Some of the priorities were discussed, such as seal coating of streets, Oak Forest entrance, library fire department sub station, parks up dating etc. Mr. Gilmore said that Mr. Anderlitch said the City is in good enough shape to sell just about any type bond they wanted to #8 ITEMS BY MAYOR: Mr. Sawyer told Mr. Gilmore that he feels the Council wants him to come up with some information on bonds. Also the committe mentione by Mr. Duffield was a very good idea and the Mayor asked Council to come with some suggested names for the next meeting - the committee should have perhaps five people. Mr. Sawyer said he also had a very good itme at the 4th of July Jubilee and extended his compliments also to the Schertz Business Club. 8:11 P.M. #9 ADJOURNMENT: There being further business to come before the Council Mayor Sawyer declared the meeting adjourned at ATTEST: '---' SPECIAL WORKSHOP MEETING OF THE CITY COUNCIL JULY 14, 1982 The Schertz City Council convened in Special Workshop Session, Wednesday, July 14,111982 at 7:00 P.M. in the Conference Room: of the Municipal Complex, 1400 Live Oak Road. The following listed members were present: Mayor Earl W. Sawyer, presiding; Mayor Pro Tem Jacqueline Lawler; Charles B. Sharpe; William G. Courtney; Jeff Duffield; Adolph Aquilar. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 JOINT MEETING WITH CIBOLO CITY COUNCIL: Mayor Sawyer welcomed the Members of the Cibolo He stated that the Mayor of long range water contract City Council and guests to the joint meeting. Cibolo had requested this meeting to discuss a between the two cities. Mr Gilmore submitted a letter from Mayor Ling, in which he suggested an interconnected water system between the two cities with the same arrange- ment with Green Valley Water Supply Corp. Mayor Ling also suggested numerous connection points on the connecting system as well as the one ~! already located on F.M. 78, the first might be at the Dobie Middle School. .,'. J 193 Mr. Gilmore then explained that at the direction of the Council he had replied to this letter stating that the addition of a connection at the Dobie Middle School is a valid request but that an interconnection of Cibolo lines, supplied by Schertz, with Green Valley would not be allowable at the present time. This would essentially constitute a cross connection which is illegal under State Health rules; and that the operational guide- lines under which Green Valley operates do not necessarily coincide with those of a public water supply. Mayor Ling said his Council was present to see if the differences could be worked out. The main thing they wanted to know is the reason for the objection to an interconnecting water system. Mayor Sawyer answered that our Council wants to be the sole purveyor of water to any entity which they serve. However Mayor Ling's letter had been read with care and that the Council feels the Dobie connection is valid but we don't think we would like to have connections along I35. Mr. Ford, the City of Schertz engineer, explained the city's water system and the problems we are having at the present time. He also explained how these problems are being resolved, saying that then the City will be able to more than serve the cities of Schertz and Cibolo, Northcliffe subdivision and Schaefer Road district now and in the future. He was concerned with the interconnecting of Schertz I water with Green Valley and perhaps even Cibolo, if Cibolo contracts for Green Valley to transport water from their well in Bracken. Green Valley has borrowed money from Farmer's Home, which is set up to provide water to rural areas and does not require fire protection. Although the quality of their water has to test out the same as a municipality, can they legally provide water to a city under their financing obligations. Cibolols engineer suggested a back flow preventer if the City of Schertz does not want to co-mingle water from the two systems. He said that the back flow preventor are expensive and you do have trouble with them but it would be one solution. Mayor Sawyer summed up by saying the City Council is concerned with the back flow we would get from Green Valley. We also would like to be the sole purveyor of water, we are not interested in hooking up with Green Valley and don't think they would be interested in hooking up with us. Mayor Sawyer thanked the Cibolo Council for meeting with us and said he and the Council would like a little time to digest some of the thoughts and suggestions put forth. ffihe Mayor then called a short recess at 8:45 P.M. The workshop session was reconvened at 8:55 P.M. #2 BUDGET WORKSHOP: Prior to commencing the budget workshop the Mayor provided time for citizens to asked questions. Mr. Kuechler asked about the low water pressure. He said he thought that when the new well was drilled at the Nacodoches site, our water problems would be solved but this year they are worse than ever. Mr1 Ford explained about the problems with the two Universal City well, which showed indications of one caving in after more than 30 years use. 194 He explained that we had a firm come in with TV cameras and show us exactly what happened in the wells. With the help of a geologist from the San Antonio, it was determined the best way to solve our problems was to fill"in the one well and drill a new one. Presently the contractor is trying to salvage well #1 and has indicated that he would have the well back on line within two weeks. The Health Department requires that we test the well for 36 hours, the only way that we can take care of the discharge is through our 20" line. Then we will flush the line, chlorinate and have it back on the system. Mr. Dick Howe asked what the time schedule is for the drilling of #3 well at the UC site. Mr. Ford said the contractor has 90 days from the date of the Notice to proceed, which was July 12th. However, it will probably take 120 days to get the well on line. Mr. Howe also wanted to know if the City of Cibolo has any plans for a storage tank and was told nothing to our knowledge. He also asked if Northcliffe is building a larger storage tank, with the same response. Council suggested getting the word out about our water pressure and solution in every way possible, newspaper, radio stations, flyer etc. I I I ~ r #2 BUDGET WORKSHOP: Mr. Gilmore recalled that at the last workshop questions were brought up concerning revenues. The budget was prepared quite early in the year but he still cannot tell if a tax increase or decrease will be needed as we have not received our tax roll from the Appraisal District. As to sales tax, he feels we will exceed the budgeted figure this year but at the time, this proposed budget was prepared, the sales tax revenues were in a slump period - he nows believes we may be able to increase the sales tax figure by approximately $7,000. Again the question of withdrawing from the County Appraisal District was mentioned. J Council discussed, besides revenues, such items as a contingency to include street seal coating or repairs and other capitol improvement items. at 9:34 P.M. Mayor Sawyer called and Executive Session under Article 6252-17 Section 2 (g).
