ccreg 01-04-1983 ::.:.43 REGULAR MEETING OF THE CITY COUNCIL JANUARY 4, 1983 The Schertz City'Council convened in Regular Session, Tuesday, January 4, 1983 at 7:00 P.M. in the Council Chambers of the Municipal Comple~ with the following members present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Harold D. Baldwin; Adolph Aguilar. Absent: Mayor Pro Tem Jacque- line Lawler. Staff were City Manager Jimmy G. Gilmore and City Secretary Jung G. Krause. After welcoming everyone to the first meeting of the new year, Mayor Sawyer presented Mr. Jeff Duffield with a plaque of appreciation for serving on the Council from August of 1980 to December 31, 1982. Mr. Sawyer then introduced Mr. Dan Christenson, Commander of Post 1815 of the VFW along with Mrs. Lillian Nelson, president of the VFW Auxiliary and Mr. Curtiss Cross. They in turn presented checks to Tom Funk, SAFES EMS Director in the amounts of $475 and $410 respectively. Mr. Funk, after thanking them for the donations, said that these people knew that SAFES was in need of some special equipment and these donations would purchase what was needed. #1 APPROVAL OF MINUTES: Mr. Sharpe moved to accept the minutes of the regular meeting of December 21, 1982 as presented. Mr. Baldwin seconded the motion which carried with the following vote: - I AYES: NAYS: Councilmembers Sharpe, Baldwin and Aguilar None #2 HEARING OF RESIDENTS: No one wished to speak #3 NOMINATIONS: Mayor Sawyer sa id that as we know, the Council had been )_ ; ~ asked by the Guadalupe County Appraisal District to nominate individuals to their Board of Review. We now have Mike Lawler,who is willing to serve another term. He then asked for nominations from the Council. Mr. Sharpe nominated Mrs. Wanda Koch, a resident of long standing who served on the School District BOA and has a number of years experience in real estate. Mr. Sawyer nominated Mrs. Betty Gilmore, who has also agreed to serve and Mr. Aguilar nominated Mr. Alfred Orlowski, who has lived here since 1966 and has had experience in local elections as a clerk. Mr. Sharpe moved the Council nominate Mike Lawler, Wanda Koch, Betty Gilmore and Alfred Orlowski for the Guadalupe County Board of Review. Mr. Aguilar seconded the motion, which carried as follows: AYES: Councilmembers Sharpe, Baldwin, and Aguilar NAYS: None Mayor Sawyer then instructed the City Manager to send a letter with these nominations to the Guadalupe County Appraisal District. 244 #4 EXECUTIVE SESSION: None needed. #5 CITY MANAGER'S REPORT: As requested, Mr. Gilmore had contacted the State Property Tax Board who said out duplicate tax receipts. However, if paid by a mortgage company comes in and to make one for them. - I there is no requirement to mail an individual who has his taxes request a copy, we will be glad #6 ITEMS BY COUNCIL: Mr. Sharpe said that the People to People Organization has invited Mr. Gilmore to participate in a program which will include a trip to China in April of this year. It is quite an expensivetrip as the individuals will have to pay their own way; however, it is a great honor to have him selected as one of the 17 across the United States who will be making the trip. One of the programs of the People to People Organization is the Hospital Ship "HOPP. Mr. Gilmore explained the program will consists of discussions and seminars on environmental scientist work, they will meet with the Chinese Government representatives concerning cleaning up their water resources, etc. It is a citizen embassador program and an organization of people rather than government. Mr. Baldwin asked if the City Manager had made contact with TML on the liability for public officials. Mr. Gilmore explained we have, TML and other policies being studied at the present time. Mr. Baldwin also asked the status of funding from the state to widen FM 78. Mr. Gilmore said Mr. Ahlers of the State Highway Department feels the By- ~3 pass was #1 pri ority so now he has to go back and see if he can get any ? ' interest in the widening project. He is to advise Mr. Gilmore as soon as he has anything to report. Mr. Aguilar asked the latest on the U.C. well site project. Mr. Gilmore said we are at the point of getting final electric wiring in order to get the new well on the system - should be this month. Mr. Aguilar also asked if the citizens are paying their taxes and was told they are coming in very well. !
