NOVEMBER 17, 1981
The Schertz City Council convened in Regular Session, Tuesday, November 17,
1981 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the follow-
ing members present: Mayor Jack M. Stomackin, Sr., presiding; Barbara Taylor;
Earl W. Sawyer and Jacqueline Lawler. Absent: Richard L. Howe and Jeff
Duffield. Staff present were City Manager Jimmy G. Gilmore and City Secre-
tary June G. Krause.
After opening the regular meeting, Mayor Stomackin recessed in order
for the Schertz Board of Adjustment to hold a Public Hearing. He explained
that as he is a member of the BOA, there were four members present which
constitutes a quorum.
The purpose of the public hearing by the BOA was to consider an appeal for
a special exception to operate a Beauty Shop as a Home Occupation at 601
Mitchell Avenue, Schertz, Texas, as requested by Mrs. Louise McKeethen.
Mr. Sawyer said that Mrs. McKeethen was misinformed when she first brought
her request to the City, therefore he felt her request should be granted.
Mrs. Lawler asked if the same restrictions would apply to this request as
other home occupations. She was told they would, then she stated she had
no objection.
Mr. Frank Quesada of 602 Mitchell spoke in favor of the request. He said
that he and his wife used to have a beauty shop right across the street
__ from this residence and there were never any problems.

There being no further discussion, Mr. Sawyer moved that Mrs. McKeethen's
request for special exception to the Zoning Ordinance be approved so that
she may operate a bueaty shop as a home occupation, subject to the
rules and regulations of other home occupations. Mrs. Taylor seconded
the motion which carried with the following vote:

The public hearing was declared closed at 7:05 P.M., and Mayor Stomacking
reconvened the regular session of the City Council at that time.
#2 APPROVAL OF MINUTES: Mrs. Taylor moved to approve the minutes
of the regular meeting of November '3, 1981.
Mrs. Lawler seconded the motion which carried as follows:

#3 HEARING OF RESIDENTS: Mr. Merwin Willman advised that at their
last P&Z meeting, Mr. Brooks said he had
the draft changes on home occupations for P&Z perusal and action soon.
#4 ORDINANCE: The Mayor introduced the an ordinance and read the
caption as follows:

#9 GUADALUPE COUNTY APPRAISAL DISTRICT: Mr. Sawyer asked that
Council submit the
names of Michael Lawler and Richard L. Howe as nominees for the 1982
Guadalupe County Board of Review.
Mr. Hal Baldwin, after being assured that Mr. Lawler was on only one
committee, said he would like for the Council to consider adding Mr.
Richard Mansfield's name to the list as he has served on the City's
Board of Equalization for many years.
Council concensus was in agreement with the two names submitted by
Mr. Sawyer as well as adding Mr. Mansfield's name if he would consent
to serve.
#10 EXECUTIVE SESSION: None needed at this time.
#11 CITY MANAGER'S REPORT: Mr. Gilmore reminded Council and the
citizens that garbage would be picked up
on Thanksgiving Day; however, we asked that it be put at curbside very
early in order for the workers to finish in time to spend some time with
their families.
Mr. Gilmore also submitted a petition asking that an election be held to
legalize bingo in the City. This petition was received by the City Secretary
on November 19, 1981. After certifying the signatures, the Council will
be advised in order to call the election at the earliest date.
The City Manager called attention to a letter, dated November 5, 1981,
from Mr. Norris Hall of the Guadalupe County Appraisal District, advising
there will be a meeting in his office November 19th. Staff members will
attend and any Councilmembers wishing to attend may also go with them.
Also commented on a letter received from the Superintendent of the S-C-UC
Indepent School District asking the Council to appoint a representative
for a City Council-Chamber of Commerce-School Board committee for the
purpose of exploring the various interests that were discussed at the last
Joint Meeting. It was suggested the appointment would be made at Council's
next meeting.

He had also received a letter from the Humane Society listing their Board
members and asking that they be included under Capitol Improvements program
at next budget time.

discussion.

Mrs. Lawler asked about the collections for SAFES ambulance runs now that
we have gone into a different system. Mr. Gilmore explained that under the
new system, cities pay on a per capta basis and they will be furnished with
quarterly reports. All cities have agreed to paying quarterly. SAFES is
now set up as a separate entity such as the fire departments, etc.
