Mr. Aguilar asked how we were coming along on our tax roll. Mr. Gilmore
explained that the Board of Review would be meeting on Thursday and that
the tax information of the main part of the city seemed to be in pretty
good shape.
#9 ITEMS BY MAYOR: Mayor Sawyer requested that the city staff
take a careful look at the tax roll when it
was received to catch errors.

He also requested that everyone get the word out on absentee voting at
the Senior Citizen Complex. If this location is not used the county
will close it down.
Mayor Sawyer also wanted to know who was responsible for painting the
school cross walks. Mr. Gilmore advised that the street department would
start painting the streets very soon.

The Schertz City Council convened in Regular Session, Tuesday, November 2,
1982 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Earl W. Sawyer, presiding; Councilmembers
Charles B. Sharpe; Harold D. Baldwin; Jeff Duffield, Adolph Aguilar and
Jacqueline Lawler. Staff present: City Manager Jimmy G. Gilmore and
Deputy City Secretary Alice Austin.
Mayor Sawyer opened the meeting with the presentation of a Proclamation
designating the month of November as Nation REACT Month. Present to
accept the proclamation were Dickie George, president and Vern Pederson
Chairman of the Guadalupe County REACT.
#1 APPROVAL OF MINUTES: Mayor Sawyer introduced for consideration
the minutes of the Regular Meeting of
October 5, 1982, the Special Meeting of October 13, 1982 and the Regular
Meeting of October 19, 1982. Mr. Aguilar advised that there were two
errors which he felt were probably typos but needed correction. In the
minutes of the October 13 meeting under Item #3 line 3, page 224 change
IIH-34"to readIIH-35." In the minutes of October 19, 1982 under Item * 3,
line 4, page 224 change"Mr. Galdwin" to read "Mr. Baldwin".
Mrs. Lawler made the motion to approved the minutes as corrected by Mr.
Aguilar. Mr. Sharpe seconded the motion which carried with the following
vote:

#2 HEARING OF RESIDENTS: None
#3 GUTIERREZ DISPOSAL: Mayor Sawyer introduced for consideration the
granting of a rate increase to Gutierrez
Disposal. He explained that Mr. Gutierrez had attempted to answer all of
councils questions. Mr. Duffield made the motion that we approve effective
the February 1 billing of 1983, a 9% increase for Gutierrez Disposal Service
for garbage rates contingent upon a signed agreement that that would be
covering a nonnegotiable 24 month period and if not we will entertain a 5%
increase for the one year period. Mr. Aguilar seconded the motion. Mr.
Baldwin request the following statement be made a part of the record:
II I went over to see Mr. Gutierrez today concerning the di screpency in
the garbage rate for the dipsy dumpsters in 3 cubic yard rates. We pay
consistantly less for the containers for 1 yard, 2 yard and 4 yard dumpsters
in the City of Schertz than the people in Universal City pay, but in the
area of 3 yard dipsy dumpsters we pay more. In trying to determine why
it was an exception in 3 yard and since the school district is the only
person in the area that uses a 3 yard container. About the best I was able
to come up with was the fact that that's the way the contract has been since
the very beginning and no explaination was given. He said that's the way
we bid it and that's the way it is. After a lot of discussion with him,!
really feel like I came to what the reasons were and that being, that the
City of Schertz gets its dumpsters for free and they're all 3 yard dumpsters.
So, I guess you've got to make it back somewhere.

#4 PLANNING & ZONING COMMISSION RULES AND PROCEDURES: Mayor Sawyer
presented for
consideration the Planning & Zoning Commission Rules and Procedures. He
advised that the Planning & Zoning Commission had forwarded a recommendation
for approval. Mrs. Lawler made the motion to approve the Planning & Zoning
Commission Rules and Procedures. Mr. Sharpe seconded the motion which carried
with the following vote:
AYES: Councilmembers Sharpe, Baldwin, Duffield, Aguilar and Lawler.
NAYS: None
#5 COMMUNITY DEVELOPMENT BLOCK GRANT: Mayor Sawyer presented for
considerati on the request
by Mr. Gilmore for authorization to submit an application to HUn for a
Community Development Block Grant in the amount of $500,000 for water
line extension. Mrs. Lawler made the motion to grant Mr. Gilmore author-
ization to submit the application to HUD. Mr. Duffield seconded the motion
which carried with the following vote:

#6 EXECUTIVE SESSION: None
#7 CITY MANAGER'S REPORT: Mr. Gilmore advised Council that he had
requestes from two area soccer teams to use
the field behind the SAFES parking barn for practice. Council agreed this
would be an ideal area for such activity as long as parking did not become
a problem.
Mr. Gilmore briefed Council on the sample ordinance which had been included
in their packets and advised that it would be discussed at the meeting on
the 10th of November.
Mr. Gilmore advised that a letter had been received from Norris Hall
advising that names should be submitted to the County Clerk for consideration
for appointment to fill the unexpired tenm created by the death of Mr.
Robert F. Koennecke on the Board of Directors for the Guadalupe County
Appraisal District.
Mayor Sawyer requested names be submitted by Council and if there was
still time a special meeting would be called if necessary to consider a
Resolution for submitting the name.
Other items discussed by Mr. Gilmore were the Veterans Day Parade in Universal
City on November 6 and the Song Fest scheduled from 8-9 AM at the Large
Pavilion on November 7.
Mr. Gilmore advised Council that Mayor Sawyer and Ed Melton, Civil Prepared-
ness Director had sent letters and certificates of appreciation to all
participants in the search and rescue on October 25 & 26 which involved
the subject lost from Autumn Winds.
#8 ITEMS BY COUNCIL: Mr. Sharpe asked for an update on Industrial
Development Bonds for Southwest Precast.
Mr. Harris, City Attorney, explained that there was still negotiations
going on between Mr. Phillips and his banking concern and that he had had
no further contact with Mr. Phillips.
Mr. Aguilar passed out to Council a report on the expense that would have
been necessary to move the building which had been offered to the Library.
He also passed out an architects drawing of the proposed library building.
Mrs. Lawler advised that the Fire Department Ladies Auxiliary had donated
a large amount of time in the Search and Rescue effort and requested that
they be sent a letter and certificate of appreciation if this had not been
accomplished.
#9 ITEMS BY MAYOR: Mayor Sawyer said that the Disaster Preparedness
had wor~ed out fine in this its first use.
#10 ADJOURNMENT:
