REGULAR MEETING OF THE CITY COUNCIL
DECEMBER 21,1982
The Schertz City Council convened in Regular Session, Tuesday, December 21,
1982 at 7:00 P.M. in the Council Chambers of the Municipal Complex, 1400 Live
Oak Road~ with the following members present: Mayor Earl W. Sawyer, presid-
ing; Charles B. Sharpe; Hal Baldwin; Jeff Duffield; Adolph Aguilar andl:Jac-
queline Lawler. Staff were City Manager Jimmy G. Gilmore and City Secretary
June G. Krause.
#1 APPROVAL OF MINUTES: Mrs. Lawler moved to accept the minutes of
the meeting of December 7, 1982 as written.
Mr. Duffield seconded the motion which carried with the following vote:
AYES: Councilmembers Sharpe, Baldwin, Duffield, Aguilar and Lawler
NAYS: None
#2 HEARING OF RESIDENTS: There were none wishing to speak.
#3 UTILITIES BAD DEBTS: Mayor Sawyer explained that the last time
this was brought up, Council had asked for
an accounting of those bad debts that had since been paid off - the list
is enclosed at this time.
Council discussed one or two of the individual accounts, especially the
extremely high ones, with Mrs. Austin - Utility Office Manager - explaining
how this came about.
Mr. Baldwin moved to charge off the Water and Sewer Bad Debts as presented.
Mr. Aguilar seconded the motion, which carried as follows:
AYES: Councilmembers Sharpe, Baldwin, Duffield, Aguilar and Lawler

#4 EXECUTIVE SESSION: None needed at this time.
#5 CITY MANAGER's REPORT: a. the proposed January Newsletter was
presented for additions or deletions.
b. Mr. Gilmore called attention to a package from TML regarding the pro-
posed Public Utility Commission Rule Re automatic fuel cost pass-throughs.
Also a notice from CCMA stating there would probably be a sewer rate in-
crease made in April.
c. He then presented his Annual Report for 1982, saying he enjoyed writing
it because he uses quotes to keep him from being bored.
#6 ITEMS BY COUNCIL: Mr. Sharpe had two items (1) regarding the
minutes of the last meeting on the fire key
rate and the withdrawing from the 911 telephone system, he felt thtsc
type of item should be published not only in our newsletter but also as
news items in the San Antonio papers. (2) He would also like a clarifi-
cation as to whether or not the City would participate in the Suburban
Day at the February rodeo. Council concensus was to not participate this
year but investigate this thoroughly to see if we would want to next year.

The Mayor then instructed the City Manager to look into this for next
year as to costs etc.
Mr. Sharpe as well as other members of the Council wished everyone a
Merry Christmas and Happy New Year..
Mrs. Lawler expressed herls and Council IS regrets at Mr. Duffields leaving
the Council, stating that he would really be~lIissed.
Mr. Aguilar, saying that 182 was a good year, expressed his thanks to the
Council for his appointment.
Mr. Duffield had some token gifts for his fellow councilmembers - a
package of lunchmeat for Mrs. Lawler, for her:social considerations.
A magic slate for Hal Baldwin so that he can make immediate changes on
rates both for the City and School District. Genuine surgical masks for
both Mr. Aguilar and Mr. Sharpe, both non-smokers, for having to put up
with the sm~ke all year long. Cigars for the Mayor and a tape cassett for
Mr. Gilmore to play for irate citizens that repeats over and over "The
Council made me do itll. Mr. Duffield then said that he felt it had been
a good year and he enjoyed the total time he was on the Council.
#7 ITEMS BY MAYOR: Mr. Sawyer wished everyone a Merry Christmas
and Happy New Year, saying that he felt it was
an outstanding year and he agreed that we would all miss Mr. Duffield.
#8 ADJOURNMENT: Mr. Duffield moved the meeting be adjounned at
7:26 P.M. The motion was duly seconded and
passed unanimously.
