ccswks 11-10-1982 0')Q ,', _4,..J SPECIAL WORKSHOP MEETING OF THE CITY COUNCIL NOVEMBER 10, 1982 The Schertz City Council convened in Special Workshop Session, Wednesday, November 10, 1982 in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Earl W. Sawyer, presiding; Mayor Pro Tem Jacqueline Lawler; Charles B. Sharpe; Harold D. Baldwin; Jeff Duffield and Adolph Aguilar. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 WORKSHOP: A. Garbage Rate: Mayor Sawyer stated that the City Manager had prepared an ordinance revising the rates on Schedule "A" as agreed previously by Council. The only question concerning the proposed ordinance was Council's desire to include the rates for a 4 cubic yard container size. B. BVYA Contracts: Council discussed with Mr. Gene Anderson, representing BVYA, the renewal of the Youth contract as well as an additional contract for adult league to run from January through March. Mayor Sawyer said he had no objections to an adult league being run by the BVYA; however he had three questions (1) will BVYA ask the City for any addi- tional items; (2) what guarantee does the City have that there will not be any alcoholic beverages involved and (3) he would like to have a way out of the contract if the adults become a rowdy problem. Mr. Anderson said they would not tolerate any drinking of alcoholic beverages just as they do now for the youth programs. They would stop the game if necessary. He said there would be about 16 teams involved and that most of the games would of necessity be played at night using electricity. This adult league would be called the Buffalo Valley League. Council discussed the pros and cons of the proposed adult league, including the electric costs, the effect on the other city citizens if BVYA is given exclusive use of all fields, main- tenance problems. Council also discussed the possibility of BVYA scheduling the use of the fi e 1 d (A-3) when not din use by the adult 1 eague and the conse- quences of maintenance. Mr. Gilmore said that budget wise we are looking at from $7,000 to $10,000 if the City gives BVYA exclusive use. He also asked what happens if another city based group comes in and wants the use of the field, will they also be excused from the electric charges and reservation fees? After lengthy discussion, Mayor Sawyer said he was not hearing a concensus from Council so ask the Council to take a week or so to study the proposed contract and come to a decision at a later meeting. Mr. Gilmore and Mr. Anderson would get together and see what they could work out also. The Mayor then asked Council if they see anything wrong with the contract for youth and the concensus of the Council was no. C. Comprehensive Emergency Management Ordinance. Mr. Gilmore said the question on this item was whether we modify the old ordinance or pass a new ordinance. He felt it less confusing to pass a new ordinance with the name changes and repealing all ordinances in conflict. Mr. Gilmore also said that the Emergency Plan worked well during our recent emergency when the man wandered off from Autumn Winds Retirement Lodge.. 230 Council concensus was to go with a new ordinance, with the change under Section 3 to include not only Guadalupe but the surrounding counties. D. County Appraisal Records. Mr. Gilmore said he had received a letter from the County Appraisal Board saying they had certified the City's rolls,:at $292,975,744. That is about five times what it was last year. He went on to say that each property is being checked out and we have already found a four million dollar mistake, plus some property in Comal County on which they can file for ag use, which he is sure they will do. Just before the meeting he was notified that Mr. Norris Hall had called saying he had found some additional errors. #2 City Manager1s Report: (1) Mr. Gilmore advised that he had re- ceived a letter from a citizen who wants to know if the city can petition for VIA service. (2) The City Manager also advised that we have a unique problem coming up soon. The owners, who are putting in the apartments and condos; on Live Oak Road, have both agreed to widen the street but only in front of their property. We will have approximately 342 feet between our property and theirs that will also need to be widen or we will have an hour glass effect in the street. Council discussed a street assessment ordinance whereby the property owners on each side would pay 1}3 and the city pay the middle 1}3. Mr. Duffield said we could be on dangerous ground if this was a mandatory assessment. He suggested including this in our bond election program. Mayor Sawyer discussed one of the TML seminars he attended on bond elections. He had some sample liturature for Council study. #4 Items By Mayor: The Mayor announced a grand opening for the Broom Closet at 618 Main Street. He also said he had been i nvi ted to dinner on the 17th by the Guadalupe County REACT where he will again present the proclamation for them. Also he attended the Community Council of SAFES and asked if any of the Council had anything they wished to bring up at these meetings to just let him know. I i #3 Items by Council: Mr. Sharpe advised that the Regional Safety Council meets monthly, consisting of members of the County, cities and state. He also said if Council had anything they wanted discussed, to let him know and he would bring it up. Mr. Sharpe also said that Universal City now has a new City Manager, who would commence his duties on January 1,1982.
