SPECIAL SESSION OF THE CITY COUNCIL
OCTOBER 28, 1981
The Schertz City Council convened in Special Session, Wednesday, October 28,
1981 at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live
Oak Road with the following members present: Mayor Jack M. Stomackin, Sr,
presiding; Richard L. Howe; Barbara Taylor; Earl W. Sawyer and Jacqueline
Lawler. Absent: Jeff Duffield. Staff present were City Manager Jimmy G.
Gilmore and City Secretary June G. Krause.
#1 WORKSHOP SESSION: a. Texas Manufactured Homes Association.
Mr. Tom Brooks explained that the Planning and Zoning Commission had dis~
cussed mobile homes, modular and manufactured homes for Schertz and had
requested Mr. Richard Cleymeyer, of the Texas Manufactured Housing Association
to address the Council and P&Z on this subject.
Mr. Cleymeyer briefed Council on the market, regulations and financing of
the modular or manufactured homes. The main differences in the modular and
mobile homes are that modularlmanufactured homes must be on permanent founda-
tions while mobile homes may be on permanent foundations. Financing for
these two types of homes is very liberal at this time and insurance companies
for the most part are giving the same rates for both. U. S. Homes, one of the
two largest home builders in the nation, is now going to the modular homes
and condominiums. Mr. Cleymeyer mentioned several cities where these modular
or manufactured homes have been accepted.
After a question and answer period, the Mayor called a brief recess at 7:45
P.M. - the meeting was reconvened at 7:55 P.M.
#1 b. BVYA: Mr. Sawyer explained that the president of BVYA had requested
to meet with the Council to explain their activities but he had an accident
was unable to be in attendance. Therefore, Rita Bullock was present in his
place. The organization started in 1970 and was formed as Tri-City but in
1974, they had enough youth from Schertz to charter under the name of Buffalo
Valley Youth Association and break away from the Tri-City organization. They
have activities for boys from 6 to l6 and girls from 9 to 16 - they are trying
now to increase that age limit to 18. The Board consists of 12 members, 4
officers and 8 at large, for two year staggered terms. Mrs. Bullock said she
had travelled to several large cities and feels that Schertz has the best
facilities in Texas. For three years the Girls State Softball Tournament has
been held in Schertz, the first year there were 50 teams entered - the second
year 72 teams and the third year 83 teams participated. This year the tourna-
ment will be held in Austin. Eventually BVYA will need another (the fifth)
field. This year the boys, age 9-l4, tournament will be held in Schertz.
In addition to baseball and softball, BVYA sponsors flag football and basket-
ball. The School gyms are used for basketball practice and games.
Mr. Sawyer added that 90% of the kids involved with BVYA must live in Schertz.
He also stated that when tournaments are planned in the city parks, there
should be more communications between BVYA and City staff, the City Manager.
Mrs. Bullock said she felt better communications would be had in the future.
Mrs. Bullock is the State Softball Director.
She said she would see that BVYA continued to send copies of their budget
and would provide a list of officers and their minutes.

#1 c RESOLUTION: The Mayor introduced a resolution supporting the
favorable passage of the constitutional amendment 4,
which authorizes use of the State funds for water resource development
in Texas.
Council concensus, with the exception of Mr. Howe who wanted to study
this subject further, was to adopt the resolution and allow the Mayor
to sign same.
#1 d. COUNCIL WORKSHOP DATE: Since the next workshop would fall on a
holiday, Council left it to the decretion
of the City Manager as to when or whether one was needed.
#2 GENERAL DISCUSSION: Mr. Gilmore said that surveying has been
started on the new sewer line. He also
said that on November 3, there will be a public hearing on the rezoning on
135. He said he hoped the Council was still looking at zoning Business
on 135. Council assured him that was the only feasible zoning for that
area and that is the reason they voted to annex the area.
Mr. Gilmore also mentioned that the City now has the information on the new
Bingo law, including a sample petition.
#3 ADJOURNMENT: On a motion by Mr. Howe, duly seconded and unanimously
carried, the meeting was adjourned at 8:45 P.M.
