#3 ITEMS BY COUNCIL: Mr. Duffield requested that the city again
consider annexation. He requested that the
council consider filling in along the railroad tracks and IH 34 and
along FM 3009. All councilm8mtlers agreed that we should again start
annexation studies.
#4 ITEMS BY MAYOR: Mayor Sawyer advised that the new agenda used
for this meeting would be the way all future
Workshop agendas would be sent out. He also advised that he would continue
to take a consensus of council on items at workshop sessions.

REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 19, 1982
The Schertz City Council convened in Regular Session, 7:00 pr~ Tfuesday, October
19, 1982 in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Earl W. Sawyer, presiding; Councilmembers
Charles B. Sharpe; Harold D. Baldwin; Adolph Aguilar; and Jacqueline
Lawler. Absent: Councilmember Jeff Duffield. Staff present Jimmy G.
Gilmore City Manager and Alice Austin Deputy City Secretary.
Mayor Sawyer opened the meeting by welcoming all those citizens present.

#1 APPROVAL OF MINUTES: Mayor Sawyer requested that this item be
tabled until the next regular meeting.
Mr. Baldwin made the motion to table the minutes of the Regular Meeting
of October 5, 1982 and the Special Meeting of October 13, 1982. Mr.
Aguilar seconded the motion which carried with the following vote.
AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler
NAYS: None
#2 HEARING OF RESIDENTS: None
#3 GUADALUPE COUNTY APPRAISAL DISTRICT: Mayor Sawyer introduced
for consideration the
fourth quarterly payment due to the Guadalupe County Appraisal District.
Mr. Galdwin explained that there was at least a 5% penalty effective
immediately upon the day the payment was past due and interest on a
monthly or daily basis.
Mrs. Lawler made the motion to pay the 4th quarterly payment of $4,708.42
to the Guadalupe County Appraisal District. Mayo~ Sawyer asked for a
second which was not given. Mayor Sawyer advised the motion was dead for
lack of a second.

Mr. Baldwin moved to withhold the 4th quarterly payment of $4,708.42 to
the Guadalupe County Appraisal District until the city was supplied with
a certified tax roll. Mr. Sharpe seconded the motion wTth>the vot~ as :

The motion to withhold the payment to the Guadalupe County Appraisal
District was defeated by a three to two vote of Council.
#4 PROFESSIONAL SERVICES: Mayor Sawyer introduced for consideration
for payment a statement in the amount
of $5,108.85 from Fulbright and Jaworski for professional services. Mr.
Baldwin requested a briefing on this matter. Mayor Sawyer advised that
it involved legal action against the city and that he and Mr. Gilmore
would brief Mr. Baldwin in private after the meeting. Mr. Sharpe made
the motion to approve payment of $5,108.85 to the firm of Fulbright
and Jaworski. Mrs. Lawler seconded the motion which carried with the
following vote:

NAYS: None
ABSTAIN: Councilmember Baldwin

#5 BVYA CONTRACT: Mayor Sawyer explained that BVYA was requesting
their contract be expanded to cover the entire
year. Mr. Gilmore advised that a contract had not yet been drawn up.
Mrs. Lawler made the motion to table this item until council could discuss
it more fully at a workshop session. Mr. Sharpe seconded the motion which
carried with the following vote:

Council was agreeable to BVYA going ahead and scheduling their winter
softball 1 eague.
#6 EXECUTIVE SESSION: None
#7 CITY MANAGER'S REPORT: Mr. Gilmore explained that the City
Sales adn Use Tax report that he had
furnished Council did not correspond with the City's fiscal year but was
based on sales tax from January through December.
Mr. Gilmore reported that the Monthly report on the budget for the month
of September was also the year end report.
Mr. Gilmore advised Council that there was a bad problem on the south
side of the City. First Street and Dowman Street are sinking where the
sewer lines run down the center. The cause of this problem goes back
to the time of installation of these sewer lines.
#8 ITEMS BY COUNCIL: Mr. Sharpe requested information on the new
type of patching that had been discussed at
an earlier meeting. Mr. Gilmore explained that the new method had not
as yet been tried. It was suggested by Mayor Sawyer that Ira Street be
used for a trial patching.

Mr. Aguilar asked how we were coming along on our tax roll. Mr. Gilmore
explained that the Board of Review would be meeting on Thursday and that
the tax information of the main part of the city seemed to be in pretty
good shape.
#9 ITEMS BY MAYOR: Mayor Sawyer requested that the city staff
take a careful look at the tax roll when it
was received to catch errors.

He also requested that everyone get the word out on absentee voting at
the Senior Citizen Complex. If this location is not used the county
will close it down.
Mayor Sawyer also wanted to know who was responsible for painting the
school cross walks. Mr. Gilmore advised that the street department would
start painting the streets very soon.

The Schertz City Council convened in Regular Session, Tuesday, November 2,
1982 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Earl W. Sawyer, presiding; Councilmembers
Charles B. Sharpe; Harold D. Baldwin; Jeff Duffield, Adolph Aguilar and
Jacqueline Lawler. Staff present: City Manager Jimmy G. Gilmore and
Deputy City Secretary Alice Austin.
Mayor Sawyer opened the meeting with the presentation of a Proclamation
designating the month of November as Nation REACT Month. Present to
accept the proclamation were Dickie George, president and Vern Pederson
Chairman of the Guadalupe County REACT.
#1 APPROVAL OF MINUTES: Mayor Sawyer introduced for consideration
the minutes of the Regular Meeting of
October 5, 1982, the Special Meeting of October 13, 1982 and the Regular
Meeting of October 19, 1982. Mr. Aguilar advised that there were two
errors which he felt were probably typos but needed correction. In the
minutes of the October 13 meeting under Item #3 line 3, page 224 change
IIH-34"to readIIH-35." In the minutes of October 19, 1982 under Item * 3,
line 4, page 224 change"Mr. Galdwin" to read "Mr. Baldwin".
Mrs. Lawler made the motion to approved the minutes as corrected by Mr.
Aguilar. Mr. Sharpe seconded the motion which carried with the following
