REGULAR MEETING OF THE CITY COUNCIL

The Schertz City Council convened in Regular Session, Tuesday, January 18,
1983 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road, with the
following members present: Mayor Earl W. Sawyer, presiding; Charles B.
Sharpe, Harold D. Baldwin; Adolph Aguilar and Jacqueline Lawler. Staff were
City Manager Jimmy G. Gilmore and City Secretary June G. Krause.
#1 APPROVAL OF MINUTES: Mayor Sawyer advised that due to the break-
down of the copier, the minutes of the
regular meeting of January 4, 1983 and the Workshop meeting of January 12,
1983 were not available with the packets and recommended tabling this item.
Mr. Sharpe moved to table the consideration of both sets of minutes until
Council has bad adequate time to read them. Mr. Baldwin seconded the motion
which carried with the following vote:
AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler
NAYES: None
#2 HEARING OF RESIDENTS: None

#3 APPOINTMENTS: Consideration of making appointments to the Housing
Finance Corporation. Mr. Gilmore advised he had
contacted Mr. Eric White and he has agreed to serve on the corporation. Mr.
Harris says he needs three people to make the original petition and prefers
these three are not members of the City Council.

Mayor Sawyer asked for nominations and the names of Dr. Harborth and Tom
Mc Morris were presented.
Mrs. Lawler moved to table the consideration of making appointments to the
Housing Finance Corporation until the other nominees could be contacted.
Mr. Sharpe seconded the motion which carried as follows:

#4 RESOLUTION: Mayor Sawyer read the caption of a resolution as
follows:
RESOLUTION NO. 83-R-l
A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, DESIGNATING THE OFFICIAL NEWSPAPERS FOR FISCAL
YEAR 1982-83.
Mr. Sharpe moved to designate the Herald News and Seguin Gazette as the
official newspapers for fiscal year 1982-83. Mrs. Lawler seconded the motion
which carried as follows:
AYES: Councilmembers Sharpe, Baldwin, Aguilar and Lawler

#5 EXECUTIVE SESSION: None needed

#6 CITY MANAGER'S REPORT: Mr. Gilmore advised he had researched the
information on the Oak Forest entrance and 1(-
provided Council with documentation which shows the Council did in fact agree
to emprove the Circle Oak entrance including curbing.

The Emergency Management Plan has been approved by Austin and they say it is
a good plan. Copies were distributed to the Council and will be given to all
those named in the plan.
Mr. Gilmore has completed the Comprehensive City Plan and handed out draft
copies to Council and P&Z. He asked Council to review the plan and make any
suggestions. For the first time we do some information on water distribution
valves etc. that has never been available before. He will also ask for input
from the P&Z and hope they will recommend acceptance of the plan.
#7 ITEMS BY COUNCIL: Mr. Sharpe thanked Mr. Gilmore for providing
Council with this information, saying it will be
very benificial for now and the future.
Mr. Baldwin said he was looking forward to reviewing the plan also. Mr. Baldwin
also asked if there was any reason why the City could not go ahead with the
Oak Forest entrance work. Mr. Gilmore said it was the Council decision and if
it didn1t go over about $65,000, we have the funds.

Mr. Aguilar said it was nice to see the city plan, they had been looking forward
to it.

Mrs. Lawler thanked Mr. Gilmore for a job well done for she knew a lot of man-
hours went into it.
Mr. Gilmore said that he could not have assembled it without the help of
Alice Austin, who typed it.
Mrs. Lawler also advised that BVYA has planned a special dance as their major
project for the year. They need the support of the Council and community.
#8 ITEMS BY MAYOR: Mr. Sawyer said in answer to Mr. Baldwin's question
on commencing the work at Oak Forest, we have about
$51,000 in this years budget available for this project.
He also mentioned that the Emergency Management Plan is becoming even more
important with the railroads transporting nuclear wastes through our city.
Fire,:Inspector has been to a week long school for training in this area.

2%. He then read a letter he was sending to Judge Sagebiel in response to
one received offering cooperation between Guadalupe County and S~hertz.

Mayor Sawyer said he would like to send word to the P&Z that the City Plan
should be #1 priority with them since the city is operating without a plan
at this time.
