SPECIAL WORKSHOP MEETING OF THE CITY COUNCIL
JANUARY 27, 1982
The Schertz City Council convened in Special Session~ Wednesday, January 27,
1982, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live
Oak Road, with the following members present: Mayor Jack M. Stomackin, Sr.
presiding; Richard L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer and
Jacqueline Lawler. Staff present were City Manager Jimmy G. Gilmore and Deputy
City Secretary Alice Austin.
#1 LIBRARY BOARD: The Mayor passed this item, as no one had arrived
from the Library Board.
#2 PERSONNEL BOARD: Mr. Rufus Barnes and Mr. Murray Denton addressed
the Council on the results of the two public
hearings requested by Officers Morris and Maldonado. Mr. Barnes advised
that the main problems they had found were a lack of supervision and no
documentation of infractions. Mr. Denton recommended that the City furnish
the police deaprtment with a disarming barrel. Council thanked the per-
sonnel board for the fine job they had done in conducting the hearings.
COUNCIL RECESSED AT 7:25 P.M. and reconvened at 7:40 P.M.
#1 LIBRARY BOARD: Mr. Sawyer advised that the Library Board was
suppose to be at the regular meeting of February 2.
Council agreed that the Library Board would be heard under HEARING OF RESI-
DENTS Section of the agenda at the February 2 meeting if they wi~hed to attend.
Mr. Gilmore advised Council that the Library Board had nominated the follow-
ing persons to the Board:
Chairperson - Evelyn Rogers; Vice-Chairperson, Richard Bledsoe; and for two-
year terms, Julie Parr, Henry D. Delony, Jr., Russ Hendricks, Pattie Love-
lady, Tony Paulson and Ruth Tienor.
Mrs. Taylor moved the Council accept the nomination and appoint these people
to the Library Advisory Board as requested. Mr. Howe seconded the motion
which carried with the following vote:
AYES: Councilmembers Howe, Taylor, Duffield~ Sawyer and Lawler
NAYS: None
#3 EXECUTIVE SESSION: Mayor Stomackin called an Executive Session
under Article 6252-17, Section 2 (g) of V.T.C.S.
at 7:45 P.M..
The regular session was reconvened at 8:10 P.M..
#4 GENERAL WORKSHOP ITEMS: Mr. Gilmore passed out information on the
new sewer rate increase request. Mr.
Duffield recommended that the base rate be increased to $3.25 for residential
and $4.25 for Commercial. Council requested that this item be added to
the February 2nd agenda for first reading of the ordinance. A request was
made that Mr. Gilmore make a statement to the paper explaining the need
for this increase.

#5 GENERAL DISCUSSION: Mr. Duffield advised the need for mapping
out the 4th of July picnic.
Mr. Gilmore said that Mrs. Sabo was still very interested in the City
sponsoring a Senior Citizen Day. He also advised that this was the first
year the State approved Schertz water system with no recommendations or
suggestions.
#6 ADJOURNMENT: On a motion duly made and seconded, it was unani-
mously agreed t adjourn the meeting at 8:45 P. .

The Schertz City Council convened in Regular Session~ Tuesday~ February 2~
1982 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Jack M. Stomack, Sr., presiding; Richard
L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer and Jacqueline
Lawler. Staff present were City Manager Jimmy G. Gilmore and City Secretary
June G. Krause.

#1 PUBLIC ZONING HEARING: The Mayor, after opening the public hear~
ing, turned the procedings over to Mr.
Linebarger, Chairman of the Planning and Zoning Commission. He explained
the public hearing was to receive citizens views on the proposed change
to the Zoning Ordinance No. 79-S-l5 by adding a section on "Home Occupations".
He said the P&Z had worked with City staff .' ~on~['r. this ordinance section
on home occupations to make it more definitive and easier to regulate.

Among the questions by Council, one of the things asked was the effect
this o,rdinance would have on those home occupation businesses. now in being.
Mr. Lfnbarger explained that all businesses should make an application;
however, most of these would be covered by the IIGrandfather Clause".
There being no citizens with questions on this subject, Mayor Stomackin
declared the public hearing closed at 7:07 P.M. He then called a short
recess in order for the P&Zmembers to reconvene in the conference room.
The regular meeting was reconvened at 7:09 P.M.
