ccss 05-12-1982 169 SPECIAL MEETING OF THE CITY COUNCIL MAY 12, 1982 r The Schertz City Council c@nvened in Special Session, Wednesday, May 12, 1982 at 6:30 P.M. in the Library Building, 100 First Street with the follow- ing members present: Mayor Earl W. Sawyer, presiding; Mayor Pro Tem Jacque- line Lawler; Charles B. Sharpe; William G. Courtney; Jeff Duffield and Adolph Aguilar. Staff present were City Manager Jimmy G. Gilmore, City Secretary June G. Krause and Librarian Linn Landis. After calling the meeting to order, Mayor Sawyer turned it over to Mrs. Landis, Librarian, as part of the Council IS on-going program of meeting with different department heads at Workshop Sessions. Mrs. Landis reported first on the history of the library, which has been in operation for approximately four years; then on the present status of the library; and lastly on future plans and objectives. After touring the facilities, Council view a 30 minute movie on library systems. I The meeting was then recessed and reconvened at 8:05 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road. 1. Mr. Gilmore brought the Council up to date on the status of a temporary animal shelter, reminding those present of the June 1 deadline as that is the date Universal City has given Schertz to make other arrangements for our animals. CCMA will decide on whether or not to lease the land at the old sewer plant site for this purpose, at their Thursday evening meeting. Mayor Sawyer urged all Council to attend this meeting to support the issue. Along this same v~in, Mr. Gilmore said he had again been contacted by Uni- versa 1 City staff to:;" purchase 5000 square feet of Schertz 1 property at the U.C. well site. They are willing to pay $1.00 per square foot; which in staff opinion, is a reasonable price - after pricing land in that area. 2. Council were reminded of Senion Citizen Day on Saturday, May 15th. After discussing the involvement of the City in this celebration, Council suggested the financial part of this should be a one time thing and future celebrations of this type should be sponsored by different organiza- tions in the city, with the City providing the facilities and proclaiming the day, etc. 3. A memo was presented from the Industrial Development Committe with recommendations for two new members for Council consideration. 4. Mr. Gilmore then brought Council up to date on prospective develo- ment in our industrial park area, including the reopening of the Direct Oil Project and a large development on I35. 5. The City Manager then gave a preliminary preview of the proposed budget for FY 1982-83. This included setting a maximum salary on each position. Thisl@xHnurnwas arrived at after doing a TML salary survey and averaging the top 10% of cities of comparable size. He mentioned that the SAFES budget had been removed from the General Fund and put in a separate budget. Also the proposal calls for utilizing the capitol equip- 170 ment replacement funds by including a computer, hustler mower, the repeater as already approved for SAFES, and backhoe for the Water & Sewer Department. Mr. Gilmore said that with adding two paid driver positions in the Fire Department, there is the possibility of a tax rate increase. He also mentioned that he had cut some capital items from the library requests but if they used a portion of the funds received from the County budget, they would be able to have funds for the budget as submitted. Council discussion: Mr. Duffield asked if we had heard anything about DPD having a shut-down. Mr. Gilmore had heard nothing. Mr. Sawyer said to keep our credibility, we need to re-annex that land when the time has expired if they have not started building. Mr. Sharpe ask if there was a policy concerning the releases to newspapers. Mr. Gilmore said the City has a written policy, passed by Council, that all news releases would be cleared through the City Manager. Mayor Sawyer suggested the City should prepare a news release saying the City Council is discussing hiring of paid firemen and more police, which could cause a tax increase. Mrs. Lawler ask if any word had been received as to when the people will break ground on the apartments on Live Oak Road. None has been received. Mayor Sawyer said that he had appointed George Barnard to represent the City for the Greater Randolph Area Veterans Day Celebration. Time was short so he went ahead appointed Mr. Barnard, as he had volunteered for the job. Mr. Duffield ask if we had had an update from the Business Club on the 4th of July Jubilee. Mr. Sharpe said he attended their last meeting and they had discussed the Jubilee and were meeting with the people that want to have booths. Mr. Gilmore said that the alterations to the wiring system should be finished by then. There being no further discussion, Mayor Sawyer declared the meeting ad- journed at 10:00 P.M.
