Mr. Duffield requested more information, before the rate increase was

#8 ITEMS BY COUNCIL: Mr. Duffield briefed the council on progress
of the City Brochure.
Mr. Aguilar advised that he had attended the Library Board meeting and
they were working toward their building and were getting information
ready for council. They hope to get started before the end of the year.

SPECfAl WORKSHOP SESSION OF THE CITY COUNCIL
OCTOBER 13, 1982
The Schertz City Council convened in Special Workshop Session, Wednesday
October 13, 1982 at 7:00 P.M. in the Conference Room, 1400 Live' Oak Road
with the following members present: Mayor Earl W. Sawyer, presiding;
Councilmembers Charles B. Sharpe; Harold D. Baldwin; Jeff Duffield;
Adolph Aguilar and Jacqueline Lawler. Staff present Jimmy G. Gilmore
City Manager and Deputy City Secretary Alice Austin.
#1 WORKSHOP ITEMS: A. Garbage Rates: Mayor Sawyer advised that
there was no information on garbage rates at this
time. He requested that this item be rescheduled to allow Mr. Gilmore
additional time to acquire the information. Council requested Mr. Gutierrez
be invited to the November 10 Workshop Meeting.
B. Bond Election: Mr. Gilmore advised that there were several critical
areas in the water and sewer system and information was being gathered to
forward to council.
Mr. Duffield requested that the bond issue not be held on the same date as
the general election in April as this could hurt the chances of the issue
being passed. Council requested tha~ the bond package be ready by June
and an election be held during the summer time.
C. Sewer Extension Presentation: Mr. Richburg attended the meeting in
place of Mr. Weaver. He advised that the projected sewer line extension
would start at Oak Forest Subdivision and go under IH 35 near Garden
Ridge Pottery.
Council were advised that an engineering study would have to be made that
would cost approximately $500 to $700. A consensus of council gave Mr.
Gilmore authority to expend up to $700 for an engineering study.
#2 CITY MANAGER'S REPORT: .Mr. Gilmore advised that the Inner Agency
Council from Guadalupe County would be
meeting at the Senior Citizens Center on October 20 at 10:00 A.M.
He advised that thei County Appraisal people were still here and that he
did not know when they would finish.
There will be a grand opening of two businesses in Schertz. Ambush Pest
Control on Thursday October 14 at 11:00 AM and Dr. Rivelle on Friday

October 15, at 11:00 A.M.
Mr. Gilmore also advised Council that Winnls Store was setting up to open
in February.
#3 ITEMS BY COUNCIL: Mr. Duffield requested that the city again
consider annexation. He requested that the
council consider filling in along the railroad tracks and IH 34 and
along FM 3009. All councilm8mtlers agreed that we should again start
annexation studies.
#4 ITEMS BY MAYOR: Mayor Sawyer advised that the new agenda used
for this meeting would be the way all future
Workshop agendas would be sent out. He also advised that he would continue
to take a consensus of council on items at workshop sessions.
#5 ADJOURNMENT:' On a motion duly made and seconded thg meeting was

REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 19, 1982
The Schertz City Council convened in Regular Session, 7:00 pr~ Tfuesday, October
19, 1982 in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Earl W. Sawyer, presiding; Councilmembers
Charles B. Sharpe; Harold D. Baldwin; Adolph Aguilar; and Jacqueline
Lawler. Absent: Councilmember Jeff Duffield. Staff present Jimmy G.
Gilmore City Manager and Alice Austin Deputy City Secretary.
Mayor Sawyer opened the meeting by welcoming all those citizens present.

#1 APPROVAL OF MINUTES: Mayor Sawyer requested that this item be
tabled until the next regular meeting.
Mr. Baldwin made the motion to table the minutes of the Regular Meeting
of October 5, 1982 and the Special Meeting of October 13, 1982. Mr.
Aguilar seconded the motion which carried with the following vote.
AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler
NAYS: None
#2 HEARING OF RESIDENTS: None
#3 GUADALUPE COUNTY APPRAISAL DISTRICT: Mayor Sawyer introduced
for consideration the
fourth quarterly payment due to the Guadalupe County Appraisal District.
Mr. Galdwin explained that there was at least a 5% penalty effective
immediately upon the day the payment was past due and interest on a
monthly or daily basis.
Mrs. Lawler made the motion to pay the 4th quarterly payment of $4,708.42
to the Guadalupe County Appraisal District. Mayo~ Sawyer asked for a
second which was not given. Mayor Sawyer advised the motion was dead for
lack of a second.

Mr. Baldwin moved to withhold the 4th quarterly payment of $4,708.42 to
the Guadalupe County Appraisal District until the city was supplied with
