ccswks 11-24-1982 2~4 SPECIAL WORKSHOP SESSION OF THE CITY COUNCIL NOVEMBER 24, 1982 The Schertz City Council convened in Special Workshop Session, Wednesday, November 24, 1982, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Earl W. Sawyer, Charles B. Sharpe, Harold D. Baldwin, Jeff Duffield; Adolph Aguilar and Jacqueline Lawler. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 Consideration of modification of the water line contract with Cibolo. I , , Mayor Sawyer introduced this item and said that Cibolo Mayor Ling had asked if the Schertz Council had specific reasons why it was in the contract to lay the water line on the south side of Borgfeld Road. They would prefer to place it on the north side of the road. Mr. Gilmore explained that it would make very little difference to the City of Schertz. We had stipulated the south side because we were under the impression that is what Cibolo wanted. After discussing the request and being assured there would be no disadvantage to Schertz, Council could see no problem with going on the north side. #2 Discussion on setting a tax rate. Mr. Gilmore said that we are about as far down the line as we are going to get as far as information from the County Appraisal District. We can now set the tax rate and be fairly close. The effective tax rate figure on the $95,110,964 is $0.4290. He then read some comparison taxes for last year and this year on several of the Councilmembers's property. : I After discussion of the budget and tax rate, Mayor Sawyer asked for a con- census of the Council on a tax rate in order for the City Manager to start the process of publications. Council concensus was four to one to go with a $0.44 tax rate. The Mayor said he thought Council made a good decision and also that it is good to have one person in disagreement. #3 General Discussion: None at this time #4 EXECUTIVE SESSION: None needed #5 CITY MANAGER'S REPORT: Mr. Gilmore advised that costs figures for the four cubic yard dumpster had been re- ceived from the contractor and added to the contract. (b) The catholic church wants to build a rectory on their property. The present zoning doesn't prohibit it, and they plan to build on the side next to the street because of sewer line costs. Council said they thought it was okay. (c) He announced the Chamber of Commerce party on December 2nd. It was agreed by Council for the City to pay for these tickets, as there was money left from those that did not attend the TML Convention. & ~ "J'l S " )t. (d) Mr. Gilmore asked if Council felt the workshops scheduled for December 1st and 29th were necessary. Council left it up to the City Manager" to decide if they were necessary. (e) He also announced the Fire Department Christmas party for December 7, a Regular Council Meeting night. #7 Items By Mayor: Mayor Sawyer said he had gone to a dinner meeting with Mr. Bill Dunn of the American Hospital Group concerning the St. James hospital proposal. He said the main thing pointed out was the easy and quick access to the City and SAFES. Mayor Sawyer said if one could not be in Guadalupe County, then he would like it to be as close as possible. #6 Items by Council: Mr. Duffield asked what the plans are for replacing Mr. Brooks - on the P&Z and IDC. Mr. Gilmore said he was going to try to get an intern for the remainder of the fiscal year. Council briefly discussed the need for people that will be able to come to the IDC meetings and also to give them something positive to work on. Mayor Sawyer was called from the meeting at 8:22 P.M. Mayor Pro Tem Lawler chaired the meeting. Mr. Sharpe advised that the Schertz Business Club wants to recognize a City employee of the quarter. Initially they had suggested a policeman but that would have narrowed it down too much. Mr. Sharpe also said he thought the City acted on bad information regarding the nomination on the Guadalupe Appraisal District Board. Mr. Gilmore said that was the information given him by a County Commissioner. At Mr. Sharpe's request, Council discussed the legality of the Herald Newspaper publishing the City's legal notices. Mr. Sharpe called attention to the Annual Christmas Tree Trimming ceremonies on December 9th at 6:00 P.M. Mayor Sawyer returned to the meeting and resumed chairmanship at 8:32 P.M. Mr. Aguilar said he was bothered about the big puddle on FM 78. Mr. Gilmore advised that he had contacted the State and they are suppose to do something about it this week. Mr. Baldwin brought up the subject of the FM 78 By-pass. Mayor Sawyer explained the whole project stating that the City had voted against it. He also reiterated the discussion on widening of FM 78. Council discussed different ways to get the bridge widened at least. The City Manager was asked to get estimate on cost to the City and Highway Department, etc. and look into funding for the widening of the bridge, if it is declared a blighted area. #8 ADJOURNMENT: There being no further busines;1' t e M,ayor declared the meeting adjourned ~9:03 P.M ATTEST: ~A /2~ O/A~ /I / M; .
