ATTEST: SPECIAL SESSION OF THE CITY COUNCIL MARCH 10, 1982 The Schertz City Council convened in Special Workshop Session, Wednesday, March 105 1982 at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer, and Jacqueline Lawler. Staff were Jimmy G. Gilmore, City Manager, and June G. Krause, City Secretary. #1 COMMUNICATION: Mr. Mike Lawler addressed the Council concerning the need for an ordinance that would provide some type of protection for SAFES in case another commercial ambulance service comes into their area. Council discussed this at length agreeing that we should bet sample ordinances from both TML and San Antonio. They were not wanting to cut out another service entirely but perhaps a regulation that SAFES would be dispatched to all emergencies but the citizens would still be free to call an ambulance of their choice on a non-emergency basis. #2 BUSINESS CLUB: Mr. Gilmore said he had met with the Business Club to work out some of the preliminaries and they will be at the regular meeting of the Council to renew their contract for the Jubilee. He then asked Council if he could consider contracting for the cleanup as his Parks men have not had a 4th of July holiday in years. The other changes that are proposed in the contract are that the Business Club agrees to end the function at midnight and that they agree to provide the tables and chairs. Some questions the SBC had were: (1) the electrical system at the pavilian needs changing and updating. This would cost approxi- mately $4,000; but the change would not be restricted to the SBC use but all would benefit from the electrical change. Mr. Gilmore agreed to bring some cost figures for this to the next meeting. Mr. Duffield suggested adding a paragraph stating that the SBC agrees to submit an expenditure and revenue report on the function within 45 days from the 4th of July. The Mayor called a recess at 7:33 P.M. 150 The regular meeting was reconvened at 7:36 P.M., with the Mayor calling an Executive Session under Article 6252-17~ as amended, Section 2 (g) I i ; The regular meeting was again reconvened at 8:18 P.M. , #3 GENERAL DISCUSSION: Mr. Gilmore advised that Mr. White had contacted him saying at the time the water line was put in at Garden Ridge Pottery, there was a verbal agreement that when his sales tax reached at least $500 per month, the City would forgive his water line note. None of the Councilmembers remenbered any such agreement but staff were to check it out. Mr. Gilmore referred to a letter from Bethel Stell Supply Inc. They have 42 acres they are breaking up into industrial tracts; and although they are in Selma's city limits, Selma cannot furnish water to them so they want water from Schertz or they will have to have a deeper well. If they pur- chase from us~ it would require an interlocal agreement with Selma. Council said they were open to proposals. Mr. Gilmore called attention to a letter of appreciation from Wilson Mfg. Co. for help given, saying they were to get back with us but have not as of todate. He reported that at present we have 7 police vehicles, with 2 of them not in condition to be used for patrol cars. These are being stripped of lights etc. and will be auctioned off. This will leave 5 cars and on some weekends, we have three in use and at times we have 2 in for repairs at the same time. He also reported that the cars obtained from the DPS are giving as good I . service, maintenance wise, as the new ones bought. Mr. Gilmore also reported that unless gasoline price go up, we will have approximately $5800 to $7000 left over in this line item. Mr. Duffield asked about the advantages of the accrual method on the financial report. Mr. Gilmore said that our present computer would not handle that very effectively. 8:44 P.M. #4 ADJOURNMENT: On a motion duly made, seconded and unanimously carried, the meeting was declared adjourned at /.
