REGULAR MEETING OF THE CITY COUNCIL
DECEMBER 15, 1981
The Schertz City Council convened in Regular Session, Tuesday, December 15,
1981 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the follow-
ing members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe,
Barbara Taylor; Jeff Duffield; and Jacqueline Lawler. Absent: Earl W. Sawyer.
Staff present were City Manager Jimmy G. Gilmore and City Secretary June G.
Krause.
#1 APPROVAL OF MINUTES: Mrs. Lawler moved to accept the minutes of
the Regular Meeting of December 1,1981 and
the Workshop Meeting of December 9, 1981 as written. Mr. Howe seconded the
motion which carried with the following vote:
AYES: Councilmembers Howe, Taylor, Duffield,
NAYS: None
and Lawler
#2 HEARING OF RESIDENTS: Mrs. Trevino and Candy Potter requested
to speak concerning the Humane Society
discussion item. Mayor Stomackin asked for them to speak at this time.
The Humane Society requested Council consideration of some holding pens for
stray animals, whereby they could help alleviate the crowded conditions at
the Universal City Animal Shelter when necessary.
Mr. Gilmore said that one of the problems that must be looked at is that our
ordinance states we must have enclosed runs. Also that the only area now
available for even a temporary shelter is the old sewer plant site in back
of Rio Vista and Lone Oak Subdivisions. This area is prone to flooding but
we do have at least a 20 hour notice of flooding.
Mayor Stomackin and Councilmembers assured the members of the Humane Society
that they have been working on this problem and will continue to try to work
something out for them.
Mr. Howe moved to grant the Humane Society the right to use the land down by
the old sewer plant on a temporary one year basis and that in case of flooding
they move the animals. Mrs. Lawler seconded the motion, which carried as

Mrs. Lawler again said that she wanted to assure the members of the Humane
Society that the Council does review and discuss this problem and also
appreciates all the work the Society is doing.
#3 DISCUSSION ITEMS:
A. Home Occupation - Mr. Gilmore referred to the handouts given to Council
on this subject and asked for Council input.
B. Annual Report - Mr. Gilmore circulated copies of his Annual Report
stating that this is a part of our annual audit, which should be completed
shortly.

C. Library Building - the City Manager reported no new information on
this subject.
D. Humane Society - this item already discussed.
E. Computer - Mr. Gilmore and Staff members have a trip planned for
Thursday to go to Kerrville and inspect their computer set up.
F. Comprehensive Plan - the census data is holding up the completion of
this study but hope to have the census information by March.
G. Miscellaneous items - Mr. Gilmore informed Council of an offer to purchase
a used word processor unit. It sells on the open market right now at $10,500
and this three year old unit can be purchased for $1,000. Council concensus
was to explore this possible purchase.
#4 EXECUTIVE SESSION: None needed at this time.
#5 CITY MANAGER'S REPORT: 1. Garbage service to those residents
living north of Autumn Winds Retire-
ment Lodge will not be picked up Christmas Day or New Years Day but no
other residents will be affacted.
2. He reported the water will be shut off from midnight to 4:00 A.M. on
Friday, December 18th, for repairs. Mr. Howe asked the City Manager to check
about the draining of the water tank at Deer Haven and letting the water
run down Fawn Drive.

#6 ITEMS BY COUNCIL: Mr. Howe asked that the January 16th Bingo
election be advertised more thoroughly.
Mrs. Taylor asked if the City Manager had heard anything further on the
County Appraisal District on the purchase of their computer system. Mr.
Gilmore said that they have purchase their computer and it is in operation
and are working on several different programs. However, Mr. Hall is not
ready to offer anything to the Cities at this time. Mrs. Lawler mentioned
that whatever service is offered to Schertz would have to be paid for over
and above what the City is already paying.
Mrs. Taylor offered the sympathy of the Council to Mr. Sawyer on the death
of his grandson.

Mrs. Lawler advised that the Communications committee has gotten the City's
FCC license and is ready for the repeater system. She also thanked the
committee consisting of John Sippel, Jr., Steve Simonson and Mike Lawler
for the efforts on behalf of the city.
