwin and Hoover.
NAYS: None

#7 EXECUTIVE SESSION: Mayor Sawyer called an executive session under
Article 6252-17 V.T.C.S. as amended, Section
The Regular meeting was reconvened at 7:55 P.M.
Mr. Sawyer said that personnel matters were discussed with the City Manager.
#8 CITY MANAGER'S REPORT: A. He announced that Judge Sagebiel will
be in our offices on August 11th at
1:00 P.M. to discuss any subject with citizens that wished to talk with him.
B. the water project on 135 is running about a week ahead,:of schei!lule and
should be ready for bids in about one week - on the sewer, we are trying to
get the easements.
C. Mr. Gilmore said he had talked with Mr. Harris again about the Schaefer 0
Road Water system and the attorney is still waiting on papers from HUD.

D. We are averaging about 5 or 6 developers a week coming in to discuss
development of various types of businesses.
r-. E. Horseshoe Oaks - they are going to start on the sewer right away.
l Also Archie Heimer is going to get started right away.
F. We have complaints from some of the developers on sewer connection fees
however, $500 of every $600 are CCMA fees and we cannot do anything about that.
We are getting a lot of interest from developers for water on the north side
of I35.
#9 ITEMS BY COUNCIL: Mr. Hoover announced a meeting of the Humane
Society for Wednesday night at 7:00 P.M.
He also introduced a new resident of Schertz who is interested in taking
an active part in our community.

Mr. Baldwin asked about the drainage on the Schaefer property. Mr. Gilmore
said he was contacted and hopes to have something within a week. He then
will have to go to P&Z.
Mr. Baldwin also asked the progress of the apartments that were approved for
the area between Aero and Mitchell on Live Oak Road. Mr. Gilmore said they
had tried to contact the contractor but have been unable to. When we tried
to contact them to cut the grass, the lady that answered said they are ready
to start construction; but we still cannot contact the builder.
Mr. Baldwin said he wanted to make a statement about this Council's hesitance
to hire into vacancies that are created in the city. Rumors are that they
are remaining vacant because the Council does not want them filled. I would
like to ask the Chief of Police to fill all vacancies as soon as possible to
get our police up to strength.
Mr. Hoover said he agreed with Mr. Baldwin. Mr. Sharpe said he agreed also
and he did not know of any effort on Council's part not to hire police.
Mr. Sharpe asked if it was too early to ask if the Striders have got anything
on the money or their competition. Mr. Gilmore said they were supported by
the city in the amount of $1950.00, and he had not heard from them since
they have come back.
#10 ITEMS BY MAYOR: Mr. Sawyer said he knew of no instance of the
Council not hiring qualified policemen. In the
present budget under consideration, there is about $1000 per year more in
salaries for them.
#11 ADJOURNMENT: Mr. Baldwin moved the meeting adjourn at 8:06 P.M.
The motion was seconded by Mr. Hoover and unanimously
carri ed.
