JUNE 30, 1982
The Schertz City Council met at the .SAFES Office of the Community Center,
l400 Live Oak Road, at 6:30 P.M., with the following members present:
Mayor Earl W. Sawyer, Mayor Pro Tem Jacqueline Lawler, William G. Courtney,
Adolph Aguilar, and Jeff Duffield. Absent: Charles B. Sharpe.
#l SAFES ADMINISTRATOR PRESENTATION: Mr. Tom Funk, Dorector of SAFES
briefed the Council on the oper-
ations of SAFES, the present and future plans, while touring their facilities.
The meeting was then recessed in order for the Council to return to the
Conference Room of the Municipal Complex, l400 Live Oak Road. At 7:03 P.M.
Mayor Sawyer called the Workshop Session to order. Staff present for this
portion of the meeting were City Manager Jimmy G. Gilmore and City Secretary
June G. Krause.
#2 WORKSHOP AGENDA:
A. SAFES Rate Increase: Mayor Sawyer stated that the Council has
agreed to meet with the SAFES Board of
Directors on this subject. He asked for a concensus of the Council to table
this item until that meeting could take place. Council concurred with this.
B. Joint Meeting with Cibolo: Mr. Gilmore explaine that the original
proposal on water supply to Cibo10
came from Mayor Ling in a letter dated February 22. He proposed was for an
interconnecting water system with Cibolo, Schertz and Green Valley Water
Supply. Mr. Gilmore said that, of course, we could not do that even if we
were so inclined as it is against state law. They also mentioned going with
Green Valley but retaining their connection with us in case it was needed..
All of their proposals were unacceptable because of state laws and the fact
that it would place Schertz at a disadvantage. With Council 's approval
a meeting will be set up for the Cibolo City Council and Schertz Council
to meet at the Workshop meeting of July l4th. Council agreed.

Mayor Sawyer said we definitely need to meet with them because he thinks
it would be a mistake to give up our sole perveyer of water to them.
C. 4th of July Jubilee: Mr. Fritz Rusch, President of the
Business Club, briefed Council on the
up coming 4th of July Jubilee. He said that this year's parade was
going to be bigger and better than ever, with several floats from neigh-
boring cities. The Business Club bought a new flag pole - not there is
anything wrong with the one there but it is so far away from the pavilian
that few people ever got to see the ceremonies.
Mr. Gilmore told Council that the electrical system at the pavilion has
been complete revamped in time for this occasion. i I
Mr. Rusch explained a little more detail about the el~ctrical system.
He advised the parage will start at 1 :00 P.M. but requested Council
and Staff members who will be riding in the parage to be at the High School
by l2:30 P.M. There will be two free dances with perhaps additional
music in between.
Mr. Gilmore said that the clean up should be much better this year. Two
people from the firm doing the job will be there from 12 noon on to keep
the rest rooms cleaned and supplied, etc. Then at about 11:30 or 12:00
that night the complete crew will come in and finish cleaning the area.
Also there will be one uniformed policeman on duty from noon until 6:00 PM.
when two uniformed patrolmen will be on duty until closing with the addition
of several reserves.
D. Budget: Before discussing the budget, Mayor Sawyer said he
had a few things he would like to bring up first.

He had received a letter of resignation from four members of the Schertz
Housing Authority Board. He said he could not understand why an appoint~
ment he made recently should upset them this much, but apparently it did.
He advised that he had accepted the resignations and asked Councilmembers
to concur with this acceptance. On polling,all members of the Council
concured with this decision.
Mr. Sawyer said he would like to have some recommendations for replacements
next week if possible.
Mr. Gilmore called attention to a letter received from Mr. George Barnard,
who was upset about receiving a traffic ticket.
Mr. Gilmore also said that the invitation to the Open House for the Garden
Homes on 3009 would require an RSVP. If Councilmembers would advise if
they would be there, he would take care of that.
Also, the City has received a letter from UC in regard to the well site.
He said he had not been able to find out if the problems have been ironed
out or not but hoped to have that information for them by Friday.
Mr. Gilmore also had a letter from the City of Marion wanting to negotiate
with Schertz for animal control. Randolph has not signed the contract
as yet but it should come in this week

