SPECIAL SESSION OF THE CITY COUNCIL
APRIL 14, 1982
The Schertz City Council convened in Special Workshop Session, Wednesday,
April 14, 1982 at 7:00 PM in the Conference Room of the Municipal Complex,
1400 Live Oak Road with the following members present: Mayor Earl W.
Sawyer, presiding; Charles B. Sharpe; Jeff Duffield and Jacqueline Lawler.
Staff present were Jimmy G. Gilmore, City Manager, and Alice Austin,
Deputy City Secretary. Mr. William G. Courtney arrived at 7:02 PM.
Mayor Sawyer started the meeting by briefing the council on several
items concerning haw future meetings would be conducted. He advised
them that no motions would be made at workshop meetings and in the event
an item came up which needed immediate action, the council would call
an emergency meeting to be held in the Council Chambers.
Mr. Gilmore read and explained several items which Mrs. Krause had
listed to assist the Council at future meetings. Items covered were
the making of motions and council packets.
#1 CHAMBER OF COMMERCE CONTRACT: Mr. Gilmore advised Council that
he had the City Attorney review
the contract offered by the Chamber of Commerce and the City Attorney
could find nothing wrong with the city entering into this contract. He
advised that cost would be approximately what individual membership would
be. Consensus of Council was given for Mr. Gilmore to proceed and place
this item on the April 20 agenda.
#2 GENERAL DISCUSSION: Council discussed the need for better com-
munications between the Council and Council
appointed committees, local clubs and volunteer groups. A recommendation
was made to appoint ex-officio members where applicable. Mrs. Lawler
advised that she was an ex-officio member of CVADAC. She also advised that
BVYA had requested someone from council attend their meetings. Mayor
Sawyer advised that he would be available to attend BVYA's meetings. Mr.
Sharpe requested that the Calendar of Events be changed to reflect all local
groups or that the city prepare two calendars one for official functions
and one for community interest activities.
Mr. Gilmore explained the need for a temporary animal shelter, as soon as
possible. The city will have not facilities after June 15. Concensus
of council was for Mr. Gilmore to proceed with the temporary shelter and
accumulate cost data for a permanent shelter to be built.
Mr. Gillmore explained the financial report for the benefit of the new members.
Mr. Gilmore advised that Senior Citizens Day had been planned for May 15
in the City park. This years function will be restricted to Schertz residents
only but the Senior Citizens would like to build up the event in the future.
Mr. Courtney requested that the city contact the local businesses and the
Business Club for donations to this event.

Mr. Gilmore advised of several items of community interest and future action.
A ribbon cutting will be held at the opening of the new business opening
next to Country Corner at 10:00 AM on April 17. Request Mayor sign pro-
clamation declaring week of April 19 as National Library Week. He advised
council of the problems involved in getting the UC wells back in service.
Mr. Gilmore also invited council members to sit in on interviews for
Chief of Police.

Mr. Gilmore briefed council on several items which he feels the Council
will need to consider in the very near future, such as, ordinances
governing ambulance services, monitoring of emergency radio frequencies
and licensing of coin operated machines, the need for changes to the
Employee Manual and Personnel Policies Manual.
Mayor Sawyer advised Council that he would be attending the VFW's Inter-
national meeting to be held he in Schertz.
Mr. Sharpe requested procedures for appointing new council member. Mayor
Sawyer advised he had a list of names but felt the matter should be
discussed in executive session prior to any publication of names. Council
agreed this was the best course of action.
Mr. Courtney asked why the city had not followed through on the agreement
with Coy Simmons concerning the entrance to Oak Forest. Mr. Gilmore
explained that funds were not available but that an account had been set
up to fund this project.
Mr. Courtney advised council that he was surprised that noe of the recom-
mendations made by the Charter Review Committee had been on the ballot
at the last election. Mayor Sawyer advised him that the Council had
decided not to make the changes recommended and that he thought the
committee had been notified.

Mr. Duffield said that he felt the city should look into the pOSSibility
of issuing General Obligation Bonds for some of the major projects needing
to be done. Council requested Mr. Gilmore furnish them with all the
pertinent information of GO Bonds so they could consider putting this
matter before the voters.

Mrs. Lawler asked Mr. Gilmore if he was considering any of the recommendations
in the Parks and Recreation Division Development Plan on this years budget.
Mr. Gilmore advised he that he had not really gotten into the budget yet.

Council requested that Mr. Gilmore invite a department head to the next
workshop meeting.
#3 ADJOURNMENT:
On a motion made and seconded and unanimously carried