The City Manager advised that the Schertz Humane Society had paid for the slab
at the shelter site, they are furnishing food and dishes for the animals
and have someone working on building cages at this time. Even if the
approval for the water line has not been receive by then, we hope to have
the shelter open for animals by the 6th of July and carry water until approval
is obtained and the line in. The Humane Society have also said they would
pay for the slab for an office building and the installation of a telephone.
Concerning the possible purchase of the Schaifer Road Rural Water Supply,
Mr. Gilmore has not received written information from our Financial Advisor
but verbally he says he thinks it would be a good thing for Schertz. They
do make a small profit. Hopefully this information will be forthcoming soon.
Mr. Gilmore said, that he is sure everone know, the City and some employees
individually, has been served with a lawsuit. He has taken all the informa-
tion to the attorney. Mr. Harris advised that their firm has an attorney
that specializes in civil rights cases, who will be handling this suit with
Mr. Harris. Council all agreed that the City Manager should write a letter
saying the city will represent the employees involved in the suit.
Mayor Sawyer said he was contacted by the Jaycees, who said they would donate
$500 toward the plan of showing movies in the park. That is, if the Jaycees
make that much money at the 4th Jubilee.
D. Budget: Before Council discussion on the budget, Mayor Sawyer
asked the two gentlemen from RSVP to speak.
Mr. Steven Doerr addressed the Council with a request for fund to be included
in the City's budget for 1982-83. He introduced Mr. Ted Walenberh as his
assistant and explained a little about the RSVP program as it relates to
Schertz. Their organlzation is requesting $2,250 as Schertz' portion of
their total budget.
Mayor Sawyer thanked them for coming and told them they would get every
consideration, saying that this year especially we do have an extremely
tight budget and are probably looking at a 2 or 3% tax increase as is.
Mr. Gilmore explained that the budget presented for consideration is strictly
an operational budget, with very little extras included. It does include
one more patrolman starting in January. This was brought about by the
resignation of some from that department and reduced vehicle replacement
costs. The SAFES budget has been completely removed from the General
Fund and put in separately to show the other participating cities just
what they are paying for. This organization is becoming self-supporting.
Included in the Fire Department budget are two paid firemen as it is be-
coming harder and harder to get day-time drivers. He explained he had
come up with a system of using qualified firemen, who are volunteers in
our department, but work at some other fire department. They would put
in 8 hours on their 48hours off from their regular jobs. He has included
a capitol improvements program in the budget using the various funds to
replace or purchase well needed equipment.
Mr. Gilmore said the greatest problem right now is that we have been unable
to get a tax roll from the County Appraiser office. Therefore, it is
hard to estimate what our tax revenues will be. There is a possibility
of a 2 or 3% tax increase but no way of knowing until we get the rolls.

Concensus of the Council was for the City Manager to write to our repre-
sentative on the Appraisal District Board with copies going to the
Board members and the State Tax Office.
Council discussed various items in the budget and requested additional
information of the City Manager.
#3 ADJOURNMENT: There being no further discussion items, the Mayor
declared the meeting adjourned at 9:34 P.M.

The Schertz City Council convened in Regular Session, Tuesday, July 6,
1982 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Earl W. Sawyer, presiding; Mayor Pro
Tem Jacqueline Lawler; Jeff Duffield; Adolph Aquilar. Absent: Charles
B. Sharpe and William G. Courtney. Staff present were City Manager
Jimmy G. Gilmore and City Secretary June G. Krause.
#1 APPROVAL OF MINUTES: Mrs. Lawler moved to accept the minutes of
the Regular Meeting of June l5, 1982 and
the Special Workshop Meeting of June 30, 1982 as written. Mr. Duffield
seconded the motion which carried with the following vote:

#2 HEARING OF RESIDENTS: None
#3 HOUSING AUTHORITY APPOINTMENTS: Mayor Sawyer said that at the last
Workshop he had asked for names
from Council for these appointments. Several names had been presented to
him, including Jerry Bortel, Isabel Pe11eren, John Lund. Council added the
following names: Alfred Orlowski, Paula Theis; Eric Crugnale, Ollie Burkett,
Viola Kramer, Doris Courtney. The Mayor explained that four names were
to be selected from the above list. Council discussed the qualifications
of the names submitted, after which Mayor Sawyer said that he would contact
the people and make the appointments, hopefully the next day.
